Regional water safety systems are affected by social, economic, ecological, hydrological and other factors, and their effects are complicated and variable. Studying water safety systems is crucial to promoting the coordinated development of regional water safety systems and anthropogenic processes. Thus, a similarity cloud model is developed to simulate the evolution mechanisms of fuzzy and complex regional systems of water security and overcome the uncertainty that is associated with the indices that are used in water safety index systems. This cloud generator is used to reciprocally transform a qualitative cloud image with a quantitative cloud characteristic value, and the stochastic weight assignment method is used to determine the weight of the evaluation indices. The results of case studies show that Jiansanjiang's water safety systems were in a safe state in 2002–2011, but the water safety systems in the arid area of Yinchuan City were in a dangerous state in 2006–2007 because of climate factors and a lack of effective water and soil resource protection. The experimental results are consistent with the research subjects' actual situations, and the proposed model provides a tool for decision makers to better understand the security issues that are associated with regional water safety systems.

The safety evaluation of fishing vessels is a system and uncertain problem. A fishing vessel safety evaluation algorithm based on cloud model was proposed in this paper. Firstly, we established index system and weights by the AHP; Secondly, the cloud generator completed the conversion between qualitative and quantitative indicators; Thirdly, the evaluation cloud model was achieved by the comprehensive cloud algorithm; Finally, the forward cloud generator restored the droplet distribution. Compared with the fuzzy comprehensive evaluation method, the experimental results show that our work is effective and accurate.

The similarity of triangular fuzzy numbers is an important metric for application of it. There exist several approaches to measure similarity of triangular fuzzy numbers. However, some of them are opt to be large. To make the similarity well distributed, a new method SIAM (Shape’s Indifferent Area and Midpoint) to measure triangular fuzzy number is put forward, which takes the shape’s indifferent area and midpoint of two triangular fuzzy numbers into consideration. Comparison with other similarity measurements shows the effectiveness of the proposed method. Then, it is applied to collaborative filtering recommendation to measure users’ similarity. A collaborative filtering case is used to illustrate users’ similarity based on cloud model and triangular fuzzy number; the result indicates that users’ similarity based on triangular fuzzy number can obtain better discrimination. Finally, a simulated collaborative filtering recommendation system is developed which uses cloud model and triangular fuzzy number to express users’ comprehensive evaluation on items, and result shows that the accuracy of collaborative filtering recommendation based on triangular fuzzy number is higher.

In order to cope with air pollution, China has formulated Beijing-Tianjin-Hebei cooperative supervision mechanism on air pollution prevention and control. Nevertheless, after several years’ effort, the air quality has improved significantly but far from reaching people’s needs. To improve the supervision strategies for meeting a better supervision and treatment effect, this paper will evaluate the effect of the cooperative supervision on air pollution and control in Beijing-Tianjin-Hebei and give several advices on the improvement of existing supervision method through results analyzation. Firstly, a comprehensive evaluation criteria system is established. Then a novel method of determining weight is firstly proposed in this paper, -fuzzy measure and AHP are used for determining weights which can not only consider the correlation among criteria but also take care of the will of the decision-makers. Finally, we obtain the evaluation ranking results by Fuzzy comprehensive evaluation combined with Cloud model and several advice is proposed. In general, the model can provide reference for monitoring and evaluating the effect of supervision on air pollution prevention and control in other regions and the results analysis provide a great reference to the decision makers to optimize the cooperative supervision in Beijing-Tianjin-Hebei.

Abstract The extent of reservoir sedimentation is an important index related to the functional operation of reservoirs. Therefore, it is vital to accurately conduct sedimentary assessment. In this paper, the analytic hierarchy process was used to determine subjective weights, gray correlation analysis and entropy weight method were used to determine objective weights. The combination weights obtained using optimized combination weighting method based on genetic algorithm were more suitable for the comprehensive analysis of the impact of reservoir sedimentation. This was then used to constructed a multi-level fuzzy comprehensive evaluation model based on improved cloud model. A reservoir was selected as the study object, and its sedimentation impact level was evaluated: the numerical characteristics of the stratus cloud of the comment on the impact of the reservoir sedimentation were (0.6372, 0.0664, 0.0795). The results showed that the reservoir sedimentation is considered as severe influence, and the sedimentation has become a major problem that needed to be solved urgently. The results of this paper could provide insight for reservoir research domestically and abroad. Furthermore, it could also enable managers to more accurately grasp the severity of reservoir sedimentation.
