Introduction. The article presents a review of scholarly literature and the author's assessment of the potential for sustainable development of a medical organization. The purpose of the article is to describe the author's methodology for assessing the potential for sustainable development, and to evaluate the effectiveness of its application in a medical organization. Materials and Methods. The study used the following research methods: comparative analysis, T.L. Saati, and the author’s methodology for assessing the potential for sustainable development of a medical organization. Results. In the process of analyzing the methodology for self-assessment of the maturity on the way to achieving the sustainable development of the ISO 9004 standard organization, the author revealed a number of problems. They include low sensitivity to individual assessment of processes, the lack of a mathematical expression of the level of development for certain areas of activity, and the absence of an integral indicator sensitive to minimal changes. The author describes in detail process of developing her methodology for assessing the potential for sustainable development of an organization and illustrates the application of this methodology within a medical organization for evaluating sustainable development in statics and dynamics. Conclusions. Finally, conclusions are drawn about the ways of applying the author's assessment methodology by the head of the medical organization.

The article discusses the issues of sustainable development. The implementation of the sustainable development concept involves the integration of different levels of government and bringing the approach to the level of business and individual projects. A company may have a different degree of economic stability, the measurement of which can be accomplished through the analysis of the cost structure of the product sold, including the costs of maintaining the environment. Evaluation of the project can be carried out taking into account the levels of initiation and levels of its impact on sustainable development. We propose a method of evaluation that allows taking into account all three aspects: economic, social and environmental. In the process of assessing the sustainability of the project it is advisable to take into account the full life cycle. The article shows how to take into account the parameters that characterize the activity and the product produced by the asset. By themselves, the project or the circumstances of its implementation could result in your loss of stability of the system in which it is located. It is recommended to evaluate the loss of stability in private terms, and as a whole for the project — based on the calculation of the integral indicator.

The demographic state of the territories is an integral indicator of all spheres of life, and the level of demographic security reflects the state of stability of the territory to various adverse factors. Modern challenges have increased attention to the effective operation of medical institutions of various types. At first glance, the tools for achieving the goals of medical organizations have been studied and tested. However, the scientific description and research of the doctors’ KPIs of a polyclinic medical organization within in goal-setting sustainable development in the context of a changing situation with a pandemic has not been sufficiently clarified. The paper presents the current forms and systems of remuneration, KPIs for employees of polyclinic medical organization, as well as a study of the motivational components of the doctors at the Clinical Diagnostic Center (CDC) of Immanuel Kant Baltic Federal University (IKBFU), functional expectations (requirements) from the CDC management with subsequent development of innovative KPIs for doctors as a key category of employees of the research object. The results of the study make it possible to develop a methodology for calculating the integral indicator of KPIs with options for the concept of remuneration for doctors in CDC. The research includes a content analysis of the sources characterizing the current scientific and practical state of the formation and application of doctors’ KPIs. The basis of the study implies a comparison of the formulated tasks of CDC with the tasks of the doctors and their motivational components, followed by the formulation of indicators of doctors’ performance in the context of current forms and systems of remuneration of doctors in Russia and abroad. The continuation of the research in a practical aspect will be associated with developing and implementing the integral indicator of doctors’ KPIs in the approbation process. Future theoretical research is related to the formation of a methodological tool for a flexible system of remuneration for doctors based on changing challenges in goal-setting sustainable development

The main objectives of this work are the development of methodological instruments for choosing a strategy to ensure the sustainable development of the region. This is a study of methods of survey and in-depth interviews. Methodological instruments have been developed to select the region’s sustainable development strategy in the context of decentralization. The level of financial stability is determined by the integral indicator using multiple regression modeling. The risk of reducing the sustainable development of the region is calculated by identifying credit, political, general economic, socio-demographic, natural-environmental and investment risks by determining the values of losses and the likelihood of risk, followed by making a risk map. It has been suggested selecting the strategy for ensuring the sustainable development of the region on the basis of a matrix that includes the values of the integral indicator of financial stability and the index of risk of losing the sustainable development of the region. With the use of theses methodological instruments, a strategy was chosen to ensure the sustainable development of the region in emergency conditions using the example of a part of the Donetsk region.

The article emphasizes the fact that traditional socio-economic indicators do not reflect the challenges of sustainable development adequately, and this is particularly true for the widely-used GDP indicator. In this connection the elaboration of sustainable development indicators is needed, taking into account economic, social and environmental factors. For Russia, adaptation and use of concepts and basic principles of calculation methods for adjusted net savings index (World Bank) and human development index (UNDP) as integral indicators can be promising. The authors have developed the sustainable development index for Russia, which aggregates and allows taking into account balanced economic, social and environmental indicators.
