Introduction: a spatial development reference skeleton model is proposed for solving problems of settlement development. The model is necessary for improving rural settlement planning, renovation and reforming. Constituents of the territorial settlement reference skeleton were considered. The research aims at the practical approval of a rural settlement skeleton integrated assessment. Materials and methods: open cartographic sources, territorial planning documents, information from the National Statistical Committee of the Republic of Belarus were studied. The methodological basis of the research consists of such general scientific methods as a system approach and comparative analysis method as well as a particular interdisciplinary method of cartographic simulation using geographic information systems. Results: features of Mahilyow region reference skeleton were revealed. The reference skeleton includes the historical and cultural, natural and ecological, transport and communication, and settling constituents. The necessary and sufficient criteria for obtaining the integrated assessment of rural settlement reference skeleton are substantiated. That allows determining the strategic directions of sustainable territorial development. Based on the integrated assessment, the cartogram of the settlement potential of Mahilyow region of the Republic of Belarus was compiled. Generalization of the obtained results allows formulating some recommendations for town planning to determine the strategic lines of Mahilyow region sustainable development subject to the rural settlement prospects. Conclusions: the research shows that the application of system approach and a cartographic modelling of the territorial settlement reference skeleton is a useful tool for assessing the rural settlement skeleton. Further research is conceived in the development of prospective models of settling, natural and ecological, historical and cultural, transport and communication skeletons. Acknowledgement. Issues of establishing new methodology for urban strategy of the Republic of Armenia are considered. Тhe peculiarities of urban policy at different stages of economic growth of the country are studied. Analysis of underlying legislative, normative and project documents of the post-Soviet period are carried out, particularly territorial planning projects of the Republic of Armenia and separate regions, recently approved master plans and zoning projects of the majority of RA cities. Based on studies formerly undertaken by local scientific subdivisions on development of theoretical basis and prospects for growth of architectural, town planning and building complexes, systems of Urban Code and Urban Cadastre as well have established legislative and normative background, and within the structure of architectural and building complexes а qualitative leap has occured. However, all these developments and urban documents as products of transition period are based on relatively incomplete taxon data. It is obvious that the role of state control and programs formulating single state urban development strategy will increase and remain significant. Division of urban planning activities into separate categories is given that is considered both in an alternative and complex aspect, in the light of basic goals implementation of prospective urban policy and internationally enshrined principles of sustainable development are proposed.

The relevance of this study is determined by the need to improve the tools for developing strategies for the development of territorial socio-economic systems, taking into account the realities of the current stage of development. Among these realities are the formation of the economic space of the region and the limited resources for development, which determined the logic, goal and objectives of this study. The purpose of this study is to develop theoretical, methodological and practical recommendations for the formation of a regional development strategy taking into account the spatial component. To achieve this goal, the following tasks were formulated and solved: clarification of the essence and content of the category "economic space" as the basis for accounting for this category in strategic developments; identification of the features of regional development, taking into account the spatial component; development of principles and prerequisites for regional strategy taking into account the spatial component of development; formation of a scheme for accounting for the spatial component in the development of strategies for multi-level territorial entities; development and testing of a modified model of resource provision for territorial development strategies as an updated toolkit for regional strategy. The novelty of the results of this study lies in the development of theoretical, methodological and practical recommendations for using the spatial component in the formation of a regional development strategy, which, unlike existing developments, allow taking into account the properties and characteristics of economic space when developing a block for the distribution of territorial resources and thereby provide conditions for increasing the resulting parameters multilevel territorial entities and the region as a whole.

The Decentralized Autonomous Government of the province of Chimborazo promotes the agricultural productive development of the province by promoting entrepreneurship, and improving the capacities of producers, access to production factors, and integration of actors and subjects of agriculture and management on the basis to strategic planning. The construction of the Chimborazo Competitiveness Agenda was a participatory process that identified opportunities to improve the agricultural sector, where agricultural production at the primary level was recognized as a vocation and strength of the province; however, a strategic necessity was to establish possibilities of adding value and diversifying agricultural production. The definition of a set of agricultural products with high potential at the primary level and/or in agroindustrial processes that are not deeply explored required determining market signals to identify new medium- and long-term commercial possibilities for Chimborazo farmers. Additionally, it was recognized that the management of the province of Chimborazo was based on its management of the Millennium Development Goals, the Constitution of the Republic, the National Plan for Development in a Supra-Provincial Framework, as well as the Plan Development of Chimborazo, the Territorial Planning Plan and others that promoted planning with a focus on territorial and solidarity sustainable development. Resumen El Gobierno Autónomo Descentralizado de la Provincia de Chimborazo impulsa el fomento productivo agrícola de la provincia mediante la promoción del emprendimiento, el mejoramiento de las capacidades de los productores, acceso a factores de producción, integración de los actores y sujetos del agro y gestión en base a una planificación estratégica. Como parte de dicho accionar, la construcción de la Agenda de Competitividad Chimborazo fue un proceso participativo que identificó oportunidades para mejorar el sector agrícola, donde se reconoció la producción agrícola a nivel primario como una vocación y fortaleza de la provincia, no obstante, una necesidad estratégica fue el establecer posibilidades de agregación de valor y de diversificar la producción agrícola. La definición de un conjunto de productos agrícolas con alto potencial a nivel primario y/o en procesos agroindustriales que no están profundamente explorados requirió determinar señales de mercado para identificar posibilidades comerciales nuevas a mediano y largo plazo para los agricultores de Chimborazo. Adicionalmente, se reconoció que la gestión de la provincia de Chimborazo tuvo como base los Objetivos del Milenio, la Constitución de la República, el Plan Nacional de Desarrollo en un marco supra-provincial, así como el Plan de Desarrollo de Chimborazo, el Plan de Ordenamiento Territorial y otros en su conjunto que promovieron una planificación con un enfoque de desarrollo sostenible territorial y solidario. <p>For the regional economy and for the economy of a country as a whole it is necessary to correctly assess the economic potential of their territories. Errors or inaccuracies committed in this case can lead not just to inefficient spending of budgetary funds, but also to the wrong choice of the development strategy, which can result in a loss of competitiveness of the economy of the region and its cities and affect the development of the national economy as a whole. The purpose of this work is to provide a comparative assessment of the economic potential of the Novosibirsk region and other regions of the Si berian Federal District. The study examined the socio-economic potential of the region as an important indicator of territorial development. Its estimation is based on the index method and the cluster approach. Six groups of development indices of the regions of the Siberian Federal District were selected. Were used a method for standardizing indicators using variance and hierarchical methods of clustering. Clusters of the Siberian Federal District have been identified. A comparative analysis of the potential of the Novosibirsk region and regions from other clusters is carried out. Comparison of the Novosibirsk region with its neighbors, representatives of other, significantly different clusters – the Omsk region and the Republic of Altai – allows us to conclude that the Novosibirsk region exceeds the neighboring regions in terms of its economic potential. In the regional economy, the production, infrastructure and labor components of the potential are the most developed (and, therefore, most promising for use as locomotives of regional development). The remaining components are relatively behind, which makes it necessary to draw attention to them from the authorities and management. The results of the study can be used to improve regional economic p olicy.</p>

We present a new more flexible definition of interacting Fock space that allows to resolve in full generality the problem of embeddability. We show that the same is not possible for regularity. We apply embeddability to classify interacting Fock spaces by squeezings. We give necessary and sufficient criteria for when an interacting Fock space has only bounded creators, giving thus rise to new classes of non-selfadjoint and selfadjoint operator algebras.

The article examines the theoretical and methodological bases of strategic planning based on a targeted-programme approach, both at the level of the State as a whole and at the level of individual territories. The paper provides a brief overview of the degree of awareness of this problem. As an object of study, the article adopted the municipal entity ‘City of Ulan-Ude’ of the Republic of Buryatia. The authors give a general description of social and economic development, as well as an analysis of the implementation of municipal programs as a tool for programme-specific planning and management of territorial development. The work examined the mechanisms and tools for implementing the strategy for the socio-economic development of the city of Ulan-Ude until 2035 as the basis for strategic management of the urban district development. The purpose of the research is to study and analyze the effectiveness of the targeted-programme method of planning and management in the municipality. The main results of the research are the improvement of the planning methods of municipal programs and projects by allocating an operating and project part in the management.
