Subject. We consider financial parameters of the Russian Federation economy. Objectives. The purpose is to assess the condition of the financial system of the Russian Federation based on the analysis of financial parameters of the national economy. Methods. The study employs analytical and expert methods on the basis of the analysis of data of the Bank of Russia and the Federal State Statistics Service. Results. The paper analyzes certain financial parameters of the Russian national economy, i.e. investments in fixed assets by fixed asset type, the country's external debt, the national currency rate of exchange, in comparison with indicators, characterizing the condition of the financial system, i.e. capitalization of commercial banks, monetary aggregates, the volume of reserves of the Bank of Russia. The analysis shows a better dynamics against that predicted at the beginning of the crisis period. Conclusions. To justify the assessment of the condition of the financial system, it is necessary to rely on a deeper analysis of a wider range of indicators, both economic and financial.

In this paper, the author summarizes the main problems that have to be solved by regional commercial banks and, in particular, banks in the Far North and equivalent territories in the current political situation and conditions of economic sanctions. The country's banking system is not adequate to the needs of the national economy and is unable to provide resources for the country's modernization. The ability of banks to finance the needs of the real sector is significantly constrained by the lack of long-term and cheap financial resources from the banks themselves.

The article is devoted to the ensuring the sovereignty of the national economy of the Russian Federation. The authors believe that the basis for achieving this goal is the creation of an investment circuit in the structure of the Russian financial system. The article presents an analysis of the structural levels of the modern international monetary and financial system and identifies the features of the functioning of countries belonging to different levels. The authors propose to expand the gold and foreign exchange reserves at the expense of a group of dual goods and create commodity and currency reserves, by help of which will then launch the internal investment circuit. The interaction of contours is proposed to be carried out using a new financial instrument “calculated gold”, which is formed according to the author’s algorithm.

The article considers the state of household finances as one of the significant elements of decentralized state finances. The key observable indicators are real disposable income, actual expenses and income, and the balance of income. Based on the data of the Federal State Statistics Service, a number of negative trends in the development of decentralized finance have been studied. It is concluded that it is necessary to improve methods and tools for regulating income and savings of the population in order to create an effective mechanism for transforming household savings into investment resources.

Subject. Under the current circumstances, the State and commercial banks invent how to support agricultural producers due to the high priority of agriculture for the national security and the high standards of living of people. Soft financing is a mechanism the State uses to support agricultural enterprises, thus stimulating the agricultural production through debt finance. Objectives. I identify distinctions and determine positive and negative aspects of soft financing granted for agricultural producers. Methods. I referred to official data of the Federal State Statistics Service of the Russian Federation, Ministry of Agriculture of the Russian Federation, Russian Agricultural Bank. I applied methods of analysis and synthesis, induction and deduction, the systems approach. Results. I analyzed typical traits of soft financing to agricultural enterprises. The article indicates the role of authorized banks as systemically important credit institutions in Russia as part of the soft financing mechanism. I conducted the comparative analysis of commercial lending and soft financing to businesses, pointed out key differences between their mechanisms. The article spotlights the shortage of working funds, which results from distinctions of the agricultural sector. I investigated the impact of the sectoral and intrasectoral specifics of agriculture on the lending process. Referring to the key differences of commercial lending and soft financing to agricultural producers in the Russian Federation, I figured out positive and negative aspects of soft lending. Conclusions and Relevance. Agricultural producers operate, being exposed to high risk. Therefore, commercial banks take risks into account when setting up the cost of loans. High rates on loans are unaffordable for the majority of small and medium-sized agricultural businesses, thus complicating the finance of agricultural producers’ operations. Agricultural enterprises demonstrate a rather low profitability, thus impeding the performance of lending principles, such as repayment, timeliness, serviceability.

By carrying out banking operations on the market, commercial banks in the Russian Federation contribute to ensuring the stability and independence of the national economy, so servicing small and medium-sized businesses as a branch of the banking activity should ensure the effective functioning of small and medium-sized businesses by meeting their needs for the borrowed funds and carrying out estimations. Commercial banks deal with the task of expanding the range of banking products and services for small and medium-sized businesses, taking into account the specifics of their activities. The analysis of these activities of small and medium-sized enterprises on the territory of the Russian Federation for the period from 2016 to 2020 allowed us to identify the problems of this market segment. The article summarizes the experience of servicing such kind of businesses by commercial banks and justifies the need to provide an integrated package of banking services for small and medium-sized businesses. The advantages of this package of services are highlighted both for a bank itself and for an enterprise. An example of all-in-one banking is offered, and organizations that perform construction, installation and repair work and belong to the small and medium-sized business segment were selected as the target audience.

Abstract As the result of the changes that took place in the Russian economy in the 90s, interfarm reclamation systems remained in state ownership, and reclamation lands and intra-farm irrigation systems were transferred to private ownership. For fixed assets managed by budget organizations that pump water for irrigation, depreciation deductions are not provided by the current legislation, and state subsidies cover only a small part of the necessary restoration work. The study uses international practices in the field of paid water use in irrigated agriculture, the regulatory and methodological framework adopted on the territory of the Russian Federation, data received from regional state organizations for land reclamation and agriculture, materials, data from Russian Federal State Statistics Service and the Ministry of Agriculture of the Russian Federation, the work of Russian and foreign scientists and practitioners. The article explains the pricing of water supply for irrigation, creation of funds (financial resources) in the accounts of plumbing organizations to update their fixed assets, upgrading irrigation systems, having the physical deterioration of more than 70%.

The article analyzes the situation with attraction of foreign direct investments (FDI) into the Russian Federation. Sharply increased inflow of international financial resources into national economy has highlighted the problem of definitions, the reasons of this phenomenon and its economic contents. The article considers methodological aspects and economic essence of modern FDI. Special accent is made on the estimation of the situation with their attraction into Russia, FDI structure and effectiveness. The conclusions about basic directions of the increase of their effectiveness in the Russian economy are formulated.

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.
