The article considers the state of household finances as one of the significant elements of decentralized state finances. The key observable indicators are real disposable income, actual expenses and income, and the balance of income. Based on the data of the Federal State Statistics Service, a number of negative trends in the development of decentralized finance have been studied. It is concluded that it is necessary to improve methods and tools for regulating income and savings of the population in order to create an effective mechanism for transforming household savings into investment resources.

The article raises the issue of state sovereignty in a federal state and reveals its legal nature. The authors draw attention to the diversity of approaches to the concept and essence of sovereignty, reveal its correlation with related categories, describe the concepts of unity and divisibility of state sovereignty. The paper proves that sovereignty is not a quantitative, but a qualitative characteristic of a state, which is either present or not. The authors substantiate the exclusive possession of state sovereignty by the Russian Federation. Based on the analysis of the doctrinal, regulatory sources and the practice of the Constitutional Court of the Russian Federation, the authors show that the Russian constitutional model explicitly outlines the principle of solid and indivisible state sovereignty spreading throughout the whole territory of the Russian Federation. Recognition of the principle of state sovereignty of Russia presupposes a clear definition of the scope of rights that the Federation should possess in order for its sovereignty to be ensured. The article examines the main features of the state sovereignty of Russia enshrined in the Constitution of the Russian Federation, among which are the supremacy of federal law over the law of the subjects of the Federation, the inviolability of borders and territorial integrity, the unity of the economic space, fiscal, banking and monetary systems, common army (Armed Forces), the right of the state to protect its sovereignty and rights of citizens. Despite the unequivocal decision on the integrity of state sovereignty of the Russian Federation expressed the Constitution of the Russian Federation and by the Constitutional Court of the Russian Federation, this fundamental principle is not completely ensured since the idea of the sovereignty of the republics as components of Russia continues to retain its potential threat to Russian federalism, taking into account the provisions of Art. 73 of the Constitution of the Russian Federation that provide for the full state power of the constituent entities of the Russian Federation

Subject. We consider financial parameters of the Russian Federation economy. Objectives. The purpose is to assess the condition of the financial system of the Russian Federation based on the analysis of financial parameters of the national economy. Methods. The study employs analytical and expert methods on the basis of the analysis of data of the Bank of Russia and the Federal State Statistics Service. Results. The paper analyzes certain financial parameters of the Russian national economy, i.e. investments in fixed assets by fixed asset type, the country's external debt, the national currency rate of exchange, in comparison with indicators, characterizing the condition of the financial system, i.e. capitalization of commercial banks, monetary aggregates, the volume of reserves of the Bank of Russia. The analysis shows a better dynamics against that predicted at the beginning of the crisis period. Conclusions. To justify the assessment of the condition of the financial system, it is necessary to rely on a deeper analysis of a wider range of indicators, both economic and financial.

On October 10, 2019 at the meeting of Council D 203.019.01 on the defense of dissertations for the degree of candidate of sciences, for the degree of doctor of sciences created on the basis of the Federal State Budgetary Educational Institution of Higher Education “V.Ya. Kikot’ Moscow University of the Ministry of Internal Affairs of the Russian Federation” S.A. Nikiforova defended the dissertation on the topic: “Statelegal views of E.N. Berendts” (specialty 12.00.01– Theory and History of Law and State; History of Doctrines on Law and State) for the degree of candidate of juridical sciences. The Dissertation Council, chaired by the Deputy Chairman of the Dissertation Council D 203.019.01, Doctor of Law, Professor V.P. Malakhov, unanimously decided that the dissertation of S. A. Nikiforova is a scientific and qualification work, which is essential for the science of theory and the history of law and the state and meets the requirements established by the Regulation on awarding scientific degrees, as well as on awarding S. A. Nikiforova the degree of candidate of juridical sciences on specialty 12.00.01. The article is the official opponent’s review of the dissertation. The textbook reveals the theoretical and practical foundations of the organization of state and municipal finance. It examines the economic role and functions of the state, the current state of the state and municipal sectors of the economy, public finance management, the essence of the budget and state extra-budgetary funds, the organization of the budget process. Priorities and main directions of development of the budget structure and budget system of the Russian Federation, tendencies of development of sovereign funds of the state as a monetary resource are analyzed. The study is devoted to the analysis of the implemented measures in relation to the healthcare sector in the Russian Federation, which are designed to improve the standard of living of citizens. In particular, the state program of the Russian Federation «Development of Healthcare» is considered. The paper analyzes the quantitative statistical indicators that most representatively reflect the results achieved at the present stage. The aim of the work is also to identify how the Russian healthcare system is currently being transformed and what prospects are provided by the state. The purpose of the study: To analyze the process of implementation of state programs in the field of healthcare in terms of quantitative and qualitative characteristics of their implementation. Materials, methods and conditions of research. The materials of the implementation of the state program «Development of Healthcare», the national project «Healthcare», the statistical yearbooks of the Federal State Statistics Service for 2018–2020, as well as statistical information from the databases of Rosgosstat of the Russian Federation were studied. Objectives of the study: to analyze and evaluate the state of ongoing transformations in the Russian healthcare system, by identifying the main directions of development, as well as analyzing relevant statistical data. Research perspective. At present, the problem of health development is more urgent than ever, and the problem is becoming particularly acute, against the background of the spread of the COVID-19 virus pandemic. For rapid response and elimination of hotbeds of infection, it is necessary to provide the population with sufficient basic parameters for providing medical services. Therefore, it is important to analyze how effective the actions of the state are to increase the ratio of the number of doctors to the number of the population. At the same time, it is necessary to consider the opportunities for motivating employees in this field, which are currently created.

Allium oschaninii O. Fedtsch. is distributed in the middle belt of the Pamir and Altai mountains. The local population uses leaves and bulbs for food in fresh and canned form. Selective forms of onion Oshanina still does not exist. The research was carried out in the AllRussian Research Institute of Vegetable Growing a branch of the Federal State Budget Scientific Institution "Federal Scientific Center for Vegetable Growing" (VNIIO branch of FGBNU FNCS) in 20142017. The object of the study was a collection of five samples of A. oschaninii O. Fedtsch. of various origins. Experiments were conducted to study and describe the biological and economic features of onion Oshanin (Allium oschaninii O. Fedtsch.) In the Moscow region; statistical processing and analysis of research results; methods for describing the characteristics used to assess distinctness, uniformity and stability are given. The object of the research was a collection of five samples A. oschaninii O. Fedtsch. of various origins. Methodical recommendations for registration of onion Oshanin (A. oschaninii O. Fedtsch.) In the State Register of Selection Achievements, admitted to use in the territory of the Russian Federation, for introduction into culture and introduction into production, are developed. The methodological recommendations have been prepared in accordance with the principles of similar methods used in UPOV and the State Commission of the Russian Federation for Testing and Preservation of Selection Achievements. A system of parameters has been developed, the use of which will ensure the contribution of new knowledge to the theory and practice of seed selection and production, will help to speed up the development of new varieties and hybrids with high winter hardiness, with early and harmonious growth of leaves, a long period of preservation of commercial qualities of green products resistant to peronosporosis for the Non-chernozem zone of the Russian Federation, to assess the effectiveness of selection work in order to increase yields, improve product quality and increase the resistance of new varieties to the impact of factors on of the circling medium. The results of the research can be used in breeding organizations and state stations, in the description of new varieties based on the characteristics used to assess distinctness, uniformity and stability.

Currently, the creation of strategic documents and the implementation of the action plan to achieve the goals and objectives set out in such documents is widespread among large business companies, both manufacturing and mining sectors, the retail sector, as well as elevated to the rank of mandatory for corporations with state participation, Federal state unitary Enterprises and a number of similar organizations. Such requirements are imposed on a number of sectors of the economy, and the cultural sector, where there are two documents of strategic goal – settingthe Basis of the state cultural policy and the Strategy of the state cultural policy, has not escaped this.It is important that these strategic planning documents, which represent a whole body of normative legal acts defining the goals and directions of the country's development, are of significant legal significance, as they are approved by the Decrees of the President of the Russian Federation or by resolutions and orders of the Government of the Russian Federation, which, in particular, means that they are binding.The article is devoted to the analysis of approaches to the definition of the role of libraries presented in various strategic documents of the Federal level, approved in recent years, which in a General sense can be considered clearly formulated "state order" for the implementation of which the activities of public libraries of the country should be focused in the coming years and in the long term.

Formulation of the problem. Issues of environmental management, infrastructure of regional and municipal scale, development of trade and services, use of real estate, introduction of special forms of education, culture and health care can be implemented with the help of financial resources of the region. The work is devoted to theoretical aspects of financial resources of state extrabudgetary funds of the Russian Federation. The purpose of the article is to determine the importance and place of state extrabudgetary funds in the financial system, the main directions of optimization of state financial resources, their development in spatial aspect from the point of view of the functioning of territorial budgetary systems and federal extrabudgetary funds in the regions of the country. The object of the study is the financial resources of the state extrabudgetary funds of the Russian Federation. Methods used in the study. The methodological basis of the study is the system of scientific methods used in the complex to achieve the goal and solve the set tasks. The dialectical method had made it possible to justify causal relations in the operation of State budgetary systems. The historical method is applied in the study of historical experience of financing the social sphere. Popular scientific, systemic and logical methods have also been used to obtain research findings. The empirical basis was international conventions, legislative acts of the Russian Federation, reference literature. Statement of the main material. Public finances in the regions should be considered not only with regard to the budgetary sphere, but also the activities of state social extra -budgetary funds, their importance in education and spending of public finances. The functioning of State budgetary funds is based on the rele- vant legal acts of State authorities, where their activities are regulated, sources of education are established and rules for the use of financial resources are drawn up. One of the main priorities of the Government 's activities is the pension, social and medical sectors, which need significant expenditures. The systemic independence of the above-mentioned funds, their removal from the budgetary sphere, will ensure the smooth implementation of these expenditures. Research conclusions. The analysis of theoretical aspects of financial resources makes it possible to conclude that regardless of the interpretation of the concept of "financial system," state extrabudgetary funds are an independent link of the current financial system of Russia. The diversity of forms and sources of financing for social development and social protection programmes has determined the increased responsibility of the State in regulating these processes, the improvement of which should mean the implementation of a set of measures.
