The Article is devoted to the impact of the crisis in relations between the two countries on the interaction between their border areas, the economy and the social sphere of the Russian border. The author briefly analyzes the prerequisites that led to an acute political conflict between the two States and gives an overview of the historical and ethno-cultural features of the development of the border regions of Russia and Ukraine. Then the specifics of the neighborhood and socio-economic gradients between the neighboring territories of the two countries are considered.

The study of cross-border interactions of the former Soviet republics is in the centre of research of many experts in border studies. Dynamics and positive effects of convergence processes are observed in the border regions of the Russian Federation and the Republic of Kazakhstan. The past five years have clearly demonstrated the hidden geographical potential of cross-border cooperation between these states, which is explained by a qualitatively new phenomenon in the post-Soviet space – the formation of the Eurasian Economic Union (EAEU). Therefore, the top-down initiatives have strengthened the processes of economic, social, cultural and political convergence of the regions of Russia and Kazakhstan. The purpose of this study is to consider the overlap and the double effect of “hidden” and “formal” integration of border regions of Russia and Kazakhstan and to assess their impact on the social and economic development of border territories.

The subject of this research is a set of conditions and factors for naturalization and adaptation of migrants of six border regions of Russia. The object of this research is the migration process. Analysis of subjective assessment of migrants regarding the purpose and time of their stay in Russia is presented. The author describes the specificity of solution of organizational-administrative issues related to migrants’ stay in the region; forecasts and plans; status of migrants, degree of content with basic aspects of life in the region, level of confidence in basic social institutions, motivation to acquisition of citizenship of the Russian Federation. Research methodology includes the assemblage of structural-functional, riskological and political-legal approaches in the context of the phenomenon of globality of cross-border migration. The scientific novelty consists in the description of migrants’ adaptive potential in the new economic and sociocultural communicative space in accordance with the data on six border regions of the Russian Federation. Sustainable factors inherent to adaptation models of migrants in cross-border territories are highlighted. It is concluded that there are two basic processes ongoing in the regions. The first one is more evident and focused on the prevalence of cultural and national values of the accepting society among the migrants, and thus leading effective adaptation. The second one is associated with maladaptive process –  using accepting environment as a temporary economic and technological resource, lack of recognition of its cultural and value norms, reproduction of own traditional norm, and rejection of the attempts of acculturation.

Potentially, the participation of small and medium-sized businesses in cross-border cooperation in the border regions of the country should intensify its development, bring specificity to it. However, the analysis showed that there is no noticeable specificity in the dynamics of employment in the field of small and medium-sized businesses in non-priority geostrategic border areas in comparison with other regions of Russia, incl. the crisis year 2020. As in the country as a whole, the development of small and medium-sized businesses in these border areas is difficult, unstable, multidirectional, moreover, in line with the longterm tendency towards its curtailment. Against the background of a generally unfavorable economic, including entrepreneurial, climate, the specifics of the functioning of small and medium-sized businesses in the border areas are hardly distinguishable. This lack of distinction confirms the low estimates of the degree of openness of the Russian economy, the fact that a significant part of the border regions are depressed. With a low level of openness, the potential opportunities from cross-border and other economic cooperation with foreign countries in such Russian territories are poorly realized and play a secondary role. Nonpriority border regions to a greater extent perform “barrier functions” due to geostrategic reasons, rather than the functions of economic growth points.

The article is devoted to the analysis of the features of migration processes in six border regions of Russia: the Altai Territory, the Amur Region, the Astrakhan Region, the Volgograd Region, the Republic of Tyva, and the Khabarovsk Region. Based on expert assessments, data on the state of the migration situation and the effects of migration in certain regions of the country was obtained, the main directions of adaptation and integration of migrants, the adaptation potential of modern diasporas, and regional specifics of migration processes were identified. The results of the study indicate the relevance of timely implementation of measures aimed at promoting social adaptation and integration of migrants into the host society. The practical significance of the study lies in the possibility of using the obtained data for effective management in the field of migration policy at the regional level.border regions.
