This paper studies capacity allocation of an energy storage (ES) device which is shared by multiple homes in smart grid. Given a time-of-use (TOU) tariff, homes use the ES to shift loads from peak periods to off-peak periods, reducing electricity bills. In the proposed ES sharing model, the ES capacity has to be allocated to homes before the homes’ load data is completely known. To this end, an online ES capacity allocation algorithm is developed based on the online convex optimization framework. Under the online algorithm, the complex allocation problem can be solved round by round: at each round, the algorithm observes current system states and predicts a decision for the next round. The proposed algorithm is able to minimize homes’ costs by learning from home load data in a serial fashion. It is proven that the online algorithm can ensure zero average regret and long-term budget balance of homes. Further, a distributed implementation of the online algorithm is proposed based on alternating direction method of multipliers framework. In the distributed implementation, the one-round system problem is decomposed into multiple subproblems that can be solved by homes locally, so that an individual home does not need to send its private load data to any other. In simulation, actual home load data and a TOU tariff of the United States are used. Results show that the proposed online approach leads to the lowest home costs, compared to other benchmark approaches.

A product warranty is an agreement offered by a producer to a consumer to replace or repair a faulty item, or to partially or fully reimburse the consumer in the event of a failure. Warranties are very widespread and serve many purposes, including protection for producer, seller, and consumer. They are used as signals of quality and as elements of marketing strategies. In this study we review the notion of an online convex optimization algorithm and its variations, and apply it in warranty context. We introduce a class of profit functions, which are functions of warranty, and use it to formulate the problem of maximizing the company's profit over time as an online convex optimization problem. We use this formulation to present an approach to setting the warranty based on an online algorithm with low regret. Under a dynamic environment, this algorithm provides a warranty strategy for the company that maximises its profit over time.

For many families across Pennsylvania, child care is an ever-present concern. Since the 1970s, when Richard Nixon vetoed a national childcare program, child care has received little time in the policy spotlight. Instead, funding for child care in the United States now comes from a mixture of federal, state, and local programs that do not help all families. This article explores childcare options available to families in the state of Pennsylvania and highlights gaps in the current system. Specifically, we examine the state of child care available to families in the Commonwealth in terms of quality, accessibility, flexibility, and affordability. We also incorporate survey data from a nonrepresentative sample of registered Pennsylvania voters conducted by the Pennsylvania Center for Women and Politics. As these results support the need for improvements in the current childcare system, we discuss recommendations for the future.

Sugar is one of the most important elements in human nutrition. The Common Market Organisation for sugar has been a subject of considerable debate since its establishment in 1968. The European agricultural market has been criticized for its heavy regulations and subsidization. The sugar market is one of the most regulated ones; however, this will change radically in 2017 when the current system of production quotas will end. The current EU sugar market changed is structure during the last several decades. The significant number of companies left the market and EU internal sugar market became more concentrated. The aim of this paper is presentation characteristics of sugar market with respect to the supposed market failure – reduction in competition. The analysis also identifies the main drivers and determinants of the EU especially quota sugar market. In relation to paper’s aim the following results are important. The present conditions of the European sugar market have led to market failure when nearly 75 % (10 million tonnes) of the quota is controlled by five multinational companies only. These multinational alliances (especially German and French one) are also taking control over the production capacities of their subsidiaries. In most countries, this causes serious problems as the given quota is controlled by one or two producers only. This is a significant indicator of market imperfection. The quota system cannot overcome the problem of production quotas on the one hand and the demand on the other; furthermore, it also leads to economic inefficiency. The current EU sugar market is under the control of only Sudzucker, Nordzucker, Pfeifer and Langen, Tereos and ABF.

The United States is in a bind. On the one hand, we need millions of additional citizens with at least one year of successful post-secondary experience to adapt to the knowledge economy. Both the Gates and Lumina Foundations, and our President, have championed this goal in different ways. On the other hand, we have a post-secondary system that is trapped between rising costs and stagnant effectiveness, seemingly unable to respond effectively to this challenge. This paper analyzes several aspects of this problem, describes changes in the society that create the basis for solutions, and offers several examples from Kaplan University of emerging practice that suggests what good practice might look like in a world where quality-assured mass higher education is the norm.

The chapter argues that India has a strong interest to balance China and that the two Asian giants will not be able grow together without conflict. However, India will not be able to balance China’s rise. The chapter argues that India remains stuck between nonalignment and nonperformance. On the one hand, it resists the prospect of a new coalition that balances China from the maritime fringes of Eurasia, especially if that coalition is led by the United States. On the other hand, it has failed to strengthen its own capabilities. Its military power lags behind China’s, its efforts to reach out to both East and Central Asia have ended in disappointment, and its economic reforms have gone nowhere. As a result of that economic underachievement, India finds itself also torn between emotional nationalism and paralyzing political fragmentation, which, in turn, will further complicate its role as a regional power.


This chapter reviews the books Fútbol, Jews and the Making of Argentina (2014), by Raanan Rein, translated by Marsha Grenzeback, and Muscling in on New Worlds: Jews, Sport, and the Making of the Americas (2014), edited by Raanan Rein and David M.K. Sheinin. Rein’s book deals with the “making” of Argentina through football (soccer), while Muscling in on New Worlds focuses on the “making” of the Americas (mainly the one America, called the United States) through sports. Muscling in on New Worlds is a collection of essays that seeks to advance the common theme of sport as “an avenue by which Jews threaded the needle of asserting a Jewish identity.” Topics include Jews as boxers, Jews and football, Jews and yoga, Orthodox Jewish athletes, and American Jews and baseball. There are also essays about the cinematic and literary representations of Jews in sports.

This concluding chapter charts the continuing significance of the early postwar moment in Olson’s later work, particularly The Maximus Poems. The philosophical and political concerns of the American avant-garde between 1946 and 1951 play out across The Maximus Poems just as they inform later American art practices. The search of the early postwar American independent left for a source of political action rooted in the embodied individual is seen, on the one hand, to have been personified in the figure of Maximus. At the same time, Maximus’s radical ‘practice of the self’ charts a sophisticated alternative to the Enlightenment humanist subject widely critiqued in the United States in the immediate postwar period.
