In recent years, distance learning has been increasingly involved in university education by the Ministry of Education. The impetus for a new round of introduction of this form of education was given by the pandemic, which determined the need for self-isolation, when distance learning forms are becoming the only possible ones. But at the same time, a number of problems arise: the lack of proper real communication of young people, including with teachers, the weakening of the functions of critical thinking and the culture of discrimination, the strengthening of individualism, a sharp increase in physical inactivity. All this deforms the human body and removes it from a healthy lifestyle. Therefore, in the development and implementation of distance technologies, especially in the discipline “Physical culture”, which requires real permanent physical culture and health-improving practices under the supervision of a teacher and trainer, it is necessary to preserve the principle of the quality of education even in conditions of distance learning.

On March 14, 2020, an order was posted on the website of the Ministry of Science and Higher Education of the Russian Federation on new rules for organizing educational activities in Russian universities, heads of higher educational institutions were instructed to organize interaction between students and teachers in the educational process in a distance format. Self-study contributes not only to the development of physical skills and health, but also helps to better assimilate the educational material, since the body must periodically receive a “jolt” between long “periods of sitting” in other disciplines. The topic of self-study is especially relevant during periods of a pandemic, when many educational institutions transfer their students to “distance education” and organized physical education classes become impossible. At this time, everyone should understand for himself that it is necessary to perform the exercises, because in such conditions most of the time is spent sitting, while not being active. The number of movements performed per day becomes too low. Therefore, daily physical activities are indispensable and necessary in everyone’s life, an alternative solution to the gym is needed, and the work offers a set of exercises at home for distance learning students.

The article examines the key features of the organisation of physical culture and health-improving activities in the framework of physical training of students with impaired health. The considered research problem lies in the contradiction between the need to improve physical culture and health-improving activity in higher training and the lack in the modern training system of effective practices for organising physical training of students with impaired health. The study examines the main changes in recent years in the practice of organising physical culture and health-improving activities for students with impaired health, we reveal the mechanism for the formation of special medical groups, as well as their differentiation depending on the type of students' diseases. The importance of increasing the effectiveness of physical culture and health-improving activity in universities is noted, in view of the continuing growth in the number of students with impaired health. Based on the analysis of the current state of the system of physical training of university students, the main problems inherent in this area are highlighted, namely – the diversity of competences in the field of physical culture, the lack of balance between the acquisition of theoretical knowledge and the physical activity of students with impaired health, the lack of a motivational aspect in the system of physical training. The need for a qualitative modernisation of the practice of applying the competency approach to physical training of students and the introduction of a motivational component in the curriculum for physical culture is emphasised. For the further development of this direction, it is necessary to find and maintain a balance between theoretical work and obtaining practical skills in the process of physical culture and health-improving activities, as well as the ability to apply them in subsequent life.

The relevance of the study is due to the contradiction between the massive transition of Russian universities to a distance learning format and the insufficient readiness of participants in the educational process in the conditions of the COVID-19 pandemic. The situation with distance education before the pandemic was analyzed and the prerequisites for the emergence of problems and difficulties in the transition to online education were identified. An analysis of the difficulties faced by teachers and students of Russian higher educational institutions enabled to identify objective and subjective factors of their occurrence, as well as to develop recommendations for the further continuation of distance learning in combination with the traditional learning format. The purpose of the study is to analyze modern work experience in the conditions of the COVID-19 pandemic using the example of working with students of the Plekhanov Russian University of Economics. The analysis of successes and problems is conducted; the contradictions between distance and traditional forms of education are shown. The main models of organizing the studies are considered, which imply traditional and remote formats of studying using distance educational technologies. The works of various researchers, both Russian and foreign, on the problem of distance learning, are also analyzed. As a result of the study, it was concluded that in the modern education system of Russian higher educational institutions, distance education can be considered as a complementary and reinforcing form of the already existing traditional (“face to face”) training format with its socio-pedagogical, organizational, and psychological-didactic potential. In the work, the methods of theoretical (analysis, synthesis, systematization, comparison) and empirical (study of literature, interview, questionnaire, observation) research were used in a comprehensive manner. The combination of forms of interaction in real and virtual space in learning in modern didactics should be considered as a general didactic principle of learning.

After the pandemic of the new coronavirus infection, marked by the «lockdowns’ of 2020, the crimesituation both in Russia and in the world has reached a qualitatively new level. We can say that the thresholdof population tolerance predicted at the 12th UN Congress on Crime Prevention and Criminal Justice byV.V. Luneev. Once again, the dialectical law on the transition of quantitative changes to qualitative ones wasconfirmed. It should be noted that this process continues to increase its pace in 2021: all large branches ofcrime are going into cyberspace. On this basis, the strengthening of the interaction of civil society institutionsand law enforcement agencies, especially among the youth, is becoming increasingly important. It is youngpeople who are a potential «risk group» in terrorist and cyber-terrorist crime, primarily as an object ofrecruitment. But it is young people who are the most active users of information and telecommunicationnetworks, including the Internet. In this regard, it seems that the priority lies precisely in the environment ofcivil society institutions that directly work with young people. And one of the main institutions is secondaryand higher education, and it is the network of universities that can become the flagship of the formation ofanti-terrorist ideology and skills in countering cyber terrorism.
