The essence of the developing human capital in rural areas is to provide each enterprise in the industry with qualified personnel and efficient and rational use of human labor. The purpose of this study is to highlight the features of the formation of human capital in various forms of organization of agricultural business. The methodological basis of the research is the works of domestic and foreign scientists on the formation and development of human capital, including its formation in rural areas. The information base of the study was the data of the Federal State Statistics Service and the Department of Agroindustrial Complex of the Kurgan Region. In the course of the study, the methods of scientific generalization and grouping were used, as well as methods of statistical analysis, comparison, which make it possible to carry out the necessary statistical data processing, their interpretation and drawing conclusions arising from the study. The author revealed that formation and use of human resources in the agricultural enterprises of the Trans-Urals is extremely uneven. Large disparities are reflected not only in the quantitative, but also in the qualitative state of the available human capital, as well as in the level of its use. Thus, a large share of those employed in agricultural production is occupied by people of pre-retirement age. Working-age workers in rural areas, as well as young people, are mainly not satisfied with working conditions, low wages and underdeveloped rural infrastructure. The solution to the problem of the outflow of the rural population of the Trans-Urals lies only in changing the named parameters, but also in stimulating various forms of management by providing subsidies, concessional lending, state support, and implementing a program for the financial recovery of agricultural producers, which will contribute to increasing the efficiency of agricultural production.

The article discusses a non-standard view of the formation of human capital for work in organizations of the agricultural sector of the economy, in the context of modern socio-economic transformations. In the classical sense, human capital for agriculture should be formed and developed in rural areas. But in real life, this is not always the case, because there are many factors that prevent the classical solution of this problem. First, the demographic factor affects, second, social and household factors, and third, in many rural areas there are no working agricultural organizations where qualified agricultural specialists can work. All these and other circumstances actualize the problem of the quality of human capital in rural areas in relation to the development of agricultural production.

The relevance of the research topic is to study the features and factors of human capital formation in the agricultural sector. Purpose: the analysis and assessment of the key macroeconomic indicators, socio-economic factors and institutional conditions of investment ensuring formation of the human capital in the Republic of Belarus. Methods – analysis, synthesis, comparisons, tabular, etc. Results of work: the development of human capital allows us to solve numerous socio-economic problems and accelerate the innovative development of the agricultural sector. Human capital is becoming the main source of change in society, as well as a factor in its improvement and transition to a new quality. There is an important problem of the lack of smart and resourceful people in the agricultural sector. It requires people with a high level of professionalism, good knowledge and skills. Nowadays, the possibilities of using and developing innovative labor potential and the effective involvement of resourceful people in labor activity are unfortunately limited. Conclusions: the characteristics of the formation of human capital in the agrarian sphere have been studied, as well as the evolution of their development. The factors determining the accumulation of human capital in agroindustrial complex have been systematized. The main problems of the shortage of agricultural specialists have been identified. These problems are the decline in the vocational qualifications of workers, the outflow of personnel from rural areas, the decline in the prestige of agrarian professions and as a result reluctance of graduates to go to work after their education.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

The article considers the current trends in the organization of agricultural production. The directions of evaluation of efficiency of use of production resources are revealed. The prospects for the development of agricultural business in the Republic of Tatarstan are determined. It is noted that in modern conditions, the importance of agriculture in ensuring food security is significantly increasing. The results of regulation of agricultural production and state support of various organizational forms of agricultural business are shown on the example of agricultural formations of the Republic of Tatarstan. They ensured the sustainable development of rural areas and the agricultural sector of the republic, increasing labor productivity and the efficiency of using the production resources of agricultural enterprises on the basis of innovations.

The authors of the article researched the problem of training high-qualified experts to agricultural business. It is analyzed the difficulties of training students at agricultural university of Tatarstan Republic. Tatarstan Republic takes the leader position in growing agricultural products in Russian Federation. It is very important to train modern experts for agricultural business who can use up-to-date technics to grow organic corns, who can work with advanced technologies not damaging environment. The authors researched the questionaries’ of the school graduates to find the answer to the question as to why young graduates do not want to work in agriculture; why it is very difficult to attract school graduate to agrarian university; what difficulties agrarian university graduates have in agricultural business. The conclusions of this article are based on some surveys done by the authors of this research. The authors found out that there are many reasons for decreasing the number of students to agricultural business as lack of social infrastructure, low income and hard work in rural areas what reduce the motivation of young people to work in agriculture. Understanding all these disadvantages, the faculty of Kazan State Agrarian University tries to improve the situation by modernizing educational process towards individualization of educational system.

The article presents conceptual ideas concerning the state of the lifelong learning system of direct relevance to domestic (Russian) rural areas. Based on the analysis of scientific literature and summarizing the various points of view of scientists and practitioners on this issue, first, it reveals some reasons for the current disproportions in the labor market (unemployment on the one hand, and the lack of specialists on the other hand) and not quite effective operation of institutional structures of all types of education (general, vocational, additional), second, it specifies the main directions of educational reforms, the implementation of which will provide rural areas with highly qualified specialists. The conclusion is made that the current conditions, the structure of the education system, supplying qualified personnel for the domestic rural space, do not adequately provide the rural economy with the human capital of the quality demanded.

As we know, the level of organization and efficiency of agricultural production depends on provision of highly qualified specialists. Nowadays, we oversee a shortage of qualified personnel in the agribusiness of the Republic of Tatarstan. Increasing the agricultural products output, on the one hand, and lack of managerial staff in the agricultural enterprises, on the other hand, cause increasing the loading on industry experts, which drastically reduces their motivation to work and efficiency of industrial process control. All this leads to a decrease in efficiency of agricultural production. Studies show, that agribusiness personnel security system depends on their training and retraining in the higher educational institutions, on focused work of personnel services at various levels, on the level of wages, on satisfaction of specialists in social and economic conditions of labor, on output and load to one specialist. Agricultural enterprises do not use standard method for determining the needs of industry professionals. According to nominally - standard method in 2012, the plant industry needed in 1533 agronomists, but according to the information of personnel department of the Ministry of Agriculture of the Republic only 634 agronomists worked in the Republic, that was 41.3% of the estimated quantity. This has led to an expansion of the load on a single specialist, which reduced the efficiency of management, timely execution of processes for organizational reasons and low yields. The loss of crop production averaged in thе Republic was 648 863.600 rubles, that is equivalent to 119 276.3 tons of grain. The shortage of highly qualified personnel in rural areas, their low fixability, degradation qualitative and quantitative human capacity can be eliminated by the development and adoption at the federal and regional levels the targeted program of agribusiness staffing and develop guidelines and criteria for personnel policy. Social and economic activities, that promote security personnel include: material incentives increase, improvement of living conditions, the introduction of new forms of work organization, compliance labor intensity, professional and qualitative promotion of workers. The studies have shown that: an objective approach at making appointments to executive positions; use of personnel reserve; introduction of innovative technologies into the production; improvement of specialists remuneration systems; creation of a single automated system of personnel monitoring in agribusiness; improvement living conditions and higher wages of specialists - are the main measures, facilitating to consolidation of professionals in rural areas. All these measures will have maximum impact and benefit only in joint implementation by the owners of agricultural enterprises and government agribusiness agencies.

Rural development has been and remains a relevant government task. Dynamic structural and technological changes in the agricultural sector lead to the need of reassessing the mutual influence of the level of development of agricultural production and rural areas. The study deals with quantitative assessment of the dependence of rural population size as an integral indicator of socio-economic well-being of rural areas on selected factors and indicators that characterize the level of agricultural development, its sectoral specifics and the structure of agricultural producers. Empirical estimates were obtained from panel data of municipal districts in Leningrad oblast for 2012-2018. The greatest positive impact on the rural population size among the considered characteristics of agriculture is determined for the factor of sown areas that is associated with the specifics of agricultural sub-sectors, their different needs for such factors as land and labor, the development potential for small-scale farming. It was found that the concentration of agricultural production in the large commercial sector has a negative impact on the rural population size. This is explained by difference in employment dynamics and redistribution of resources between categories of agricultural producers. Modeling results showed that agrarian subsidies received by agricultural producers have a statistically insignificant impact on rural population that justifies the need to adjust the orientation and forms of agricultural state support to achieve a synergetic effect on rural development.

The significance and scientific novelty of the approach proposed in the article to the peculiarities of human capital formation in rural areas, acceptable for analyzing the current state of this phenomenon and constructing the optimal trajectory of its development, is substantiated, firstly, by taking into account the modern features of rural areas, including their multifunctionality; secondly, by positioning human capital not only as an individual, but also as a social phenomenon; thirdly, by integrating into the concept of such characteristics of human capital in rural areas as its relativity (network nature) and cumulativeness ( possibility of accumulation within territorial boundaries); fourthly, the identification of the human capital of rural areas as a complex adaptive system, spatially localized, associated with other systems, evolving under the influence of factors of micro-, meso-, macro-levels. The article discusses the concept of human capital in the context of rural areas and identifies their features. A logical scheme for the study of the peculiarities of the formation of human capital of agricultural business entities is proposed.
