The main objective of the study is an objective economic assessment of the mechanisms of state support for producers of energy capacities for Russian agriculture. According to the results of the study, the article presents an in-depth analysis of the security of Russian agriculture with modern technology, the development of agricultural engineering, an assessment of the effectiveness of state support measures, and suggests key areas for stimulating the development of agricultural engineering in the context of the implementation of import substitution and food security. The following conclusions are formulated and justified: the formation of food security at the state level can be realized only under the condition of resource independence of the agricultural sector; the technological breakthrough observed in agriculture in recent years has become possible only under the condition of technical and technological modernization; dependence on imports of machinery and other productive resources does not allow the formation of a food security system, even if the state provides itself with food in bulk parameters

Effective development of domestic agricultural engineering ensures the achievement of high production volumes of agri-food products. To improve the national production of agricultural machinery, the leading countries of the world provide state support to their pro-ducers. At the same time, these countries stimulate the development of the industry in order to dominate their producers in the domestic market, and to expand into the markets of foreign countries. For a long time, Russia has been the object of widespread expansion by foreign manufacturers of agricultural equipment. At the same time, under the conditions of economic sanctions, dependence on im-ported agricultural equipment limits the development of the domes-tic agro-industrial complex. Significantly reduce dependence on foreign supplies of agricultural equipment and ensure the competi-tiveness of domes- tic products should be implemented in the indus-try's current policy of import substitution. The purpose of the article is to analyze the implementation of the policy of import substitution in domes-tic agricultural machinery and assess its impact on the development of the industry. Government sup-port has a significant impact on the development of the industry, which is confirmed by statistical data and materials of market participants. Analysis of the literature and regulatory acts showed that the state financial support for the industry is carried out in 4 areas: industrial, technological, marketing and personnel. The effectiveness of state support is determined by the state of the industry, the situation on the domestic market of agricultural equipment and the achievement of support goals. To date, govern-ment support measures for import substitution in the industry have not ensured its stable development and increased competitiveness of the products produced. The authors analyzed the implementation of the state policy of import substitution in the domestic agricultural machinery in the framework of the relevant sectoral plan. Based on the analysis, a conclusion was made about the need to improve measures of state support for the industry.

Agroindustrial complex is an important object for the state investments, the development of which ensures the level of food security in the country. In this context, the article describes the main trends of the development of agroindustrial complex of Russia in conditions of anti Russian sanctions by the USA and EU countries, the influence of state support on the performance of enterprises of the agricultural sector is shown, the main directions of state financing are reflected, as well as the volume of resource support of the state program.

The aim of the study is to examine the main trends in the development of agriculture in Russia in the light of trade and economic sanctions, which had a significant impact on the development of the industry. The analysis showed that despite the decrease in the growth rate of value added in the agricultural sector, the production volumes of certain types of products increased significantly. This made it possible not only to ensure food security within the framework of the import substitution policy, but also to plan a significant increase in the export potential of the agricultural sector. The traced processes of concentration and centralization lead to a reduction in the number of enterprises of various categories of farms with an increase in the profitability of the remaining ones, with a significant level of state support. In general, the industry is developing at a much higher pace than the country’s economy, which gives reason to make favorable forecasts.

In the agricultural sector, it is important to identify the main directions of investment in order to ensure the food supply for the country's population. One of the most important cases in this sector is ensuring the secure supply of meat and meat products. The state has to choose the most effective tools for supporting the development of indigenous producers and the industry in this sector. The security of the country's food supply is influenced by a large amount of quantitative and qualitative factors. Interaction of these factors and the necessary state support instruments in the meat sector is unevenly treated in the researches of the scientists and varies depending on the specifics of the development of the food sector in a country. The problem of the research is to find out and evaluate the main financial demands and investment directions of the state’s support programs for the support of Ukrainian meat’s sector, which could help secure the state’s demand for the food supply. The purpose of the research is to find out effective mechanisms for the state support and financing of the long-term projects aimed to ensuring the food security in the country. The methodology of research: analysis of research results of Ukrainian and foreign scientists and statistical information (2006–2018 m.). The information is grouped and structured to determine the forecast of meat consumption in Ukraine for 2020, the expected number of population and the determination of the missing quantities of this product in the country. The study provides a model for identifying the volume of long-term investments to ensure the food the security of the country’s supply of meat, identifying the main directions of these investments. The research was based on economic analysis and synthesis models, correlation-regression analysis, mathematic modeling method, etc. The results of research demonstrate the indicators of the food security in the country and determine the adequacy of the food consumption; also the estimation of the investment need for meat production by 2020 is carried out.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

For the first time in Russian African studies, the author examines the current state of agriculture, challenges and prospects for food security in Ghana, which belongs to the group of African countries that have made the most progress in achieving the Sustainable Development Goals (SDGs). The SDGs are a collection of 17 global goals adopted by UN member states in 2015 with a view of achieving them by 2030. The SDGs include: ending poverty in all its forms everywhere (Goal 1); ending hunger, achieving food security and improved nutrition, and promoting sustainable agriculture (2); ensuring healthy lives and promoting well-being for all at all ages (3), etc. These goals are considered fundamental because the achievement of a number of other SDGs – for example, ensuring quality education (4), achieving gender equality (5), ensuring sustainable consumption and production patterns (12), etc. – largely depends on their implementation. Ghana was commended by the world community for the significant reduction in poverty, hunger and malnutrition between 2000 and 2014, i.e. for the relatively successful implementation of the first of the Millennium Development Goals (MDGs, 2000–2015) – the eradication of extreme poverty and hunger. However, SDGs require more careful study and planning of implementation measures. In order to achieve the SDGs, the Government of Ghana has adopted a number of programs, plans and projects, the successful implementation of which often stumbles upon the lack of funding and lack of coordination between state bodies, private and public organizations, foreign partners – donors and creditors, etc., which are involved in the processes of socioeconomic development of Ghana. The author determines the reasons for the lack of food security in Ghana, gives an assessment of the state of the agricultural sector, the effective development of which is a prerequisite for the reduction of poverty and hunger, primarily due to the engagement of a significant share (45%) of the economically active population in this sector. The study shows that the limited growth in food production is largely due to the absence of domestic markets and necessary roads, means of transportation, irrigation and storage infrastructure, as well as insufficient investment in the agricultural sector, rather than to a shortage of fertile land or labor.

The article focuses on the importance of digitization of agriculture for rising the competitiveness of the domestic agro-industrial complex (AIC). In order to obtain an objective picture of APC nowadays, there have been analyzed the supplies of the staples in the Russian Federation and revealed the problems with producing milk, beef, fruit and vegetables of sheltered ground. It is stated that today Russia is actively implementing import substitution strategies in the sectors of the national economy including the agricultural sector. The main purpose of functioning of the national AIC has been determined as ensuring the parameters of food security for the population of Russia. There are considered the burning issues on achieving food self-sufficiency, the solution of which lies in increasing the competitiveness of the national AIC. The emphasis is placed on the need to transfer agricultural production to the ecological and economic principles of management and the rational distribution of using all types of resources. It has been recommended to assess the soil-climatic and economic potential of the territory in order to identify the priorities of food self-sufficiency for basic types of food in all regions of the country. Formation of the organizational and economic mechanism for creating competitive advantages of AIC helps to develop agricultural production on the innovative basis and to ensure the long-lasting food security at the federal level. The factors increasing AIC competitiveness are: economic soil fertility, usable agricultural areas, optimization of the structure of sown areas, system development of fodder production and animal husbandry, digitization of agriculture, etc. There have been analyzed the problems of insufficient digital prevalence in agriculture; the role of digitalization in achieving the parameters of food security is substantiated. The study results can be used to improve the mechanism of ensuring food security for the population of Russia.

The purpose of the article is to develop practical recommendations for improving the tools of state regulation of the agricultural insurance market. Research methods. The research was based on general scientific research methods, scientific works of domestic and foreign economists on insurance in the agricultural sector of the economy, regulations and Internet resources. The application of the method of comparison, the monographic method in combination with the method of induction made it possible to systematize and generalize the foreign experience of state support for agricultural producers. Research results. The reasons for the need to improve the system of state regulation of the agricultural insurance market are systematized. The international practical experience of formation of systems of the state support of agricultural insurance is generalized. The normative-legal acts regulating relations in the field of insurance of agricultural products are considered. Emphasis is placed on existing programs to protect agricultural producers from the risks posed by the state. An assessment of the current state of the agricultural insurance market in Ukraine and identified prospects for its development using the tools of state regulation. Scientific novelty. It is proved that agricultural insurance is a new effective tool for state support of farmers in case of risks, which will help improve the economic performance of the agricultural sector of Ukraine. Practical significance. Measures to improve the instruments of state regulation of the agricultural insurance market are proposed. The introduction of state support for agricultural insurance will contribute to the growth of the domestic market of agricultural insurance, which will provide additional revenues to the state budget. Subject Russian agriculture Significance On June 24 President Vladimir Putin signed a decree to prolong Russia's food embargo in retaliation for the continuation of Western sanctions. Putin said the counter-sanctions would benefit domestic producers. The extension will last until August 2016. Russia's food embargo was initially introduced in August 2014 against EU members, the United States, Canada, Australia and Norway. The August 2014 embargo applied to most imports of fruit, vegetables, meat, fish and dairy and milk products. Impacts Russia will remain a large global exporter of grain, but increased investment will be needed, particularly on machinery. Moscow may expand the embargo to new sectors to inflict greater pain on Western producers. Simultaneously, it will seek to increase agricultural ties with non-Western markets to ensure food security.

The main objective of the study was to assess the market of energy capacities for the development of crop production in Russia. As a result of the study, the dynamics of updating the fleet of agricultural machinery is assessed. Based on a detailed analysis of the intensity of production of energy carriers for crop production in Russia, as well as mechanisms of state support for agricultural engineering, recommendations are given on the formation of import substitution conditions in the markets of self-propelled vehicles in the country. We concluded that the production of crop production, due to its technological specificity, is energy-intensive, from the point of view of the need to provide energy capacities. Self-propelled machinery (self-propelled harvesting equipment - combines, tractors of various draft classes, and other self-propelled machinery for technological operations) form energy capacities in crop production. Based on the analysis, the article shows the availability of energy capacities of agricultural producers, the share of imported equipment as an element affecting food security, offers on the development of the agricultural machinery market in the context of the implementation of the import substitution policy
