The article is devoted to the study of problems in the field of economic security of the enterprise. The essences of the concepts «danger» and «threat» are analyzed, their main properties are determined. The main types of danger are identified, according to the magnitude of the possible consequences. The main types of hazards include «warning», which has the following characteristics. They are: set of circumstances that have developed in the enterprise, to which it is necessary to react. The peculiarities of the evolution of threats have been studied. The actuall scheme of evolution of threats has been built, considering the concepts of «risk», «danger» and «threat». The classification of economic threats and risks according to the main features (by area of distribution and objects of influence) as components of economic security of the enterprise are formed. The main causes of economic threats have been identified. They are: insufficient adaptation of individual business entities to dynamic and constantly changing market conditions; general insolvency of business entities; growing crime; low level of labor discipline and responsibility of employees of enterprises, insufficient legal regulation of some activities; as well as low professional level of a significant part of the management and employees of the enterprise. It is determined that the causes of physical threats are: inefficient personnel policy of business entities, low professional training, insufficient level of security of enterprises, banks, low control over the work process of employees. The causes of intellectual threats are studied. They are first of all inefficient personnel policy of the enterprise, secondly, violation of non-disclosure agreements and the principle of publicity of results, then, intensification of competition in the markets along with low level of information security or its absence. It is proposed that in order to effectively ensure the economic security of the enterprise, first of all, it is necessary to focus on the presence of various threats, risks and dangers and try to minimize their impact in time.

This attempt to correlate Jung's work with practical psychiatry is concerned mainly with his conception of clinical types. Jung went far away from the provinces of clinical medicine and psychiatry for his evidence, and the possible cause for this is discussed. He expands his view of introversion and extraversion, and so the suggestion is made that for practical purposes his early limitation of these terms should be maintained. The difficulties encountered in type description by comparison and contrast are emphasized. The value of his conception of basic functions is discussed and criticized. A review is made of the personalities he describes, and a simplification of his resulting classification suggested for practical purposes. The notion is put forward that Jung describes one type in psychological adaptation much better than any others, and it is hinted that his psycho-pathological description of this type in nerve disorder constitutes his main contribution to clinical psychiatry. A review of the treatable nerve disorders suggests that this disorder has received more adequate description from Jung than any other, and reveals a unique method of investigation and therapy. This does not apply to his other descriptions. Possibly some of the vagueness attributed to Jung is because he did not give this disorder an adequate diagnosis, and an explanation for this is offered. The correlation between the simplified classification and the classification of treatable nerve disorders is close, and it is suggested that this constitutes Jung's contribution to clinical psychiatry in general. The application of Jung's principles is of daily help to the practising psychiatrist.

The training manual describes the current two-circuit framework conditions for working with staff in the organization. In the content of the first circuit-labor law, Economics, national education, unions of public interest, the situation. The second outline of the framework conditions includes the demographic situation, technical changes, transformations in society and the reassessment of values, the pluralism of forms of life and the improvement of its quality. A detailed view of the work with older employees is given on the basis of the statement of the necessity and directions of changing the usual approaches to personnel management. The specifics of the manual-familiarity with the reader with the scientific discussion about aging employed in the trends of transformation of the labor market, scientific ideas about the age limits of the employed population, stereotypes and their changes in relation to age employees, the implementation of the basic functions of personnel management, taking into account the changing demographic situation. The publication is addressed to undergraduates, students, graduate students, researchers and practitioners studying the problems of aging team and engaged in the construction of relevant and effective personnel policy in organizations.

Problem setting. More recently, the problem of the shortage of skilled personnel in Ukraine has become significantly aggravated, primarily due to emigratory mood of young people. To maximize the implementation of labor potential, it is necessary to identify and minimize the relevant human resource risks that may arise during the development of the organization, in particular of local authorities. After all, the functioning of many spheres of the state as a whole depends on the efficiency of local governments activities. Recent research and publication analysis. The concept and classification of human resource risks were considered and presented in the works of A. Alaverdov, O. Diomin, V. Zhukovska, L. Ischuk, V. Rodchenko, G. Rekun, O. Pakhlova, S. Lobazova, O. Smagulov. V. Fedoseev and M. Khromov investigated the causes of human resources risks. E. Bulanova developed methods for identifying the causes and factors of human resources risks, accounting for them, and minimizing the influence. N. Kazakova, Zh. Denisova, O. Kalmykova studied the minimization of human resource risks in the management of civil service personnel with the help of psychological influence. Highlighting previously unsettled parts of the general problem. Despite the elaboration of many aspects of this issue, the definition, specificity, and classification of human resource risks in local government bodies have been studied insufficiently and require a more thorough study and justification. The purpose of the paper is to identify and classify human resource risks in the personnel management system in local government bodies in Ukraine. Paper main body. Personnel management is a multifaceted and complex process, which is characterized by specific features and patterns. Human resource risks are an integral part of the HR management system. According to the majority of scientists, the activities of the organization are impossible without human resource risks. The main reason for human resource risks is the unpredictability of human behavior, which generates a significant range of possible solutions to problems and their consequences. Human resource risks in each area have their own characteristics. The wording of the concept of “human resource risks” in local government bodies is not officially fixed. Today, this term is also insufficiently developed in the scientific literature. Taking into account the specifics of these bodies, it can be taken as a basis that human resource risks in the personnel management system in local government bodies in Ukraine are a set of threats to personnel and the local government body as a whole, associated with factors of the personal factor, economic nature and the specifics of the social and professional environment of civil servants. The personnel hazard at each stage of work with the cadre potential can be generated by the following factors: technical, technological, motivational, psychological, and corruption. An important point in changing personnel hazards is circumstances that change over time. This includes the situation in the country, the team, the official's family, his/her character, needs, priorities. Today, during the quarantine period, technical and technological risks are especially relevant. They can simplify most procedures for obtaining services to protect workers from danger. However, there is another side to this situation – the psychological side. Not every official is capable of drastically changing his/her work schedule. These changes are especially difficult for aged employees. Conclusions of the research and prospects for further studies. Each personnel risk is constantly changing, crowding out stereotypes, and requires due attention from the management. It is extremely urgent today to increase the level of digitalization. It is the flexibility of the personnel management system that can become the basis for unlocking the long-term potential of local authorities, although the identification of human resource risks and their minimization is a long and difficult process.

The article analyzes the current HR of the local healthcare organization. There was carried a SWOT-analysis of personnel management has been out, disclosed the main problems of the management system of a medical institution. Development strategies and an algorithm for improving personnel policy are formulated in order to increase the efficiency of management and the quality of medical care to the population.Purpose of the study. Is to analyze the current personnel policy, SWOT-analysis of personnel management, develop a strategies and set of practical recommendations for improving the management system of a public health institution while ensuring high quality medical services to the population.Materials and methods. An analysis of the personnel policy in a phthisiatric institution (Makeevka Municipal TB Dispensary, Donetsk region) was carried out, the heads of the main structural divisions were questioned. The analysis results are structured using the SWOT scale.Results. Based on the results of the sociological survey, the main advantages and disadvantages of personnel policy were identified, a SWOT analysis matrix was drawn up, and strategies for the development of a budgetary healthcare institution were developed. The breakthrough strategy is based on improving the material and technical base, attracting funding and investment, increasing the speed and quality of TB care at the regional level using information technology, while the survival strategy is based on increasing the income of health workers, social protection, improving working conditions and developing personnel motivation systems. The main recommendations include increasing the number of employees, creating a strategy for the formation of qualified personnel, improving the quality of the working environment, creating a favorable psycho-emotional climate, and developing an effective system of incentive payments.Conclusion. The medical industry is in dire need of modernization in order to improve personnel processes, financial, economic and regulatory support. The conducted research and developed recommendations will have a beneficial effect on the achievement of the main strategic goal - improving the health and quality of life of the population of the state.

The article describes methods for spherical visualizing of data as global geophysical, environmental, atmospheric processes on the surface of planets and different kinds of processes on the surface of spherical bodies. Such data can be demonstrated through virtual globes and spherical screens. Volumetric visualization significantly increases the degree of visibility, comprehension and assimilation of the demonstrated content and may be used in the scientific and educational process. The main goal of this research is to develop database requirements for spherical visualization. The requirements are based on the modern educational and science research representation approaches. The following tasks have been formed and accomplished: a strict classification of data; a convenient way to interact at the stage of adding data to the database and analyzing; their representativeness; introduction of additional data classifications; the possibility of individual user navigation and a high degree of inter-activity. For the proposed model, the basic functions of the database management system are described. Requirements to a basic hierarchical data model were substantiated. The main object of hierarchical data model is a spherical Slide representing a separate topic of particular discipline. The superstructure is used above the hierarchical model in the form of an individual route map representing a directory with links to the main database.

Abstract The strategy of personnel policy should be subordinated to the general strategy of the organization, its strategic planning. Human resources management is determined by the goals and objectives of the organization. Its functions are associated with ensuring and maintaining the performance of staff. Investments in the personnel potential of the company became an indispensable condition for gaining and maintaining a stable position in the market and began to be taken into account in the personnel policy of the leading companies in the world. Today, the role of effective strategic management and, above all, personnel management, especially the process of planning of the development of human potential, its capabilities and perspectives. Enterprises that do not pay due attention to working with staff and do not direct personnel management towards business success are at risk of aggravation of survival problems.

The subject of the study is to determine the mechanisms of development of personnel and social strategies and the peculiarities of their implementation in the process of managing the development of tourism enterprises. The purpose of the work is to develop theoretical and methodological principles and recommendations for the formation of conceptual measures for the implementation of personnel and social strategies of tourist enterprises. Methodological basis of the article became general scientific and special methods of scientific knowledge, logical generalization and abstraction, structural analysis, method of comparative analysis, historical and other methods of research. Results of work. It is determined that special significance in the management system of tourism enterprises is given to the human factor, which is of fundamental importance for ensuring efficient and competitive activity of enterprises in a market economy. Therefore, personnel management is a multi-faceted and extremely complex process characterized by its specific features and regularities. Strategic approach to ensuring the effectiveness of personnel policy involves the development and implementation of personnel and social strategies that have a direct impact on the overall state of the enterprise, the formation of high-quality human resources, ensuring its development and effective use. The field of application of results. The results of the study can be used to improve the process of personnel management and to formulate measures to increase the effectiveness of the personnel policy of tourism enterprises. They are important for the management, systematic management of tactical and strategic activities of enterprises as a whole, as well as by structural subdivisions. Conclusions. The proposed human resources and social strategies of the tourist enterprise are a progressive approach to personnel management at the strategic level allowing to take into account the needs of the enterprise in personnel, depending on the level of business development, the environment and the market situation of tourist services.

Introduction. Management of any systems as a complex social and economic process is carried out within certain structural formations of objects of management, which form their management structure. Modern trends in management processes cause changes in organizational structures of management, causing their evolution and adaptation to the requirements of the time. The study of these processes and the classification of types of organizational structures of management is a necessary condition for the formation of a sample of business entities that will have a common structure that will be reflected in the processes, management methods and the end result. That is why the determination of the evolutionary change of OSM, their classification and structuring is an important prerequisite for optimizing organizational management structures. Methods. During the research the comparative analysis of organizational structures of management, classification signs on which their structuring is carried out was carried out; F. Lalu's theory, which is based on self-organization, integrity, and the evolutionary goal, is the basis for expanding the OSM typology. Results. This study analysed the evolution of organizational management structures: identified the stages and correlated the types of OSM with a certain time interval and proposed to distinguish not only traditional and modern OSM, but also future OSU, which are based on the theory of F. Lalu. The classification of OSV is summarized on the basis of: stationary staff, the degree of adaptability and the option of a group approach to solving problem situations, the nature of the relationships between elements of the structure, which are important in terms of adaptive personnel management. Discussion. Further research involves the analysis of organizational management structures in enterprises in the field of construction in order to form a process of adaptive personnel management. Purpose of work — analysis of modern scientific literature on the resource approach to the definition of personnel policy in medical organizations, analysis of personnel management system, personnel policy in a particular medical organization, justification of definition: "Personnel policy is personnel management, which is carried out taking into account the levels of organizational and economic, socio-psychological (huemonizing), legal, technical (5S, lean production, medical organization of a new type), training and pedagogical (mentoring) in combination and interrelation with the determining role of socioeconomic factors of the surrounding society". Materials and methods. The subject of the study — personnel policy in a medical institution on the example of the State Autonomous Institution «Serov City Hospital», using certain resources for the formation of its levels. The following methods were used in the study: analysis, classification, synthesis of scientific theoretical literature on the problem of research; analysis of documents related to the activities of a medical institution, comparison, socio-psychological testing of a number of mental and psychophysiological functions of medical workers in the professional environment. Results and discussion. The definition of "personnel policy" in a medical organization is clarified, taking into account the systematic and resource-based approach. Recommendations on the implementation of personnel policy in Serov City Hospital during the period of organizational changes and preventive measures to prevent the spread of COVID-19 were developed. Conclusion. The use of a systematic approach in the formation of personnel policy, taking into account the organizational and economic, sociopsychological, legal, technical, training and educational levels proposed by us in the aggregate and interrelation, with the determining role of socio-economic factors, allows to solve the most important issues of sustainable functioning of the medical institution in the period of organizational changes and preventive measures to prevent the spread of COVID-19.
