Abstract The motivated employee represents the essential condition of any organization’s success. Public and private sector managers should constantly work toward coordinating and increasing employee motivation in order to ensure the timely and effective implementation of the plans set by the organization. Accordingly, proper assessment of processes and prompt determination of individuals’ driving motives are needed. Studies have shown that public service employees from all around the world face challenges, such as: incompatibility of knowledge, experience and position, as well as hard and lightweight work. Consequently, public managers should be aware of modern human resource management methods that can be used in effective and efficient ways to increase employee work quality. The main purpose of the paper is to determine the current situation of the public sector in Georgia. In addition, the research seeks to identify and examine the factors that influence employee demotivation and to determine under what conditions motivation can be a worthwhile investment in a public organizations. Methodologically, the work is based on analysis of the available literature and the results of the research statistically processed based on the survey example of 449 respondents from different Georgian ministries selected by a random simple.

This study aims to determine how the application of the New Public Service concept to the WADUL-E Service (Aspiration and Electronic Complaints Forum) in Pacitan Regency. This study used a qualitative approach and the determination of informants using the purposive sampling technique. The results showed that the concept of the New Public Service was not fully applicable to the Pacitan WADUL-E Service, because the researchers did not find data related to the 6th indicator, which is serving not directing which contains the position of the leader here, not as the owner but as a public servant or public servant. However, the rest of the concept of the new public service is in accordance with the real situation in the Pacitan Wadule Service. Hence, it is necessary to have in-depth research to find out the leadership side in the service. Based this research, it can be conculed that it is one of the public innovation efforts created by the Pacitan Regency Government is to provide Complaint Services in the form of WADUL-E Services of Pacitan Regency which was formed and inaugurated on March 14, 2018. By utilizing this service, it is hoped that the aspirations and complaints of the Pacitan citizens are connected to regional government. Keywords: E-Service, New Public Service, WADUL-E Pacitan

The study examines maternity leave regulations in a situation where both parents or legal guardians of a child are officers of the Polish Prison Service, or one of them is a PS officer, and the other is an employee or insured on the basis other than the employment relationship, e.g. a contract of mandate. The latest amendment of 24 July 2015 amending the Labour Code Act and certain other laws has extended the range of cases where it is possible for other eligible persons to use part of maternity leave. The new solution enable not only the parents of the child but also other immediate family members to use part of maternity leave. The complexity of the provisions related to parental rights makes interpretation difficult. Moreover, neither the Prison Service Act nor the provision of Article 29 para. 5 of the Act on cash benefits from social insurance, referred to by the Labour Code, specifies which specific persons can be regarded as the closest family. Proper determination of entitled persons is crucial, as it entails the payment of benefits financed by the State, and also, on the basis of the Act on Prison Service, the legislator guarantees protection of the public service relationship by virtue of Article 108 to officers (regardless of the eligible person’s gender and the degree of relationship) taking maternity leave or holiday leave on the terms of maternity leave.

A ‘young professional’ in the public service in 1912 had good cause for optimism. The Public Service Act 1912, which enacted most of the recommendations of the Hunt Royal Commission, had created a merit-based system with standardised conditions of employment, pay and pensions, and hiring, firing and promotion decided by the public service commissioner. That gave security and independence. There were yearly pay rises for new entrants (cadets); a capable officer could earn a respectable sum by his thirties (this was an overwhelmingly male service); there was annual leave and ‘liberal sick leave on pay’ and the opportunity to earn professional qualifications (Public Service Commissioner, 1920, p.6).

Public service is the implementation of government tasks directly to meet the needs and interests of the community. But what is happening today is the emergence of the phenomenon of government in carrying out public service activities that are often interpreted in different connotations by the public. Therefore, it is considered necessary to improve the quality of public services in accordance needs of the community. This is certainly strongly influenced by good leadership for the improvement of the implementation of public services as an urgent need for the improvement of public services to the community. The purpose of this study is to find out the interconnectedness of local leadership relationships in the implementation of public services so that there is an improvement in the quality of public services. This research uses quantitative methods with a descriptive approach with data collection techniques in this study consisting of observation, questionnaire, and literature studies (library research). Determination of research samples through multistage random sampling methods and formulating them into the Slovin formula. The results showed the amount of quality of public services. The field of cleanliness handling cleanliness is 4050 or 67.50% with a fairly good predicate.

The public service system serves population spread over a geographical area from a given number of service centers. One of the possible approaches to the problem with two or more simultaneously applied contradicting objectives is determination of the so-called Pareto front, i.e. set of all the feasible non-dominated solutions. The Pareto front determination represents a crucial computational deal, when a large public service system is designed using an exact method. This process complexity evoked an idea to use an evolutionary metaheuristic, which can build up a set of non-dominated solution continuously in the form of an elite set. Nevertheless, the latter approach does not assure that the resulting set of solutions represents the true Pareto front of the multi-objective problem solutions. Within this paper, authors deal with both approaches to evaluate the difference between the exact and heuristic approaches.
