The relevance of creating a methodology analysis to assess the passive safety of armored civil vehicles

Introduction (problem statement and relevance). At present, there are no international standards for the passive safety of armored vehicles. This means that the developers themselves choose the conditions for conducting crash tests and the requirements for their results.The purpose of the study was to conduct a brief expert analysis of the historical domestic experience in the fi eld of passive safety, as well as to analyze the applicability of the methods included in the requirements of the UN Regulation and Euro NCAP for the passive safety of the armored civil vehicles.Methodology and research methods. The crash tests results of armored vehicles ZIS-110SO and ZiL-4105 were analyzed by experts. The analyses included the requirements of regulatory documents concerning the testing of vehicles for passive safety (UN Regulation, Euro NCAP).Scientifi c novelty and results. It has been established that the armored vehicles ZIS-110SO and ZiL-4105 did not meet the UN Regulation No. 94. It was also found that not all of the UN Regulations and Euro NCAP standards could be applied to assess the passive safety of armored civil vehicles.Practical signifi cance. In this work, load modes which could be taken as a test matrix basis for armored vehicles have been selected from the regulatory documents. In addition, the inexpediency of using some of the tests was substantiated.

The ultimate goal of developing the future of Reliability Centered Maintenance is to introduce the RCM3 methodology, applied in this article to the cooling system of high-performance military armored vehicles fleet, used in current operation theaters. This methodology is not only more advanced and aligned with the international standards for physical asset management and risk management, but also allows users to fully understand and quantify the associated risks, focused on the reliability of the systems. The case study aims to obtain a proposed maintenance plan to the vehicle’s cooling system. Methods such as the distribution of Weibull applied to reliability and Right Censored Data, were used for the calculation of MTBF (Mean Time Between Failures). The results of the study confirm the possibility of using the proposed methodology to evaluate the operational reliability of the high-performance military armored vehicles fleet in any armed forces. The maintenance plan obtained with RCM3 proves to be more suitable and capable of reducing the risk associated with the system failure modes.

Car occupant protection in traffic accidents is a key target of today cars manufacturers. Known as active or passive safety, many technological solutions were developing over the time for an actual better car’s occupant safety. In the real world, in traffic accidents are often involved cars from different generations with various safety historical solutions. The aims of these papers are to quantify the influences over the car driver head loads in cases of different generation of cars involved in side crashes. For each case the experimental load results can be future used to calculate Head Injury Criterion (HIC) [1]

This article provides a comparative study of the activities of regional TV channels in the system of the Central Television and Radio Company of Uzbekistan. The focus on their development during the years of independence, the existing legal and regulatory documents in this area, the work being done to improve the logistics of TV channels are studied. The growth of regional TV channels and the expansion of airtime are analyzed on the basis of media efficiency. The process of transition from analog to digital format is covered on the basis of evidence, based on the information, speed, interest and needs of the audience in the activities of regional state TV channels, the need to operate. Distinctive features of the development trends of regional TV channels are highlighted and general conclusions are drawn about the aspects that are important for their development. The article consists of introduction, purpose and objectives, research methods, results / discussion, conclusion.

This article is devoted to an important and topical scientific problem of personnel support for innovative breakthrough in the context of globalization. Much attention is paid to understanding the role of global scientific and educational policy as a conceptual and methodological basis for long-term development. The purpose of the article is to analyze the problem, identify the causes and possible consequences of the personnel crisis, determine and justify the role of global scientific and educational policy in achieving an innovative breakthrough. The article is based on research conducted on the basis of observation, analysis, generalization and systematization of scientific literature, expert assessments, regulatory documents and public statements of officials. The work is structured, which is confirmed by the use of traditional logic and methodology of scientific research methods (analysis, synthesis and extrapolation). The article reflects the results of studying the theoretical and methodological justification of the global scientific and educational policy and the conditions of its impact on the staffing of an innovative breakthrough.

The scientific article presents the basic principles of innovation from the standpoint of law. The problems of legislative and normative-legal provision of the basic principles of innovation activity on the territory of Ukraine are considered. It was found that the basic principles of innovation in Ukraine are regulated by a number of legislative and regulatory documents. The legal content of the category "innovation" is revealed, based on the provisions of the legal framework. The legal peculiarities of innovation activity on the territory of Ukraine are determined. Objects and subjects of innovation activity are analyzed. The directions of implementation of innovative activity on the territory of Ukraine are considered. The role of the state in guaranteeing the subjects of innovation activity favorable conditions for innovation activity in accordance with the provisions of legislative and regulatory documents is revealed. The key functions of the state, which are to control and regulate the basic principles of innovation in Ukraine, are considered. The key areas of innovation in Ukraine are outlined, based on the provisions of the legal framework. The mode of implementation of innovative activity by technology parks, which is based on special legal bases, is characterized. The practical experience of carrying out innovative activity on the territory of Ukraine is analyzed. Prospects for further research in the direction of studying the legislation governing the basic principles of innovation from the standpoint of law, which are a more thorough study of legislation with the allocation of promising areas to improve the legal regulation of innovation in Ukraine in accordance with international standards and norms.

The article crowns the latest in a series of stages of research conducted for the purpose of creating a scientific and methodical basis for the development of amateur trailering and autoclusters as a system in the Russian Federation. For the purpose of justification of various models of autoclusters, the researchers studied the experience of the countries which have a dense trailering infrastructure network, consider the existing classification of the means of accommodation for autotourists in Europe, and propose classification-level-related lists of the core and additional services as provided by accommodation owners. The researchers studied the opinions of domestic users to identify the significance of services on campsites, and conclude that top-rated is the provision of essential / primary services (guarded parking, water supplies, shower, and toilet). The quality of service is assessed not only on the provided-unavailable basis, but also according to the service level. The researchers draw attention to the importance of harmonizing all the requirements specified as relevant for autotourist accommodation facilities in national regulatory documents and in compliance with international standards.

The work is devoted to the development and substantiation of the method of identification and assessment of risks of food protection from economically motivated fraud and bioterrorism, taking into account the requirements of international standards for the development and operation of food safety management systems. The purpose of the work is to scientifically substantiate and develop a method of identification and assessment of risks of food protection from economically motivated fraud and bioterrorism, which is based on the concepts of VACCP and TACCP taking into account the requirements of international standards GLOBALG.A.P. and ISO 22000: 2018. Research methods - theoretical and modeling (development of identification method and selection of risk assessment criteria), representative (presentation of the application of the developed method) and diagnostic. The latter tested the possibility of applying the developed method to assess the risks of protecting food products from economically motivated fraud and intentional harm, taking into account the requirements of international standards. Results. A method for identifying and assessing the risks of food protection from economically motivated fraud and intentional harm, taking into account the requirements of international standards, developed criteria and methodology for risk assessment.

Introduction. The article presents an analysis of the existing Russian and foreign literature on the issue of domestic and international regulation of laser safety for the population. Purpose. Search for information and analysis of domestic and international experience in the field of regulation of laser radiation levels for the population. The review of available scientific Russian and foreign literary sources and regulatory documents is carried out. The search and selection of sources was carried out using the open databases PubMed and RSCI. The domestic hygienic standards for continuous laser radiation in the spectral range of 380-1400 nm are much more stringent than the standards applied abroad given in IEC-1. At the same time, when developing standards for maximum permissible levels, the possibility of radiation acting on the population and the blinding effect were not taken into account. Foreign and domestic authors note the peculiarities of the effect of laser radiation in the visible region of the spectrum, including its ability to pass freely through the optical media of the eye and damage the retina and adjacent tissues. The analysis of regulatory documents showed a number of differences in the normalization of Russian and international standards, as well as the discrepancy and vagueness of requirements in existing sanitary and epidemiological documents. Conclusion. Existing standards sometimes contradict each other, which prevents a competent assessment of the danger of the laser and the laser system, so the revision of the existing regulatory framework for laser safety for the public is an urgent task, the solution of which will minimize negative changes on the part of the visual organ in persons who are not professionally connected with the action of laser radiation and qualitatively improve the hygienic assessment of laser radiation.

The article describes the experience of the South Ural State Humanitarian and Pedagogical University in assessing the development of media competence of students using the information-educational environment. Among the main research methods, an analysis of regulatory documents and an analysis of the results of a survey of respondents by ranking the components of media competence by degree of importance were used. The result of the research activity, the authors believe a theoretical understanding of the importance of media competence in the future professional activities of primary school teachers.

The implementation and implementation of scientific research in the field of medicine is associated with the need and obligation to comply with various standards and regulations. The published data must be scientifically new and presented in accordance with international standards. Undoubtedly, a certain role is played by the competent presentation of research and analysis methods, which allow the researcher and specialists studying the research data to correctly interpret the data obtained and put them into practice. Thus, selective planning of prospective research in the field of public health and health care, correct formulation of goals and objectives, concretization of research design, definition of modern research methodology and data analysis are the basis of its effectiveness. The use of a set of interacting medical and sociological research methods, focused on the result, contributes to the achievement of the set goals at the proper level.
