Geospatial data resources are the foundation of the construction of geo portal which is designed to provide online geoinformation services for the government, enterprise and public. It is vital to keep geospatial data fresh, accurate and comprehensive in order to satisfy the requirements of application and development of geographic location, route navigation, geo search and so on. One of the major problems we are facing is data acquisition. For us, integrating multi-sources geospatial data is the mainly means of data acquisition. <br><br> This paper introduced a practice integration approach of multi-source geospatial data with different data model, structure and format, which provided the construction of National Geospatial Information Service Platform of China (NGISP) with effective technical supports. NGISP is the China's official geo portal which provides online geoinformation services based on internet, e-government network and classified network. Within the NGISP architecture, there are three kinds of nodes: national, provincial and municipal. Therefore, the geospatial data is from these nodes and the different datasets are heterogeneous. According to the results of analysis of the heterogeneous datasets, the first thing we do is to define the basic principles of data fusion, including following aspects: 1. location precision; 2.geometric representation; 3. up-to-date state; 4. attribute values; and 5. spatial relationship. Then the technical procedure is researched and the method that used to process different categories of features such as road, railway, boundary, river, settlement and building is proposed based on the principles. A case study in Jiangsu province demonstrated the applicability of the principle, procedure and method of multi-source geospatial data integration.

<p><strong>Abstract.</strong> As the basis of public geospatial information service, geospatial information data with wide coverage, strong timeliness, rich content and high positioning accuracy is the key infrastructure of geospatial infrastructure for building smart cities and digital China. How to collect and update massive geospatial information resources fast and efficiently has always been the bottleneck for the rapid development of surveying and mapping geospatial information science and technology and industries, and the construction of China's national spatial data infrastructure. At present, the mainstream of geospatial data collecting and updating in China is that the government and enterprise employ professional engineers to for this work, but the problems of professional and complex data processing process, data management level by level, closed and off-line data update mode lead to a relatively slow update rate and poor data actuality, which seriously restricted the applications of geospatial information service in the fields of government decision-making, planning and construction, resource and environment monitoring, and emergency response. The contributions to the geospatial information data from the public community has also been ignored. This paper addresses the issues of low efficiency on data collection and update occurring in China's national geospatial information service platform, proposing a solution for public geospatial data collection and update based on crowdsourcing. The key technologies of data collection, storage, reviews and publication are studied, and the basic technical process of online data update for the government and the public users is designed. In order to verify the effectiveness and practicality of the mode discussed above, a prototype system is developed by expanding China's national geospatial information service platform, which fulfilled data online collection and reviewing, such as POIs, roads, and residential areas. The system can provide new methods and reference ideas for the collection and update of spatial data for the national geospatial information public service platform. It is a useful supplement to the current spatial data collection and update, and has important significances.</p>

Perkembangan teknologi informasi dan komunikasi mendorong berbagai perkembangan layanan yang mengikutinya.  Salah satunya adalah Location Based Service (LBS). Pada penelitian ini telah dikembangkan LBS yang ditujukan untuk memberikan informasi sholat jumat di Kota Bandar Lampung.  Informasi yang disajikan diantaranya adalah lokasi masjid, jadwal khotib jumat dan rute ke arah masjid dari posisi pengguna aplikasi. Aplikasi yang dikembangkan terdiri dari dua bagian, yaitu aplikasi berbasis web untuk pengeolaan data oleh adminisrator sistem dan aplikasi android  untuk pengguna. Komunikasi data antara dua aplikasi dilakukan memalui web service. Hasil pengujuian menunjukkan aplikasi yang dikembangkan dapat memberikan informasi yang dimaksud dan pengujian berdasar Black Box Equivalence Partitioning menunjukkan aplikasi berjalan sesuai dengan persyaratan yang ditetapkan.   The development in information technology on telecommunication aspect have changed people’s perception in using it. One of the telecommunication aspect is cellphone, which can be used as the tool in developing public service. Along with the development of science and technology, the new application is created, namely GPS (Global Positioning System). GPS can give Location Based Service (LBS), an information service which can be accessed by using smartphone through mobile network and is able to use geographic location. In this research, the researcher designs and creates an application which can give the information about the Friday prayer schedules in Bandar Lampung, including the information about mosques, preacher who is in charge in certain mosque, and shows the nearest mosque location within a radius of 1 km. The application consists of Android Mobile for users and also Web Based System for Administrator which is connected with Web Service technology. The conclusion of this study is that the new application has been successfully created and can give the information about Friday prayer in Bandar Lampung.  The test result by using Black-Box equivalence partitioning shows that the application runs comply with the requirement.

Because of lacking detailed metadata information in the traditional geospatial data, it would lead to being short of part semantic information. Facing the demand of interoperability in growing application of geographic information service, Ontology technology is regarded as one of Effective approach to solve the question of data heterogeneous and interoperability. So in this paper, it would use some new theory and methods of ontology into geographic Information Services, which would solve the difficulties of the geographical spatial data integration. Facing the demand of interoperability in growing application of geographic information service, Ontology techology is widely noticed in the past few years, and is regarded as one of Effective approach to solve the question of data heterogeneous and interoperability. Using the mapping of concepts and attributes, ontology expresses practical geographic space in Semantic level, analyzing the structure and content of geographical spatial database and setting up corresponding domain ontology. At last , it use some logical operations to solve the question of data heterogeneous and interoperability. So in this paper, it would use some new theory and methods of ontology into geographic Information Services, which would solve the difficulties of the geographical spatial data integration.

The term Big Data has been recently used to define big, highly varied, complex data sets, which are created and updated at a high speed and require faster processing, namely, a reduced time to filter and analyse relevant data. These data is also increasingly becoming Open Data (data that can be freely distributed) made public by the government, agencies, private enterprises and among others. There are at least two issues that can obstruct the availability and use of Open Big Datasets: Firstly, the gathering and geoprocessing of these datasets are very computationally intensive; hence, it is necessary to integrate high-performance solutions, preferably internet based, to achieve the goals. Secondly, the problems of heterogeneity and inconsistency in geospatial data are well known and affect the data integration process, but is particularly problematic for Big Geo Data. Therefore, Big Geo Data integration will be one of the most challenging issues to solve. With these applications, we demonstrate that is possible to provide processed Big Geo Data to common users, using open geospatial standards and technologies. NoSQL databases like MongoDB and frameworks like RASDAMAN could offer different functionalities that facilitate working with larger volumes and more heterogeneous geospatial data sources.

 KPPN Medan II is one of the government organization units at the Ministry of Finance. Where leaders and employees who work at KPPN Medan II always carry out official trips between cities and outside the city. With these conditions, making SPPD documents experiencing the intensity of official travel activities carried out by employees of KPPN Medan II can be said frequently. So that in making SPPD in KPPN Medan II is still using the manual method that is recording through Microsoft Word which in the sense is less effective and efficient. In naming employees who get official assignments, officers manually entering employee data that receives official travel letters are prone to being lost because data is manually written. The web-based SPPD application is built by applying this prototyping method which is expected to facilitate SPPD KPPN Medan II management officers in making SPPD that is effective, efficient, accurate, time-saving, and not prone to losing SPPD data of KPPN Medan II employees who will has made official trips due to the existence of a special database to accommodate all SPPD files.

The public service administration system at the government offices of the Kemiri village office in the Kemiri District currently does not have a computerized and integrated system. Because the system runs, residents who submit letters for administrative completeness, still use the Ms.Word / Ms.Excel application. of course has many weaknesses including human error, not neat in file storage, resulting in the lengthy process of searching and making a cover letter and required reports. The analytical method used in this study is to use PIECES (Performance, Informance, Economy, Control, Efficiency, Service) analysis, the design of the model uses UML (Unified Modeling Language). The results of this study are web-based letter information systems at the Office of the Village Chief of Kemiri that can accessed using a local computer browser. Thus the information letter needed by the Kemiri Village community and more effective and efficient in making the letter.

This study aims to develop lecturer performance appraisal model using web-based Integrated Evaluation Model (IEM). The object of this study is certified lecturers in Indonesia, by applying this model, the certification compensation given by the government is really used to enhance lecturer's performance. It is expected that the results of this study can be an important research that produces effective and efficient software to evaluate the lecturers' performance nationally because it involves a 360degree assessment. We have done some activities to develop the prototype software application of Integrated Evaluation Model (IEM) for assessing the certified lecturer's performance. They are 1) preparing the questionnaire indicator for the 360 degree performance appraisal, 2) conduct the program test on the certified lecturer. In this phase, certified lecturers, superior, and students also conduct assessment on certified lecturers through IEM software, 3) conduct Focus Group Discussion (FGD) to gain evaluation and feedback on the effectiveness of the IEM application program. FGD results provide a valuable contribution to the preparation of IEM program design. And the IEM software produced in this research has accommodated all of the results of FGD activities. IEM complements the prior certified lecturer performance appraisal with 360 degrees performance appraisal.
