The article argues the relevance of determining the indicator of military-technical efficiency of the use of military automobile equipment by units and subunits of the National Guard of Ukraine when performing battle actions (operations). Currently, special indicators are used to assess the state of military automotive equipment, which are a numerical expression of the gauges or their relationship. Existing methods of planning technical support, methods for predicting the quantitative assessment of the military-technical efficiency indicator of the use of military automotive equipment during hostilities need further improvement. The article proposes to use a comprehensive indicator, a generalized coefficient of military-technical efficiency of using military automobile equipment during combat actions (operations), as an indicator of military-technical efficiency of using military automobile equipment in combat conditions, and to determine directions for increasing the efficiency of using military equipment. Recent years were a transformation period of the analytic systems to support management decision-making on continuously available open data away from official periodic reports. In this regard, the system of control and supervision of management objects by the state controlling bodies is changing, new sources of information are included; monitoring of the external environment and media space is introduced. The author proposes an approach to the formation of a generalized key indicator for rapid assessment of the object of management (on the example of an industrial enterprise) on the basis of open data from the Internet. The object of the research is developing universal comprehensive indicator for rapid assessment of the compliance of the economic object of management on the part of regulators or relevant services on the basis of structured and unstructured data from the Internet. Scientific novelty of the study is to propose the concept of building a universal comprehensive indicator (UCI) based on a logical function that uses an extended set of arguments, including both continuous and discrete variables. Transformation into the values of the indicator is proposed using the logical rules, given the requirements for the control object from the regulators. Main results of the work: the concept of constructing universal comprehensive indicator allowing to get an express assessment of the state of the object in control was developed. The algorithm was tested to assess the need and feasibility for the state authorities in the financial assistance of the Moscow industrial enterprise. The approach in this research is applicable to current monitoring of the situation due to official reporting at the tactical level of management.

Appropriate indicators are required to measure the resilience of water supply systems (WSSs). However, it is challenging to identify appropriate indicators since there is no comprehensive database of indicators to measure its resiliency. This study will establish a comprehensive bank of indicators to assist water corporations and decision-makers in selecting appropriate indicators for their particular system. The suggested indicator bank is comprised of three layers such as dimension, attributes, and the number of indicators resulting from 12 different indicator codes that the study has analysed. In addition, this paper presents instructions on how the indicator bank can be used and integrated with water enterprises, enabling decision-makers to pick the relevant indicators. The proposed indicator bank is an exploratory approach that should be validated in a real work setting since resilience is a challenging concept, and WSSs are complex due to their dependencies to other lifelines such as power networks with too many variables that may affect the actual outcomes.

All source information for the tasks of effective management of water resources is based on the results of observations and measurements, ie on the results of monitoring. Despite the apparent advantages of assessing surface water quality using comprehensive indicators, the creation of about 30 of the most well-known comprehensive indicators of water quality since the first attempts in this field of hydrochemistry and to date, the only comprehensive indicator that combines assessment of natural masses of different water bodies objects does not exist. It is proposed to monitor one or two indicators in certain sections of the river, which characterize the ecological state comprehensively, and in case of emergencies and non-stationary situations – to conduct a complete chemical analysis of water. For this purpose it is most expedient to use oxygen indicators - dissolved oxygen and biochemical oxygen consumption.

In the context of accelerating globalization and integration trends in the world economic system, countries must make efforts to form their advantageous positions in the international division of labour. This can be realized by optimizing the sphere of foreign economic activity of the state. The purpose of the article is to substantiate the areas of improvement of strategic tools to develop the country's export potential. The authors analyzed the theoretical and methodological basis, namely the essence of the country's export potential, its structural elements of the export potential. The authors analyzed the structure of exports of Kyrgyzstan and Ukraine in 2020, highlighted their common features, shortcomings and explained why the specialization of exports is not optimal. The authors found that a systematic approach to developing a country's development strategy requires a specific sequence in the implementation of this process and proposed an algorithm for implementing the concept of developing the country's export potential, and also proposed calculating a comprehensive indicator of export potential, a more detailed description of which will be presented in further studies.

The article is devoted to defining the understanding of quality of life and analysis of key issues of life in a pandemic. The need for a philosophical understanding of the problems associated with overcoming the effects of the pandemic has been noted. The significant impact of quarantine restrictions on people's behavior, lifestyle, development of the economy, education and tourism is emphasized. Quality of life in a pandemic is defined as a comprehensive indicator of meeting the needs of people, taking into account material, psychological and social factors. The article notes that the consequences of the pandemic are manifested in the rethinking of human life, the need to resolve financial and economic contradictions, psychological problems, achieving comfort and security. Improving the quality and standard of living should occur not only through socio-economic levers of influence, but also through deep philosophical thinking, awareness of further steps to overcome the effects of the pandemic.

Abstract This article aims to discuss the influence of compressor Inlet Guide Vane (IGV) position on gas turbine switching control system gain tuning problem. The distinction between IGV and normally reckoned working conditions is differentiated, and an improved double-layer LPV model is proposed to estimate the protected parameters under various IGV positions. Controller gain tuning is conducted with single and multi-objective intellectual optimization algorithms. Simulation results reveal that normally used multi-objective optimization procedure is unnecessary and time-consuming. While with the comprehensive indicator introduced in this paper, the calculation burden can be greatly eased. This improvement is especially advantageous when tuning work is carried out under multiple IGV positions.

Productive tiller percentage (PTP) is the only available comprehensive indicator of rice population quality. However, productive panicle number (PN) has a great effect on its characterization accuracy. Panicle exsertion is an important but difficult to describe morphological index; therefore, it cannot be easily determined. The aims of this study were to develop heading uniformity (HU), which describes the difference in the degree of rice panicle exsertion, as a new comprehensive indicator by designing a representative sampling and calculation method and exploring the relationship between HU and yield components. HU first decreased then increased after initial heading, exhibiting a single-valley curve. Adequate HU was obtained by panicle sampling on day two or three (panicle N fertilizer proportion ≤40 or >40%) after initial heading. The explanatory power of PTP for grain yield variance was markedly insufficient in low- and high-PN rice populations. Compared with the percent contribution of PTP to grain yield variance (12.32–41.26%), that of HU (49.02–61.93%) was greater and more stable across rice populations of different PNs. Moreover, HU showed fewer interannual variations, despite large interannual differences in weather and soil conditions. Hence, HU may have applications as a comprehensive indicator of rice population quality.

The paper illustrates a model to support waste management (WM) operators of municipal solid waste (MSW) services. This study proposes a framework to evaluate the potential of preparation for reuse (PfR) as strategy to jointly decrease social, environmental and economic impacts and meet the legal targets on waste management. As general indicators to evaluate the reusability of products do not exist yet, the aim of this study is the definition of a comprehensive indicator, which may be calculated for each product category by waste collection operators. The proposed reusability indicator includes one coefficient evaluating the potential for reuse, and three impact indicators for the assessment of social, environmental and economic performances. The indicator can be calculated by using real data, gathered by the waste collection operators in collaboration with reuse centres and referred to previous years. Hence, the proposed methodology allows waste collection operators to evaluate the potential consequences of the reuse strategy on their MSW collection system to monitor and disclose to public the impacts related to reuse activities, facilitating the achievement of sustainability in the WM sector. The aim of the study was to clarify the toxicity of mefloquine and to evaluate the effectiveness of its use for Syrian hamsters infected with sARS-Cov-2.Material and methods. The experiments were performed on 96 Syrian hamsters. The toxicity of mefloquine was determined with a single administration, as well as with a course of administration at doses comparable to therapeutic for humans. To study the effectiveness of the drug against SARS-CoV-2 infection, a comprehensive indicator of the state of lung tissue and a comparison of the dynamics of viral load in the lungs were used.Results. The LD50 of mefloquine with a single oral administration is 817 mg/kg, the maximum tolerated dose is 600 mg/kg. When administered for 7 days at a cumulative dose of 900 mg/kg, no death was observed. Administration of mefloquine to animals infected with SARS-CoV-2 was accompanied by a decrease in the severity of lung damage and a faster decrease of viral load in the lung tissue.
