During the COVID-19 pandemic, higher education institutions (HEIs) faced serious challenges that raised concerns about sustaining the quality of education delivered to students and the quality of the graduates produced. Many HEIs throughout the world were unable to sustain the quality of teaching and learning due to many issues including lack of clear strategies, policies, procedures, and practices. This chapter will identify successful practices of HEIs for achieving sustainable quality education during COVID-19, based on transformation strategies in line with United Nations Sustainable Development Goals. This chapter will also highlight the role of governance in strategic decision making throughout strategy transformation and the impact of leaders on effective decision making during the crisis in developing successful practices for sustainable quality education.

This research article aims at evaluating the results of the school graduates’ educational strategy transformation with the help of digital footprint data. The analysis of official and unofficial Internet communities of universities in the social network «VKontakte» shows that their active users are school graduates, who thus receive the necessary information about the university. The method presented can become a promising tool to forecast the demand for higher education. The study covers the period from 2019 to 2021, a total of 502 thousand user profiles having been identified, 246 thousand accounts included in the final sample. The results show that during the analyzed period the number of user subscriptions to university communities has decreased in all Russian regions. The orientation towards universities located in other regions has also changed: these were more popular before the pandemic, being subscribed to by the majority of students, whereas after the spread of COVID-19, most of the graduates began to choose universities located in their native region. A significant limitation of this method is that a number of profiles are closed, which logically does not allow to use them in further analysis. The results of the study show, however, high validity and wide opportunities for the use of the digital footprint method when predicting young people’s educational trajectory and planning the enrollment campaign, both on the scale of the university and the whole country.

The article deals with the problems faced by the regional television market in the context of the growing popularity of new media and the transition of Russia to a digital broadcasting format. Regional and municipal television broadcasting, having lost traditional platforms for promoting their content, faced the necessity to develop new platforms in a short time. The new media environment required regional TV companies to review the promotion concepts. The author of the article is the developer of one of such concepts of rebranding and relaunching a regional television studio in a new format, and, based on practical experience, analyzes the factors and difficulties of transformation of media strategies of regional TV companies.  Five blocks of problems were identified as a result of testing of the concept of a new regional broadcasting. They include: project management, its staffing and financial support, analysis and interpretation of modern media measurements, transition to new video content formats adapted to digital platforms.

For manufacturing enterprises to successfully enter the “Industry 4.0” era and establish advantages in the new wave of industrial revolution, they must use Internet thinking to transform manufacturing enterprises and promote the in-depth integration of informatization and industrialization under the premise of managing and controlling risks, to achieve transformation and upgrading. The innovation and management of the risks of manufacturing enterprises’ Internet strategic transformation directly affects the success or failure of enterprises’ transformation. On the basis of constructing the risk evaluation index system of manufacturing enterprise’s Internet strategy transformation, a manufacturing enterprise’s Internet strategy transformation risk evaluation model was constructed based on BP artificial neural network, and typical enterprises were selected to carry out practical application. The results show that the BP artificial neural network structure of the risk evaluation of the Internet strategic transformation of the manufacturing enterprises includes 18 layers of network input layer, 4 nodes of network hidden layer and 4 neurons of output layer, and the application effect of model is good.

Technological developments over the last few years have led to a strategy transformation from conventional to online. This digital marketing strategy is carried out by many local and traditional companies because they do not believe it is more effective than traditional marketing activities, such as using brochures and catalogs. Various products have started to take advantage of digital marketing strategies, including MS Glow men's facial care products. The method used in this research is content analysis of Krippendorff on Instagram @ during the period January 1, 2021 to January 31, 2021. Boundaries between business intelligence (BI), big data (BD), and big data analytics (BDA) are often unclear and ambiguous for companies. BD is a new research challenge; it is becoming a subject of growing importance. Notably, BD was one of the big buzzwords during the last decade. BDA can help executive managers to plan an organization's short-term and long-term goals. Furthermore, BI is considered as a kind of decision support system (DSS) that can help organizations achieving their goals, creating corporate value and improving organizational performance. This chapter provides a comprehensive view about the interrelationships between BI, BD, and BDA. Moreover, the chapter highlights the power of analytics that make them considered as one of the highly impact's organizational capability. Additionally, the chapter can help executive managers to decide the way to integrate BD initiatives as a tool, or as an industry, or as a corporate strategy transformation.

The article is devoted to the assessment of the state and prospects of Ukraine-Kazakhstan relations in the context of the Nur-Sultan’s foreign policy strategy transformation. The author considers the most important areas of interaction between Ukraine and Kazakhstan, special attention is paid to the analysis of economic cooperation between the two states at the present stage. The projects of Kiev and Nur-Sultan focused on the development of the Trans-Caspian corridor of international trade are analyzed. The conclusion is made that the countries most likely will not be able to form a full-fledged strategic partnership, because Kazakhstan is a member of the EAEU and the CSTO, while Ukraine aspires to join the EU. However, the states will increase interaction in the trade and economic sphere, including, perhaps, military-technical cooperation, but only to a limited extent.

Urban flooding now occurs frequently and low impact development (LID) has been widely implemented as an effective resilience strategy to improve storm water management. This study constructed the inundation curve to dynamically simulate the disaster, and established an inundation severity indicator (ISI) and cost-effectiveness indicator (CEI) to quantify the severity and cost effectiveness at each site. The study set 10 different density scenarios using a zonal approach. The results showed that LID could reduce the overall ISI value, but as the construction increased, the CEI exhibited a downward trend, showing that there is a marginal utility problem in LID. However, the performance of CEI differed slightly in areas of different severity. In the vulnerable resilience zone, the CEI increased initially and then decreased, and the optimal cost–benefit combination was 60% permeable pavement +20% green roof +50% vegetative swale. The mutual effects of LID measures in different zones led to synergistic or antagonistic effects on LID. This study explored the tradeoff between the resilience enhancement effect and strategy transformation cost, and determined the optimal combination of the LID strategy, thereby providing a new analytical perspective for the sustainable development of sponge cities.

With the help of analysis the recommendations of major international conferences, treaties and conventions over the last two decades of reforming the education system for sustainable development have substantiated that the range of scholars interested in addressing the issues of progress towards sustainability has expanded from economists to scientists and economists. Businessmen, educators and representatives of governments, politicians, managers who are trying to bring sustainable development ideas into practice with all stakeholders.  Attention is directed to finding new solutions to the problems of sustainability of the biosphere and society. The main solution to the problems is the formation of national educational systems for sustainable development, which should include environmental, social and economic, organizational and managerial aspects of shaping the quality of training of specialists and the quality of life of humankind, using formal, non-formal inclusive democratically oriented models of education and science. In all areas with public awareness, broad access to education and a reorientation of the entire education system to take into account sustainable issues of development. Education for sustainable development should be at the forefront of the concepts and strategies for moving towards sustainability, which provided for the development of a National action plan for the implementation of the United Nations Strategy for education for sustainable development. It is established that activities to disseminate his ideas will help to improve the quality of education and to implement the principles of “Education for All”. Sustainable development issues should be included more actively in higher education institutions (HEI) curricula and science, at all levels to promote the formation of a national education system for sustainable development, and to formulate five- and ten-year framework programs and National action plans for the implementation of the UN Strategy. Transformation of HEI curricula and curriculum, primarily those providing pedagogical education, to form sustainable development competencies for future and contemporary teachers (academics) should be a priority of the National Action Plan for the implementation of the Strategy. We describe the basic requirements for the preparation of a modern teacher who would possess communication managerial, qualitative competencies.

The study investigated the role of the library on national security in Nigeria. It was carried out to identify the extent the library can contribute to national security effectiveness through information sharing, information provision, and public education. This is because if the problem of insecurity must reduce in our society, all the stakeholders, including the library has positive roles to play. The study highlighted the strategies adopted by the library in promoting national security. They include: Moral boosting strategy, selective dissemination of peace information/ education strategy, transformation and change strategy, peace and reconciliation strategy, social integration strategy, national development strategy, and free access to information resources strategy. Based on the these, it was recommended that security agencies should be as a matter of deliberate government policy, work closely with the library in the war against insecurity; library should design a blueprint for security consciousness; and rural libraries/mobile libraries should be more functional to distribute literacy materials to help rural dwellers be better information sensitive in this information driven society.
