The insufficient validity of the positioning of regions in different Russian investment ratings, in particular, the observed convergence of regional assessments, is due to a number of methodological problems. The purpose of the study is to develop a tool to determine the impact of various components of investment attractiveness on the growth of investment activity in the regions and to ensure a balance of interests of the actors of the investment process (regional government bodies, private investors, the population). We developed an original system of indicators for comprehensive assessment of the investment attractiveness of regions including productional, financial, socio-economic, natural, innovative, infrastructure, and personnel components and proposed the balanced assessment method. Based on the matrix of integral indicators we show significant interregional differentiation of investment attractiveness for the North-Western Federal District and determine the key factors of investment attractiveness formation for those regions, including natural resources - for 5 regions, innovations, infrastructure and personnel for 3, production-financial factors for 2, and socio – economic factors for 1 region. The developed methodology allows to justify the priority directions of increasing investment attractiveness aimed at activating investment processes in Russia’s regions.

The northern and border regions are remote from the main economic centers of the country. Geographical location is not only a limitation, but also a competitive advantage, which is determined by proximity to economically developed national economies and greater opportunities for interaction. The main goal of the study is to assess the impact of the geographical factor on development dynamics. The object of the study is the border northern regions of the NWFD, Russia and Finland. The study uses a set of methods and tools to analyze the dynamics of the development of territories with a border and northern location. Within the framework of this article, analysis is carried out on the basis of statistical methods of research. Analytical work is based on the information base of Rosstat and data from Internet sources. As part of the study, the level of Russian-Finnish relations in the investment component vector is determined. An assessment of foreign investment in the context of federal districts was made, which made it possible to distinguish the influence of the geographical location factor. Indicators of labor productivity in the national and foreign sectors in the regions of the North-Western Federal District have been determined. The dependence of the productivity indicator on the geographical location of the territory was investigated.The conclusions of the Territory, having a geographical position favorable for foreign economic activity, are not able to fully take advantage of its competitive advantages. The study identified a low level of dependence between geographical location and performance. The results will help to shape the directions of increasing this indicator and can be used in strategic and program documents.

Realization of Regional Government budget (APBD) is one of measure instrument to see  the implementation from policies and operationalization implementation of financial regional management for optimal actualization public services. Management potential of Local Revenue (PAD) have to do with correct and appropriate in order to support the progress. The purpose of this research are to know and analyze the realization performance of regional government budget and district own source revenue potential at North Minahasa Region. The result of this research show the regional government budget of North Minahasa in terms of revenue considered good by looking from variance analyzes and tax effectiveness, expect from decentralization  degree analyzes is not good enough or low. While for expense, from variance analyzes over all is good by looking at the budget are well controlled and the impact in the North Minahasa Region for having an surplus from the allocated budget, and for compatibility analyzes expenditure are effective because realization of the expense budget not over amount that has been planned. And for the Own Source Revenue Potential for 2016-2020 seen from tax regional income are 42,78% while from regional retribution are 37,36%. The article examines the competencies of entrepreneurs that are necessary in modern conditions for young people to ensure their successful career, analyzes the areas in which business initiatives of young people are most often used. The competencies necessary for graduates, specific areas of employment in modern conditions of digital transformation are analyzed. Special emphasis is placed on the dynamics of changes in key competencies that are important for business success in modern conditions of economic development. The results of an operational survey of managers are presented, which make it possible to identify new requirements and new qualities: digital development management, data management and use, application of digital technologies, "adoption and implementation of employee initiatives". The groups of transformations that have occurred due to the introduction of digital technologies in small businesses are highlighted. The aim of the work is to highlight those of them that have received the greatest development in the context of digitalization, and to establish the impact on them of the COVID-19 pandemic. To conduct the study, the methods of systemic, comparative and morphological analysis and synthesis of the general set of factors that determine changes in the business competencies of youth were used. The basic elements of the article can be offered as practical recommendations to state and municipal authorities on the development of youth entrepreneurship in the North Caucasus Federal District and the improvement of youth policy in the regions. The formed problems in the studied area can become the basis for the formation of a system of stimulating youth business. The study showed that in a crisis it is not individual qualities that are important, but their totality, with complementary characteristics.

Subject. The article considers the investment activity in the regions of the Ural Federal District. Objectives. We analyze the impact of import substitution policy on investment activity by type of economic activity, using the regions of the Ural Federal District case. Methods. We employed methods of logic, statistical, and structural analysis. Results. We offer our own approach to the study of the impact of import substitution policy on the investment activity of regions. It rests on comparing the dynamics of Russian imports by major commodity group and the dynamics of investment in fixed assets by type of economic activity. The study revealed two trends. First, the development of substitute goods production. Second, the commodity sector development. It was found that in 2013–2019, investments in the sectors of mining and processing of mineral resources demonstrated faster growth. At the same time, investments in the production of import substituting goods did not show a stable positive dynamics. Thus, the enterprises of the Ural Federal District are more focused on the production of traditional export goods; the orientation of the import substitution policy to the domestic market and high-tech exports currently does not give the expected results and is local in nature. Conclusions. The results of the study can be used by Federal and regional authorities to assess the impact of import substitution policies on the investment activity of enterprises.

The article assesses the impact of internal and external factors on the economic security of the region in foreign trade activities. Negative consequences of the foreign economic activities on economic security of the Stavropol Territory are analyzed. Types of the risks enterprises may face when entering the foreign market are considered. Protectionist arguments in favor of pursuing a free trade policy are presented and argued, which implies a staged formation of a mechanism to efficiently counteract threats to the external economic security of the region.The study considers the level and dynamics of the main macroeconomic indicators of the subjects of the North Caucasus Federal District as compared to the average Russian achievements, the resource potential, problems of the economic development of the macroregion, prerequisites for the formation of the state policy on supporting the region. It substantiates the top priority directions of long-term socio-economic development of subjects in order to overcome the pervasive arrearage of the economy and social area.

This article presents an analysis of climate risks structure and effects on the Russian Federation's economic development. Despite the existed theoretical background, it is not clear about the leading risk factor, human adaptation to it, and the subsequent effect on the economy. This happens since some climate risks can be controlled; therefore, their impact on the regional economy is minimal. Thus, we are interested in the scope of certain climate risks affecting the Russian Federations economic situation. We have selected the North Caucasian Federal District because it is strongly susceptible to the most severe climate risks as droughts and floods. Considering the complexity of the climate risk formation process, we use mixed-methods. It allows identifying the quantitative component and analyzing the object in the framework of the existing theoretical background. During our research, we determined the cause of climate risk formation in the Russian Federation. With the collected empirical data for 2010-2013 regarding the level of drought, precipitation, and crop productivity, we have compared the region's economic situation with climate risks. It was determined that despite the clear manifestation of climate risks in the North Caucasian Federal District, the economic damage to the region is minimal due to the high level of the region's resistance to the existing threats and their localization. Nevertheless, guided by the theoretical and methodological basis of the topic under study and revised data on the migration loss of the region, we can assume that the North Caucasian FDs climate risks are expressed in the concept of climate migration, and this process has an increasing dynamic.

Purpose: In the paper, the need to study models of economic growth in territories in terms of the reputational economy theory is substantiated. The issue is relevant due to the fact that in modern conditions when economic development institutions are being transformed, primarily as a result of globalization of economic processes, the regional reputational capital begins to play an increasingly prominent and significant role. Methodology: The authors build the time series of the studied indicator for the regions of the Volga Federal District for the period of 2010-2017 based on the developed methodology for the formalized assessment of a territory’s reputation. Econometric assessments of a territory’s reputational capital influence on the parameters of their investment activity are carried out on the basis of those time series. The developed and tested methodological tools for quantitative assessment of the region's reputational capital form a stable basis for conducting research activities aimed at a multifactorial analysis of the key components determining the territory’s reputation. Result: This, in turn, forms stable preconditions for determining and system analysis of the development prospects of a competitive interregional environment and also forms the basis for the implementation of economic and mathematical assessments aimed at determining the impact of a territory's reputation on key parameters of its socio-economic development. Applications: This research can be used for universities, teachers, and students. Novelty/Originality: In this research, the model of Methodical approaches to the assessment of the impact of the reputation capital on investment processes in the region is presented in a comprehensive and complete manner.

The article presents the results of a study of the tourist route network of the Russian Federation, which was first carried out in such a large scale. At the initial stage of the research methodology was developed, which became the basis for a comprehensive review of the properties of the destinations of 11 units: basic details, consumers, the frequency of operation and limits of the means and methods of transportation, food and accommodation services, personnel, cost parameters, notes and other information. On the basis of the questionnaire was developed (consisting of 61 questions), which was sent to the regional tourist offices. From completed questionnaires information on tourist routes was reduced in a single database in the context of the federal subjects and the federal districts. Information on inter-regional routes was collected and processed separately. All information was collected for six thousand tourist routes. Separately, was developed and tested form of gathering information on tourist routes through the Internet portal "Tiving Map". The results show that in the Russian Federation a marked predominance of intraregional routes. Inter-regional routes, despite their small amount, perform important functions of the integration of tourism potential of the area and are the basis for the deepening of these processes. Most developed route network is in the Central Federal District, the least one is in the North Caucasus. Most of the network formed in the 2010s. According to the subject areas are dominated by cognitive, educational, environmental and sport routes. In working with the customer from the tourist firms observed is weak segmentation, and the only class that acts as a support, is students ofschooh, universities and other institutions. In Russia there is a dominance of short-haul routes and those lasting one or two days, seasonality is a characteristic for only 19% of routes. There is an extremely low utilization of services in food and especially in accommodation, thereby greatly reducing the effectiveness of the impact of tourism activities on territories.
