Abstract This article will propose the practical use of the interval control technology that will reduce the interval of passing trains and will increase the capacity of railway lines. Controlled approbation of the technology was carried out on railway sections for freight traffic: Shkotovo - Nakhodka, Novonezhino - Krasnoarmeysky of the Far Eastern railway and Koshurnikovo-Shchetinkino of the Krasnoyarsk railway in terms of “push locomotives” transferring to the opposite direction using the “virtual coupling” system; Mogocha - Urusha of the Trans-Baikal railway in terms of traffic organizing using the “virtual coupling” system for empty trains during long “Windows” on infrastructure; Slyudyanka - Bolshoy Lug of the East Siberian railway in terms of testing interval control technology to ensure the return of odd freight trains “push locomotives” using the “virtual coupling” system. The practical experience of the system use considered in the article allowed us to identify the main directions for its further development: protected radio channel stability improvement in obstacles of the rough terrain and the presence of tunnels; auto-driving algorithms operation.

The aim of the research is a retrospective analysis of the history and stages of development of digital land reclamation in Russia, the definition of «Digital land reclamation» and trends in its further development. In the framework of the retrospective analysis the main stages of melioration formation are determined. To achieve the maximum effect of the «digital reclamation» requires full cooperation of practical experience and scientific potential accumulated throughout the history of the reclamation complex, and the latest achievements of science and technology, which is currently possible only through the full digitalization of reclamation activities. The introduction of «digital reclamation» will achieve greater potential and effect in the modernization of the reclamation industry in the «hightech industry», through the use of innovative developments and optimal management decisions.

The paper is devoted to the problem of professional competence formation in educational practice. The author emphasizes the relevance and necessity of training labor protection specialists, who should have such qualities as: professionalism, responsibility, communication skills, moral stamina, self-organization and impartiality in the modern labor market. The purpose of the paper is to substantiate the essence of the concept “professional competence of the specialist in the field of labor protection”, the definition of the main types of professional competence of the specialist in the field of labor protection and their contents. The following types of scientific research are used in the work: analysis of scientific and pedagogical, psychological literature on the research problem, classification and systematization of scientific works, practical experience, questionnaire, statistical method of ranking, expert assessment. The paper presents the theoretical analysis of scientists’ views on the problem of competence-based approach in education. The results of studies on the definitions of “competence”, “competency”, “professional competence” are presented. The concept “professional competence of the specialist in the field of labor protection” has had further development. The types of professional competence of the specialist in the field of labor protection are determined empirically: legal, organizational and managerial, information-analytical, monitoring, expert, labor protection, communication, pedagogical. The substantial characteristic of the specified types of competences is presented.

Aim. To work out the unified model for description of coloproctological service at the level of federal district.Material and methods. The study is the summary analysis of data from the annual statistical observation “The Report of the Chief Coloproctologist of the Russian Federal District” in 2016–2018. The analysis included the following stages: the estimation of staff situation; the assessment of the main parameters of out- and inpatient coloproctological care in 2018 in the Far Eastern Federal District (FEFD) and in its federal subjects.Results. Staff number of doctors in federal subjects of the FEFD did not change significantly in 2016-2018, it was 0.7 per 100 thousand population. An extremely low availability of outpatient consultation of coloproctologist in all federal subjects of FEFD was found (550.2 per 100 thousand population vs 3000 per 100 thousand population in Russian Federation). The incidence of colonoscopy is the lowest among all Federal Districts of Russia as well – 5.5%. A mean number of endoscopists is above 7.0 per 100 thousand population, which can be considered as the minimal threshold parameter. The total average staffing of endoscopists in the far Eastern Federal district was 86.0% in 2016, 87.3% – in 2017, 85.8% – in 2018. The staffing situation improved in Khabarovsk Territory and in Sakhalin Region while other federal subjects showed negative trend.Conclusion. The analyzed parameters can be considered as an objective tool for the assessment of coloproctological care efficacy. In the FEFD it needs further development.

Охарактеризована работа съезда лесных чинов Приамурского генерал-губернаторства (1908 г., Хабаровск), на котором были подведены итоги работы лесного хозяйства с момента его возникновения и намечены пути его дальнейшего развития с учетом особенностей лесов региона. Итоги съезда отражены в сборнике трудов, где приведены протоколы заседаний и помещены выступления участников, а также принятые документы, содержащие поиски самобытных путей в лесном деле. Труды были разосланы в управления государственных имуществ соседних регионов, а также в лесные учебные заведения, благодаря чему решения съезда получили всероссийское звучание. The work of the Congress of forestry officials of the Amur General-governorship, which was held in 1908 in the city of Khabarovsk, is characterized. The Congress summed up the work of forestry since its beginning and outlined the ways of its further development, taking into account the characteristics of the forests of the region. The results of the Congress were reflected in the proceedings, which were given the minutes of the meetings and placed the speeches of the participants, as well as adopted documents containing the search for original ways in forestry. Proceedings were sent to the management of state property of neighboring regions, as well as to forest educational institutions, so that the decisions of the Congress received the all-Russian publicity.

Ši analizė pirmiausia yra reikšminga Lietuvos vežėjams, nes Lietuva yra tranzitinė valstybė, kurioje gali būti taikomi du skirtingi teisės aktai – 1999 metų Vienodųjų tarptautinio krovinių vežimo geležinkeliais sutarties taisyklės (CIM) ir 1951 metų Tarptautinio krovinių vežimo geležinkeliais susitarimas (SMGS). Taip pat identifikuojamos naujai sukurto bendrojo CIM / SMGS važtaraščio teisinės problemos bei numatomi galimi teisiniai sprendimo būdai, kurie leistų užtikrinti vežimo teisinių santykių stabilumą bei tolesnę plėtrą. This article explores the core legal problems, which promote the creation of a common regulation of the rail transport, when the carriages are executed between the EU and the Asian countries‘. This analysis is first of all at a great importance for Lithuanian carriers’, as Lithuania is a transit country, in which two different laws – Uniform Rules Concerning the Contract for International Carriage of Goods by Rail (CIM) and Agreement concerning. International Freight Traffic by Rail (SMGS) – can be applicable. Also the legal problems of the new developed common CIM / SMGS consignment note are identified and the legal solutions, which would ensure the legal stability of the carriage legal relations and further development, are provided.

The COVID-19 pandemic determined the necessity for prompt diagnostics and optimal routing of patients, followed by rehabilitation and secondary prevention, as domestic tourism intensifies. The epidemic increased the importance of digital systems for the tourism service market. Digitalization took leading positions in the tourism industry and made market participants adapt to these changes for optimizing their activities and increasing revenues. Further development of tourism in Russia, giving the ongoing pandemic, would require digital technologies such as multilanguage informational services overcoming language barriers, digital tourist cards, mobile apps introducing cultural and national landmarks online, web services for preparing tourist routes. Judging from scientific and practical experience, we can expect that medical, social, physical and psychological rehabilitation supervised by medical personnel will improve body functioning including heart, lungs, central nervous system as well as restore patients’ quality of life in general.

Purpose The purpose of this paper is to explore change leadership in the context of traumatically experienced change. “Being-centeredness” is proposed as a change leadership paradigm, with the leader becoming a facilitative instrument who assists restoration of a healthy working environment, healed emotions and change transitioning. Design/methodology/approach This paper is a conceptual research paper. Conceptualizations of being-centeredness are developed by building on the discourse of change emotions in organizations and research on change leadership. Findings Change interventions are experienced more traumatic than often believed. Healing of these emotions is essential to avoid stuckness. Becoming an instrument of change enables being-centered leaders to assist the emotional healings of victims and survivors when change is experienced as traumatic, promoting individual transitioning, restricting resistance to enhance change readiness and resilience. Research limitations/implications Although conceptualizations are supported by an abundance of research and practical experience, as with any conceptual research, it lacks direct empirical evidence to support the conceptualizations. Practical implications Being-centeredness is an untapped inner capacity in many change leaders and change interventions. Explicitly normalizing and promoting being-centeredness and the further development of this capacity in leaders will allow this latent capacity to surface from its suppressed state, to be applied overtly. Originality/value The paper provides a new paradigm on leaders can and should deal with acute emotions that are often experienced from change, which focus more on the way of being of leaders, than competencies or change activities that must be done. This is likely to further emotional healing, change transitioning, resilience and ultimately change success.

The freight railway industry relies on the interchangeability of coupling system parts (i.e., couplers, locks, throwers, pins, knuckles). Variability in the dimensions of the components affects the ability to change parts efficiently and the performance of the components. Because of the complex shapes and dimensions involved, it has been difficult to identify the component causing most of the problems for a combination of coupling system parts. Transportation Technology Center Inc. (TTCI) has developed a digital E-type coupler gage that can be combined with 3-dimensional scanning technologies to help railroads and manufacturers find areas that may be causing fitment problems. Physical gages are also being developed for use in production and field environments. The digital and physical gages can be used for fitment quality checks by the railroads and manufacturers. The digital gage requires a laser scanning of the coupler in question to be completed. A 3-dimensional scan of a coupler can be overlaid with the digital gage to find the dimensions causing a problem. Though it is currently a destructive method, further development of scanning technology could make the process more efficient and nondestructive. Using a combination of the digital and physical gages with the proper procedure may reduce the number of problems with properly fitting components and premature failure of couplers in service.

The loss of honey bees has drawn a large amount of attention in various countries. Therefore, the development of efficient methods for recovering honey bee populations has been a priority for beekeepers. Here we present an extended literature review and report on personal communications relating to the characterization of the local and bred stock of honey bees in the Russian Federation. New types have been bred from local colonies (A. mellifera L., A. m. carpatica Avet., A. m. caucasia Gorb.). The main selection traits consist of a strong ability for overwintering, disease resistance and different aptitudes for nectar collection in low and high blooming seasons. These honey bees were certified by several methods: behavioral, morphometric and genetic analysis. We illustrate the practical experience of scientists, beekeepers and breeders in breeding A. mellifera Far East honey bees with Varroa and tracheal mite resistance, which were the initial reasons for breeding the A. mellifera Far Eastern breed by Russian breeders, Russian honey bee in America, the hybrid honey bee in Canada by American breeders, and in China by Chinese beekeepers. The recent achievements of Russian beekeepers may lead to the recovery of beekeeping areas suffering from crossbreeding and losses of honey bee colonies.
