Separation calls will grow in western Canada

Significance As attention turns again to non-COVID-19 issues, discussion of ‘Wexit’ -- the possible separation of Alberta and Saskatchewan from Canada -- will resurge. Separation calls grew after the October 2019 federal election reinforced a sense that the federal government is deaf to both provinces’ concerns and interests. Impacts Saskatchewan and Alberta will create new provincial institutions to lessen their federal reliance. Eastern and central voters will keep voting for pro-climate policies, alienating western provinces. Given their different economies and politics, Wexit parties will struggle to make progress in British Columbia and Manitoba. If Alberta and Saskatchewan’s economies worsen, the Wexit narrative of disenfranchisement could strengthen.

Significance Voting in the race to replace Tom Mulcair as leader of Canada’s social-democratic NDP begins on September 18, with results announced by October 1. The victor of the contest will go on to contest 2019’s federal election against Prime Minister Justin Trudeau and Conservative leader Andrew Scheer. While not a contender for government, the NDP’s standing and performance at the polls will help determine whether Trudeau’s Liberals are elected to a second term or the Conservatives return to power. Impacts Oil-friendly NDP Alberta Premier Rachel Notley will probably be ousted in 2019 by a new right-wing fusion party. The NDP-Green coalition in British Columbia will pressure the new federal leader for more militant stances on climate and energy policy. Trudeau will probably increase his majority in 2019 should NDP support remain tepid despite a new leader.

PurposeThe purpose of this paper is to increase understandings of the complexity of stakeholder relationships and their impact on environmental practices in music festivals in Western Canada, but also to highlight how managers can leverage their festival platform for stakeholders to create new partnerships that foster and support primary values around sustainability.Design/methodology/approachWe use a community-based participatory framework to guide this study, and qualitative research methods in the form of in-depth interviews and surveys at three separate music festivals within the interior of British Columbia, Canada.FindingsThe majority of patrons are aware of the environmental impacts of music festivals and are more likely to attend a festival with effective practices. By making environmental sustainability a core value of the festival and communicating environmental objectives with both stakeholders and patrons, managers can begin to alleviate the operational barriers to environmentalism.Originality/valueOne of the primary contributions of this study is that it provides management with deeper understandings of a wide range of barriers to effective environmental practices in Western Canada. We consult directly with both festival management and attendees about environmental practices. This paper presents a fuller perspective of how to move beyond simple measures and craft a more sophisticated and flexible environmental strategy that reduces risk, anticipates obstacles and greatly improves the odds of successful implementation.

Purpose This paper aims to examine the new teaching universities created in British Columbia and Alberta over the past 10 years in the context of the multiple challenges faced by higher education today, including issues of purpose, culture, governance, accountability and finances. Design/methodology/approach The essay provides a historic overview of the challenges universities face today. In this context, it presents the new Western Canadian universities as a possible model, even while identifying the challenges these institutions face in the future. Findings This case study concludes that universities must change if they are to meet the expectations of students and the needs of society. It outlines the challenges faced by the new universities, how they have responded, the successes they have experienced and the challenges they confront. Originality/value To the best of the author’s knowledge, this is the first study of the new Canadian universities.

Purpose – This paper aims to examine the notion of maturity assessment and maturity models more broadly and goes on to examine the findings from the assessments of project, programme and portfolio maturity undertaken across Australian Government agencies. Design/methodology/approach – A statistical analysis was performed to determine the level of maturity that best represents the Australian Federal Government agencies as a whole. The unit of analysis in this study is the agencies overall scores in each sub-model across the seven perspectives of the portfolio, programme and project management maturity model (P3M3) maturity model. Findings – This study has identified a number of interesting findings. First, the practices of project, programme and portfolio across the dataset practiced independently of each other. Second, benefits management and strategy alignment practices are generally poor across Australian Government agencies. Third, programme management practices are the most immature. Finally, the results showed a high sensitivity to the “generic attributes” of roles and responsibilities, experience, capability development, planning and estimating and scrutiny and review. Research limitations/implications – All data used in this analysis are secondary data collected from individual Australian Government agencies. The data were collected by accredited consultants following a common data collection method and using a standard template to ensure a consistent approach. Practical implications – The study poses some implications for practice, particularly given the context of Australian Federal Government agencies current plans and action to improve organisational maturity. The study suggests that benefits management processes at the project level and benefits management, governance and stakeholder management processes at the programme level should be an area of focus for improvement. Originality/value – This study is the first attempt to systematically review the data collected through such an assessment and in particular identify the findings and the implications at a whole of government level.

Research about the sexual exploitation of homeless and street-involved boys is limited and often combined with that of girls. As aggregation can distort unique issues among genders which are exploited, this study provides information about the context of exploitation for homeless boys. Boys participated in the anonymous, multi-city British Columbia (BC), Canada Homeless and Street-Involved Youth Health paper surveys of 2006 and 2014. Measures included questions about trading sex for money, shelter, or other consideration; age first exploited; for whom; where they were living when first traded sex; gender of exploiters; and demographics. Analyses, separately for younger/older boys, explored the prevalence, timing of exploitation vs. homelessness, and ANOVAs to evaluate the patterns of the age of first exploitation by the genders of exploiters. Just over one in four boys reported exploitation (n = 132), with a median age of 14–15 in most groups. Most were runaway or homeless before their first exploitation, but 25.5% (2006) and 41% (2014) were living with family. Most boys were exploited by women (78%–85%), with 62%–65% were exclusively exploited by women.

Purpose – Universities can provide a leadership role to develop and mobilize knowledge to meet societal needs. In fulfilling this mission, universities can also serve as agents of sustainable development on campus and in communities they serve. The purpose of this article is to describe the drivers that have advanced the University of British Columbia Okanagan campus' operational and academic sustainability objectives; the initiatives and partnerships developed on campus and in the community in response to these drivers; and the outcomes and lessons learned. Design/methodology/approach – This article summarizes the experience of the University of British Columbia Okanagan campus in leveraging key drivers to develop sustainability initiatives and partnerships for greater operational efficiencies, cost savings, environmental stewardship and applied research. The university's leadership commitment to sustainability, economic opportunities and provincial legislative requirements are among the drivers discussed. This paper also provides an innovative partnership framework to support sustainable community development. Findings – Drivers of sustainability in higher education can contribute to the development of sustainability initiatives and partnerships that benefit institutions and communities and achieve operational and academic sustainability mandates. Practical implications – This article provides information that can be applied by institutions of higher education to advance sustainability within the context of current economic conditions and societal needs. Originality/value – The experience of the campus and the partnership framework presented in this paper is original. The framework provides a mechanism to engage students, faculty and the community in sustainable community development research. Key insights from multiple perspectives and lessons learned are shared.

Weeds, especially dandelion (Taraxacum officinale Weber in F.H. Wigg.), tend to infest a forage alfalfa (Medicago sativa L.) stand 2 to 4 yr after establishment. To develop better weed management systems, experiments were conducted at Lethbridge, Alberta, from 1995 to 2002 and Creston, British Columbia, from 1998 to 2001, which included the alfalfa cultivars Beaver (standard type) and AC Blue J (Flemish type) and annual applications of metribuzin and hexazinone. These herbicides are registered for weed control in irrigated alfalfa in Alberta and alfalfa grown for seed. In addition, two sulfonylurea herbicides, metsulfuron and sulfosulfuron, and glyphosate were included. All of the herbicides except glyphosate controlled or suppressed dandelion and mustard family weeds. Metsulfuron at 5 g a.i. ha-1 almost completely controlled dandelion at both locations. However, after metsulfuron application at Lethbridge, dandelion was replaced with an infestation of downy brome, which is unpalatable for cattle. None of the herbicides increased total forage (alfalfa + weed) yield, and in some instances herbicides reduced forage quality by causing a shift from a palatable to an unpalatable weed species. However, it was observed that AC Blue J consistently yielded more than Beaver, and weed biomass was consistently less in the higher-yielding cultivar. AC Blue J was developed primarily for the irrigated area in southern Alberta and for southern British Columbia. Therefore, additional experiments should be conducted to determine which alfalfa cultivars have the greatest ability to compete with weeds in other regions of western Canada. Significance Canada’s Liberal Prime Minister Justin Trudeau is preparing to welcome a more predictable and stable partner in Biden than outgoing Republican President Donald Trump. However, Biden is also expected quickly to cancel the Keystone XL pipeline, cutting another lifeline to Canada’s oil industry and creating some strain in Canada-US ties. Impacts Improved Canada-US ties will persist even if Trudeau loses the next federal election to Conservative Erin O’Toole. Canada will re-engage militarily with UN peacekeeping and NATO deployments. Trudeau will encourage Biden to end US prosecution of Meng Wanzhou, allowing Canada to release her; Biden may agree. Canada’s border with the United States will open in stages as COVID-19 recedes. Ottawa will push Biden to end ‘Buy American’ procurement policies, with little success.


Significance With steep reductions in public spending affecting education and social programmes, the budget signals an era of austerity in what had been Canada’s wealthiest province. One consequence is likely to be greater tension between the provincial government and the federal government in Ottawa. Impacts Major international funds will continue to divest from the oil sands sector, further depressing output as subsidies are cut. Remaining oil sands production will be increasingly automated, meaning that structural unemployment will persist. Ottawa’s refusal to contest US cancellation of the Keystone XL pipeline has raised tensions with the UCP government in Edmonton. The national broad-based economic recovery expected this year will largely bypass Alberta.


Significance Increasingly demanding climate mitigation targets in some economies have raised concerns over industry competitiveness and possible relocations of carbon-intensive industries. The EU plans a ‘carbon border adjustment mechanism’ (CBAM), effectively a tax, by 2023, to penalise imports from economies without comparable climate policies. These types of measures strengthen industry support for such policies, but risk triggering trade disputes. Impacts Efforts to link different emission trading schemes will grow. Decarbonisation policies will change demand patterns for manufacturing inputs. Developing countries’ climate diplomacy will need to be coordinated with their trade ministries.
