The article discusses the current state of the Russian economy and its innovative development, as in recent years, very relevant was the question of increasing economic growth by increasing the volume of production and extraction of fuel and energy resources, and through the implementation of innovative potential of the country. To encourage this trend in 2011 approved the Strategy of innovative development of Russia for the period up to 2020. The article analyses the results and the conclusions that have already created the infrastructure of the national innovation system, established and developed the implementation of the innovative development Program (IDP). As a result of writing problems faced by state-owned companies in the development of IDP.

The article discusses the Japanese strategy of innovative development of the economy and society – the strategy «Society 5.0». The author emphasizes that active digital transformation is currently necessary for global economic growth, which is the basis of «Society 5.0». This strategy implies the develop-ment of technologies that sets the vector of development of both industry and the manufacturing sector, as well as society as a whole. The article substantiates the need for a global digital transformation that ensures serious changes in the life of society, including management, the structure of industry and employment. It is shown that «Society 5.0» is based on the integration of physical and cyberspace to solve social problems, allowing people to live as comfortably as possible due to technological innovations. The obstacles that countries have to overcome when implementing the new innovation strategy «Society 5.0» are highlighted. The problems that pushed the Japanese government to the need to develop innovative approaches to the devel-opment of the economy and society are described. It is emphasized that the basis for the transition to the strategy «Society 5.0» is the program «Digital Economy of the Russian Federation».

The paper focuses on the problem of effective innovative regional development for strengthening the country's competitive position in the world market, ensuring the economic growth and improving the living standard of the population, which is a key task of the socio-economic policy of the Russian Federation. Creating modern mechanisms for managing innovative regional development should contribute to the activation of innovative activities in the region, increase its investment attractiveness and, as a result, improve its position in the National Rating of Investment Attractiveness of the subjects of the Russian Federation. Based on the analysis of the Global Innovation Index, conclusions are drawn about the success of the implementation of the Strategy of Innovative Development of the Russian Federation until 2020, and factors that have a positive and negative impact on the effectiveness of the innovation system of the Russian Federation are identified. The conducted SWOT analysis of the innovative potential of the Astrakhan region has shown that, despite the real potential, the innovative development of the region is at a low level. The concept of mechanism of innovative development is clarified and the concept of region is specified. The mechanism of innovative development of the region is proposed, consisting of seven elements: object, center, subjects, goals, algorithms of the mechanism of innovative development of the region, including management processes, methods and tools of management, conditions and factors that can contribute to or hinder the effective functioning of the mechanism, a system for evaluating the effectiveness of its work. The purpose of the mechanism is substantiated: to provide a synergistic effect in the development of the innovative potential of the region by ensuring effective interaction of all its participants. It has been stated that the proposed mechanism of innovative development can be used in any subject of the Russian Federation, taking into account the specific features of the region.

The article presents the key results of scenario projections that underpinned the Strategy for long-term low carbon economic development of the Russian Federation to 2050, including analysis of potential Russia’s GHG emission mitigation commitments to 2050 and assessment of relevant costs, benefits, and implications for Russia’s GDP. Low carbon transformation of the Russian economy is presented as a potential driver for economic growth that offers trillions-of-dollars-worth market niches for low carbon products by mid-21st century. Transition to low carbon economic growth is irreversible. Lagging behind in this technological race entails a security risk and technological backwardness hazards.

Subject. The article investigates a Russian approach to ensuring economic growth. Objectives. The aim is to identify the basis of the Russian approach to ensuring economic growth. Methods. The study rests on the systems approach, using the methods of statistical, neural network, and cluster analysis. Results. The paper defines the structural importance of exports of goods and services, and changes in inventories. It highlights significant links with public consumption expenditures. The Russian approach to ensuring economic growth comes down to devaluation of the national currencyб resulting from the loss of the real inflationary potential of economic growth to maintain the volume of exports of goods and services in the context of maintaining public consumption expenditures. The increase in M2 forces the Central Bank of the Russian Federation to increase its foreign exchange reserves. This has a restraining effect on the growth of Russian Ruble’s monetary exchange rate. This phenomenon causes a drop in the Russian federal loan bond (OFZ) index and a replacement of strategic priorities with tactical ones. Conclusions. The basis of the Russian approach to ensuring economic growth is a reflection of the limits of the Russian economy development and the effectiveness of the Government of the Russian Federation.

The aim of the study is to assess the innovative potential of housing construction through determining the purchasing power of citizens acquiring housing in the property. In terms of hypothesis the study offers the term of acquiring housing in property as a criterion for this assessment. This indicator displays the change in the purchasing power of citizens under the influence of various externalities. The analysis of this indicator allows us to determine the influence of these factors on the change in the purchasing power of population, to identify the reserves that contribute to its increase, and to identify the policies aimed at innovative development of construction industry. The article assesses the innovative development of housing through an in-depth analysis of factors affecting the change in the term of housing acquisition in the Russian Federation at large, as well as in the context of individual subjects of the Central and North-Western Federal Districts of Russia in the period from 2017 to 2018.

The article describes two priority lines for action to restart national projects. First, it is necessary to move to the five-year national economic plan as a system of national projects. Second, we need new national projects, because the existing 13 projects do not cover some tasks formulated in the decrees of the President of the Russian Federation V.V. Putin. We are talking about such tasks as increasing the real incomes of Russians and overcoming poverty, about ensuring a technological breakthrough. The author notes that we need a system of national projects, focusing on key sectors of the Russian economy, primarily in mechanical engineering. We also need new national projects to ncrease investments in the fixed capital and human capital (in the "knowledge economy"). Moreover, it is necessary to adjust the content and system of measures for some existing national projects.

In the last 15 years China has been showing the dynamic development of its innovation system which has become the basis for high economic growth that continued even during the global financial crisis of 2009. China’s current achievements in the development of innovations are directly related to the state policy which demonstrates their exceptional effectiveness. There is a similarity in problems the transitional economies of Russia and China are now facing in the field of innovative development. The key objective of the presented here research is statistical and structural analyses of the processes taking place in China’s innovation sphere. The analysis is expected to reveal what measures implemented within Chinese economy have stimulated the dynamic development of the country’s innovation sector. The authors also hope to determine how similar measures can be implemented in the context of the Russian Federation.
