The article describes specialized tools for assessing a team of executors of a scientific and technological project based on the information contained in the project documentation, developed within the framework of the methodology for assessing the readiness of an innovative scientific and technological project, and increasing the objectivity of expert evaluation of projects. These tools can be used to determine if a team is in line with a planned or ongoing project. The application of the proposed tools allows us to assess the risks of failure to achieve project results associated with various characteristics of the project team and formulate recommendations for the development of the project team aimed at reducing them. Specialized tools have been tested for projects of the federal target program «Research and development in priority areas of the scientific and technological complex of Russia for 2014–2020».

The article considers socio-demographic issues of research and development of the «Federal Target Program for Research and Development in Priority Areas of Development of the Russian Scientific and Technological Complex for 2014–2020». Analysis based on project's documents in the Program from 2014 to 2016. We studied the dynamics in both quantitative and qualitative characteristics of project performers – applied research and experimental development, and defined trends of project R&D personnel changes, including sociodemographic characteristics: age, size and composition of performers, the proportion of researchers with academic degree, and the proportion of women-researchers. In the article it is shown that specialists under 40 years of age are the largest part of project performers. The renewal of project personnel in time of projects is 65 percent. In the article it is also shown a strong correlation between project academic personnel and academic personnel of Russia as a whole. We devised proposals for tracking quantitative and qualitative parameters of project performers and for securing growth the skill level of young specialists in projects.

The paper presents the results of studies of the effect of the concentration of binder components on the properties of cement alkaline stone. Formulations of clinker-free binders of alkaline activation with the level of filling the system of 20 and 40% have been developed, the properties of the cement paste of the binding binder "aspiration dust - mineral powder - liquid glass" have been studied, the dynamics of a set of strength indicators has been studied, both for bending and compressive forces. The received results allow to estimate uniqueness of properties of a binding binder "a mineral powder - Na2SiO3" and to create new materials on resource saving and energy saving technology. The results presented in this article were obtained within the framework of studies on the implementation of scientific project No. 05. 607.21.0320. "Development of technology for new building composites based on clinkerless cement of alkaline activation using substandard natural and secondary raw materials" supported by the Federal Target Program "Research and Development in Priority Areas of Development of the Scientific and Technological Complex of Russia for 2014-2020". It is proposed to consider as a subtype of social innovation a significant change in the interaction of the scientific team that has arisen as a result of a scientific or scientific-technical project, generating specific conditions for obtaining and (or) developing new knowledge and, possibly, the economic benefits of such a change. A hypothesis has been put forward that the use of patent data characterizing individual results of scientific and technical activity allows us to identify scientific or scientific and technical projects and their results, which have become drivers of the growth of social innovations or social effects of innovation, which consist in expanding the boundaries of the previous scientific school of performers or creating new scientific school, or in expanding the boundaries of research. The hypothesis was tested on a number of completed projects of the federal target program «Research and Development in Priority Directions for the Development of the Scientific and Technological Complex of Russia for 2014–2020».

The Atlas of the Socio-Demographic Development of Russia and Iran is a comprehensive scientific and practical publication that presents a cartographic model of cross-country comparisons of the socio-demographic development of the states. The model helps to obtain information about the main parameters of the socio-demographic situation in comparison with similar indicators, as well as to analyze the main trends of the socio-demographic development of the state and society. The Atlas is addressed to scientists, civil servants, social workers, teachers, graduate students, students (demographers, sociologists, political scientists, economists), as well as anyone interested in the socio-demographic development of Russia and Iran. The Atlas was prepared within the framework of the federal target program «Research and Development in Priority Areas of Development of the Scientific and Technological Complex of Russia for 2014–2020», approved by the Decree of the Government of the Russian Federation on May 21, 2013 No. 426, to the I Russian-Iranian sociological forum (Moscow, November 16–18, 2020).

The reclamation complex of the Nonchernozem zone of Russia has been under the influence of a combination of unfavourable factors for a long time. The problems of scientific and staff support today limit the development of the complex and create risks for the successful implementation of the Federal Target Program "Development of Land Reclamation". In order to analyze the situation and find the right solutions, a study was carried out using the method of expert assessments. Twenty-four highly qualified specialists took part in it: 2 Academicians of the Russian Academy of Sciences, 4 Corresponding Members of the Russian Academy of Sciences, 10 Doctors of Sciences and 9 Candidates of Sciences. To preserve and build up the agro-resource potential within the framework of the Federal Target Program "Development of Land Reclamation" in the next decade, it is necessary to develop 300-400 thousand hectares of shrubby fallow, to carry out major repairs of drainage systems on an area of up to 300 thousand hectares and their reconstruction on an area of up to 100 thousand hectares, carry out chemical reclamation on an area of up to 5 million hectares on average per year. The need for qualified personnel to solve these problems will amount to 18–20 thousand professional workers and up to 5 thousand specialists, including 1.0 thousand people in research and development, 1.5 thousand people in exploration and design sphere, 2.5 thousand people in the construction and operational sphere. The fundamental importance belongs to the scientific support of the innovative reclamation complex, the renewal of which should be carried out on the principles of resource and energy conservation, nature likeness, informational support and digitalization of management processes.

INTRODUCTION. This article discusses that part of the classical Eurasian concept, which is devoted to ethno-national relations prevailing in Northern Eurasia, the characteristics of the factors and traditions that determined the formation of the Russian superethnos. The content of the categories “Eurasian nationalism” is revealed, which, according to the classics of the doctrine, should become the core idea of the formation of the Russian multi-national nation. Considerable attention in the article is paid to the analysis of the correlation and interconnection of the categories “people” and “nation”, the characteristics of their specific features.MATERIALS AND METHODS. The article is based on a study of the concepts of Eurasianism presented in domestic and foreign science and the provisions of the Federal Target Program approved by the Government of the Russian Federation “Strengthening the Unity of the Russian Nation and Ethnocultural Development of the Peoples of Russia (2014 – 2020)” are considered.RESEARCH RESULTS. In the article the thesis is substantiated that the modern theoretical substantiation of the tendency for the formation of the “Russian nation” is associated with the desire to strengthen the national substrate of Russia as a single federal state and to avoid the sad experience of the split of the USSR. The author analyzes various approaches to realizing the task of forming a multi-national nation on the basis of the Russian people and shows his own position with respect to the idea of adopting a special Law on the Russian nation.DISCUSSION AND CONCLUSIONS. The article critically evaluates the position that rigidly links the formation of a nation with the creation of its own sovereign national state which in most cases is not applicable to multinational states.
