The paper considers the importance of the anti-terrorist function of the state, which consists in the possibility of neutralizing the main threat-forming factors of illegal encroachments on the constitutional system: 1) radicalism; 2) enmity and hatred; 3) extremism; 4) terrorism. The purpose of the paper is to search for effective support of all areas of the state’s antiterrorist function: 1) prevention; 2) struggle; 3) elimination of harmful consequences; 4) self-sufficiency. The analysis of the category "anti-terrorist function of the state" is carried out in the combination of dialectical and systemic research methods, as well as by a conceptual approach to identifying new forms of implementation. In the course of the analysis, the author formulates and scientifically substantiates his position: the support of the anti-terrorist function of the state determines the social purpose and social significance of the prevention of terrorism as the primary direction of anti-terrorist activities. The paper reflects the currently important feature of the considered function — the socio-political component of countering terrorism as a point of contact between the opposing entities. The transformation of manifestations of terrorism, which creates threats to individual, public, state, collective, regional, and international security, requires anti-terrorist actors to act ahead of the curve. A citizen protected from terrorist influence will expect the state to maintain such a safe state. At the same time, the average citizen is far from being able to participate in strengthening the anti-terrorist function of the state. A separate set of state measures is of interest in the course of systematizing the functions of the modern Russian state. Modern terrorists, using the achievements of humanity, are embedded in an invulnerable actor of the planetary level. Attempts to reduce these manifestations to an acceptable level only by anti-criminal methods of law enforcement agencies are comparable to the failure and beginning of the reproduction of terrorism. Without a comprehensive approach in the anti-terrorist sphere, it is impossible to create sustainable development and conditions for the implementation of national interests. This system is formed, implemented, optimized, improved and harmonized under the influence of many socio-political factors. The stability of the system under study is conditional due to the variability of various external and internal sources of government that affect its processes.

The aim of the study is to analyze the factors of Mongolia's national security in the context of the country's security and approaches to the implementation of demographic policy. The object of the study is the demographic processes in Mongolia during the COVID-19 pandemic in the context of ensuring the country's national security. The subject of the study is the measures taken by the state authorities of Mongolia during the COVID-19 pandemic to protect national interests from internal and external threats, the patterns and principles of implementing and ensuring the national security of the state in the context of solving the country's demographic problems. The most important element of the stability of the national security of the state is demographic security, as it is responsible for the process of reproduction of the country's population, in quantitative and qualitative terms. The approach of the Mongolian state in the context of a pandemic is aimed at protecting every citizen, society and country as a whole from internal and external threats, which allows maintaining the sovereignty, sustainable socio-economic and demographic development, territorial integrity of Mongolia. The study analyzed demographic processes during the COVID-19 pandemic, including fertility, mortality, migration, nuptiality and divorce. The features of migration processes during the COVID-19 pandemic are considered, including the return of Mongolian citizens to their homeland through channels organized by the state — export flights. The links between the socio-economic situation and changes in the demographic sphere in the country are revealed. The key risks in the development of demographic processes in Mongolia during the COVID-19 pandemic, affecting the sustainability of national security, have been identified. Based on the results obtained, measures are proposed to strengthen the demographic policy in Mongolia.

The article is devoted to the analysis of the ratio of external and internal sources of state sovereignty. It is found that sovereignty cannot be established without external sources, and the sovereignty of the state is to establish external relations with other states as political monads, i. e. coexisting political substances. At the same time, the sovereignty of the state is closely interconnected with the idea of national identity: the justification of sovereignty is the integration of all cultural groups of the country around the idea of national identity, which is the subject of protection of state sovereignty. The national idea acts as the main source of legitimation of the state’s sovereignty, and the national identity acts as a mechanism for combining the national idea and the state’s sovereignty. In today’s globalized society, national identity appears not as an opponent of internationalism, but as a prerequisite for building international relations in recognition of the sovereignty of states that have their own national idea. The global state appears not as a replacement for the nation-state, but only as a principle of interdependence and expression of the need for cooperation between modern nation-states. Global civil society creates a need for the principle of multilateralism in the interaction between modern states, i. e. the need for their constructive interaction based on mutual respect for the idea of national identity and its derivatives — national interests, national values and so on. The strategic provision of internal sources of state sovereignty, especially a clear link between national identity and the integrated national idea, makes possible and appropriate to turn to external sources of state sovereignty.

Information security in the modern post-industrial “authorized” world is becoming one of the key ele-ments in the state’s national security system. The author of the article notes that the Russian state policy in the field of information security is imple-mented according to a “tough” model: reliance on law enforcement agencies and prohibitive measures, the desire to control the transmission channels of big data, to monopolize or at least take control of the main sources of media generation. As recom-mendations for optimizing the state information policy, the author proposes to strengthen the inter-action of state institutions with non-profit organiza-tions, social movements and other elements of civil society. Moreover, it is needed to move from a pro-hibitive model of informational confrontation to a combined one, combining both counterpropaganda and readiness for dialogue with external political actors on mutual interests; to step up the work of state bodies in compliance with the legality of the circulation of information in the latest communica-tion systems. It is also proposed to introduce the development of competence to counter informa-tional political aggression into the system of train-ing the state and municipal employees.

In the conditions of instability of the world economy and the introduction of sanctions against Russia by a number of countries, the problem of ensuring national economic security has become particularly relevant. This topic also has a high scientific, practical and social significance, as it allows to identify possible gaps in the economic security of modern Russia and timely develop mechanisms to eliminate them to protect the national interests of the state. The purpose of this article is to determine the state and prospects of improving the economic security of modern Russia. This can be achieved by solving the following tasks: review of existing methods to evaluate the economic security of country, conduct a SWOT analysis of economic security of modern Russia, the development of suggestions for its improvement. This research analyzes various aspects of the economic security of modern Russia. As a result, the author developed an integrated method to ensuring the economic security of the country, as well as a matrix of economic security within this method. The way of increase of economic security of modern Russia is offered. Thus, to overcome the threats for the economic security of modern Russia, it is necessary to implement the recommendations developed by the authors, including the establishment of their own production and the construction of an innovatively oriented model of the economy. This will ensure the economic security of modern Russia and its stable development in the future.

The article is devoted to the study of the conditions for the formation of a truly legal state in the Russian Federation. It is noted that the process of formation of the system of the rule of law requires signifi cant efforts both by the state and by society. It is also emphasised that the key conditions that can ensure the effective functioning of the rule of law in Russia are the respect of the provisions of the Constitution of 1993 by citizens and the willingness to comply with those provisions in cooperation with the state, the independence of the judiciary, the real and rational separation of powers, the functioning of legislative bodies in accordance with the interests of citizens of the Russian Federation. According to the author’s opinion, trust in the Constitution and its ability to ensure social progress in general is the basis for strengthening the legal statehood of the Russian Federation in the long term. The author concludes that the strength of the construction of legal statehood in Russia is based on the stability of the constitutional system and the supremacy of the Constitution of the Russian Federation, its ability to subordinate to its action all citizens of the country and offi cials of public authorities.

The legal grounds for acquisition and revocation of citizenship by persons born and residing on the territory of different states may differ significantly due to historical, political, economic, and other reasons. This article provides a comprehensive analysis of the grounds for revocation of citizenship – denaturalization. The author establishes the factors and circumstances that contribute to termination of the political0legal ties of an individual with the state upon the initiative of the state. The article explores the international legal acts, as well as conducts a comparative analysis of the legislation of different countries on the issues of denaturalization. The author reviews the conditions and restrictions for implementation of the procedure for revocation of citizenship by the state, as well as correlation of such grounds for termination of citizenship as revocation of citizenship and reversal of decision on naturalization. The scientific novelty lies in the conclusion that revocation of citizenship is not prohibited by the international legal acts if there are legal grounds established by the domestic legislation of the country. Such grounds may include unlawful actions of a citizen against public security and national interests, as well as other actions that undermine the fundamentals of the constitutional system. The author offers the open legislative consolidation of the legal institution of denaturalization for the possibility of revocation of citizenship of an individual upon the initiative of the state.

The aim of the paper is to present the General state of information security in Ukraine and the attempt to understand the further possibilities of its development in conditions of European integration processes. Methodological basis of research are General scientific methods of research of information processes in modern society, which is based on the principles of system and structurally functional analysis using modeling methods that identify the state of information of the stability of society and the state. Information security for many countries in modern conditions, especially in integration processes and relations between them, due to several objective factors. A constant source of information threats is rooted in the unsettled international relations, international competition and the clash of national interests in militancy Nations, the differences of the vital goals and interests of the state. It is proved that the protection of state interests in the information sphere on the way to the European community provides for the implementation of a number of humanitarian, economic and military-technical nature, especially in the face of opposition to the European vector from extremely unfriendly to this process States. For a successful European integration process, it is necessary not only to adopt a more effective model of public policy, but also to put into practice social and cultural life is fundamentally new, integrated approaches to information security of individuals, society and the state, which, in turn, will contribute to the creation of a reliable soil information for the implementation of the European vector of Ukraine’s development. One of the important tasks of society and state is to develop and implement strategies for cultural development, the essence of which is to minimize destructive impacts on the society of the multidimensional communication space and create the conditions for the implementation of national and regional programmes to protect from humanitarian disasters.

The registration and regulation of marriage was one aspect of the Russian empire's modernization policies in the nineteenth century. Efforts by Russian state authorities to establish better control over their subjects through the registration and regulation of marriages created new questions and problems for the Muslim community and its understanding of the legality of marriage. This article focuses on the complications created by modern governance policies in the marriage practices of Russia’s Muslims. Even though the state wanted the Muslim family to be stable so that it might serve as the foundation of an imperial order, new laws introduced by the state caused confusion and disagreement within the Muslim community about the validity of marriages and disrupted the stability of the Muslim family.

The paper analyzes approaches to understanding the essence of national interests of the modern Russian State in the context of general theoretical standings. Attention is drawn to the fact that legal science focuses only on the political or economic aspects of national interests. However, a general theoretical perspective of the essence and content of national interests remains in the background. For these purposes, the paper focuses on some scientific approaches to understanding national interests and describes certain essential characteristics and their features. In the authors’ view, the essence of national interests is manifested through the prism of studying their characteristics, which reflects the author’s understanding of the definition of national interests as a substantive element (along with threats) of the national security of the State. Characteristics of national interests include: connectivity with the interests of the State, social justice, dependance on the interests of the State and society, consistency and complexity, awareness and integration, as well as their dependence on the economic situation in the country and its spiritual and cultural sphere. Thus, the authors present their own definition of national interests.
