Information security in the modern post-industrial “authorized” world is becoming one of the key ele-ments in the state’s national security system. The author of the article notes that the Russian state policy in the field of information security is imple-mented according to a “tough” model: reliance on law enforcement agencies and prohibitive measures, the desire to control the transmission channels of big data, to monopolize or at least take control of the main sources of media generation. As recom-mendations for optimizing the state information policy, the author proposes to strengthen the inter-action of state institutions with non-profit organiza-tions, social movements and other elements of civil society. Moreover, it is needed to move from a pro-hibitive model of informational confrontation to a combined one, combining both counterpropaganda and readiness for dialogue with external political actors on mutual interests; to step up the work of state bodies in compliance with the legality of the circulation of information in the latest communica-tion systems. It is also proposed to introduce the development of competence to counter informa-tional political aggression into the system of train-ing the state and municipal employees.

Recognizing the existence of a crisis of civil identity, Russian state proclaims patriotic values an integral part of Russian state policy in documents of strategic importance. The need to educate citizenship and patriotism has ceased to be only a theoretical problem, and has found its embodiment in a large number of federal and regional programs. In comparison with the previous decades, the role and importance of civic identity and civic competence in modern Russia are becoming much more important. The civil competence of the student is formed by education-pedagogically organized purposeful process of development of the student as a person, a citizen, the development and adoption of values, moral attitudes and moral norms of societies. National security strategy of the Russian Federation (2015) relates to Russia's traditional spiritual and moral values: the priority of the spiritual over the material, protecting human life, rights and freedoms of the individual, family, creative work, service to the Fatherland, the norms of morality, humanity, mercy, justice, mutual aid, collectivism, historical unity of the peoples of Russia, the continuity of the history of our country. The formation of the civil identity of the young Russian personality forms with the help of Federal state educational standards of primary General, basic General and secondary General education, so the state policy in overcoming the crisis of civil identity devotes a large number of documents and programs to the field of education. The article attempts to trace how through normative and legal acts the state consistently tries to overcome the crisis of civil identity, identified by the scientific and expert community. Following the authors of state programs and the expert community studying the problems of identity crisis, it is noted in the article that the formation of civil identity is one of the most important conditions for the successful development of the country.

The maintenance of civil peace and harmony in the Russian state from time immemorial has been defined as a priority that allows maintaining the integrity of both state and territorial. Global processes taking place in the world, epidemic waves of viruses, incessant local wars, diligent attempts to separate people and peoples bring to the fore the need to consolidate society in order to ensure the national security of the country. In this context, the importance of statistics increases, which significantly affects the perception of the dominant values by society, forms the attitude of people to the state policy being pursued. At the same time, the understanding of statistical information (figures, data) in a number of cases does not correspond to reality, making it difficult to adequately assess the existing situation, which is associated with an insufficient level of statistical literacy of the population, officials and specialists in various fields of activity.

Approaches to scientific state institutions activities in the field of modern history, as well as practices of civil society and state institutions functioning in the educational policy are analyzed.

Attracted by the new Information and Communication Technologies (ICTs), political actors across the world have adopted computer-based systems for use in government as a means of reforming inefficiencies in public administration. This book chapter critically examines the convergent use of the new digital technologies and Geographic Information Systems (GIS) within the reform of government administration, through the in-depth examination of a central case study focused around a collaboration between the government of the Indian state of Karnataka and the non-profit eGovernments Foundation, from 2002 to 2006; a partnership which sought to reform existing methods of property taxation via the establishment of an online platform-system across the municipalities of 56 towns and cities within the state. The research analyses prevailing actor behaviour and interactions, their impact on the interplay of local contingencies and external influences shaping project implementation, and the disjunctions in these relationships which inhibit the effective exploitation of ICTs within the given context.

This article explores the influence of politics and institutions on poverty and inequality. It first considers the general contention that poverty is shaped by the combination of power resources and institutions. On one hand, scholars in the power resources tradition have emphasized the role of class-based collective political actors for mobilizing “power resources” in the state and economy. On the other hand, institutionalists have highlighted the role of formal rules and regulations. The article goes on to discuss the theoretical arguments of power resources theory and the evidence for key power resources (that is, collective political actors like labor unions and parties). It also reviews institutional explanations, focusing on the key concepts and theories and as well as the evidence linking the most salient institutions to poverty. Finally, it examines how state policy influences poverty and presents several challenges for future research.

This article is intended for the theoretical foundations of the strategy of security in the border areas of Ukraine by law enforcement agencies. Law enforcement agencies are existing in society and the state institutions and organizations that perform law enforcement and law enforcement functions whose main task is to ensure security in the border areas of Ukraine. At the current stage of development of Ukraine as a democratic social and legal state, taking into account the recent global changes in the world, the development of law enforcement agencies to ensure national and internal security from internal and external threats is one of the priorities of European policy. The choice of the population of Ukraine highlighted the problem of implementation of ratified agreements with the European Union, including the provisions of the European Charter in the field of security in the border areas of the state, as important components of the political and legal system of Ukraine. Ensuring state security, protection of the state border and protection in the border area of Ukraine in accordance with the Constitution of Ukraine is entrusted to military formations and law enforcement agencies of the state. The state pays special attention to improving the legislation in the field of administrative and legal regulation in the field of national and internal security of the state from internal and external threats. The formation of the scientific doctrine of the scientific order in Ukraine has its own difficult history. Maintaining and strengthening the rule of law in society in modern conditions, as a necessary prerequisite for the effective functioning of an extensive human rights mechanism with the participation of state institutions, law enforcement agencies, civil society require thorough doctrinal support.

The paper considers the importance of the anti-terrorist function of the state, which consists in the possibility of neutralizing the main threat-forming factors of illegal encroachments on the constitutional system: 1) radicalism; 2) enmity and hatred; 3) extremism; 4) terrorism. The purpose of the paper is to search for effective support of all areas of the state’s antiterrorist function: 1) prevention; 2) struggle; 3) elimination of harmful consequences; 4) self-sufficiency. The analysis of the category "anti-terrorist function of the state" is carried out in the combination of dialectical and systemic research methods, as well as by a conceptual approach to identifying new forms of implementation. In the course of the analysis, the author formulates and scientifically substantiates his position: the support of the anti-terrorist function of the state determines the social purpose and social significance of the prevention of terrorism as the primary direction of anti-terrorist activities. The paper reflects the currently important feature of the considered function — the socio-political component of countering terrorism as a point of contact between the opposing entities. The transformation of manifestations of terrorism, which creates threats to individual, public, state, collective, regional, and international security, requires anti-terrorist actors to act ahead of the curve. A citizen protected from terrorist influence will expect the state to maintain such a safe state. At the same time, the average citizen is far from being able to participate in strengthening the anti-terrorist function of the state. A separate set of state measures is of interest in the course of systematizing the functions of the modern Russian state. Modern terrorists, using the achievements of humanity, are embedded in an invulnerable actor of the planetary level. Attempts to reduce these manifestations to an acceptable level only by anti-criminal methods of law enforcement agencies are comparable to the failure and beginning of the reproduction of terrorism. Without a comprehensive approach in the anti-terrorist sphere, it is impossible to create sustainable development and conditions for the implementation of national interests. This system is formed, implemented, optimized, improved and harmonized under the influence of many socio-political factors. The stability of the system under study is conditional due to the variability of various external and internal sources of government that affect its processes.

Relevance of the article - security has always been one of the priority issues of state policy, and considering the fact that the defense forces are an inseparable part of state security, the study of their information security is essential. The feasibility of this study is confirmed by the fact that in the current conditions of development of the information society, the information technology of the Ukrainian defence forces must adapt to the current challenges and threats, to ensure proper protection of information of strategic importance to the state and collected, consolidated and stored by the defence forces. The purpose of this article is to identify problems of information security of defence forces in Ukraine, to find ways of their elimination. Formal logical, systemic structural, comparative and legal methods were used to conduct the research. It is stated that by dividing the information space and cyber space, the legislator has laid down legal regulation of protection of the information space of the state. It is understood that the Lithuanian and Latvian forces for combating threats to the information space were consolidated within the structure of the Ministry of Defence.

В статье рассматриваются концептуальные подходы, практические меры, слабые стороны и положительные новации в сфере реализации государственной миграционной политики и государственной национальной политики РФ в отношении адаптации и интеграции мигрантов. Изучен характер взаимодействия мигрантов и принимающего российского общества и его влияние на адаптационные и интеграционные процессы. Проанализировано восприятие культурных отличий в молодежной среде (по результатам исследования в школах и вузах г. Москвы). Делается вывод, что большинство россиян не настроено на активное взаимодействие c инокультурными мигрантами, что является препятствием для успешной интеграции мигрантов. Потенциал для успешных интеграционных процессов наблюдается в образовательной среде. Несмотря на то, что в нашей стране на сегодняшний день отсутствуют полноценные условия для успешной интеграции мигрантов, в последние несколько лет происходят положительные изменения. Если раньше государственные институты выполняли функции преимущественно по социальной адаптации мигрантов (административно-правовой аспект), то в настоящее время со стороны органов власти увеличивается поддержка некоммерческих организаций, осуществляющих деятельность по адаптации и интеграции мигрантов в принимающее общество; поддерживаются и распространяются лучшие практики общественного сектора, который всегда понимал важность осуществления проектов, нацеленных на тесное взаимодействие мигрантов и местного сообщества. The article examines conceptual approaches, practical steps, weaknesses and positive innovations in the implementation of the State Migration Policy and the State National Policy of the Russian Federation in relation to adaptation and integration of migrants. The article studies the nature of interaction between migrants and the host Russian society and its impact on adaptation and integration processes. It analyzes the perception of cultural differences among young people (based on the results of research done in schools and universities in Moscow). The majority of Russians are not inclined to actively interact with foreign-cultural migrants, which is an obstacle to successful integration of migrants. The potential for successful integration processes is observed in the educational environment. Despite the fact that our country currently lacks full-fledged conditions for successful integration of migrants, positive changes have been taking place in the past few years. If earlier state institutions performed functions primarily for the social adaptation of migrants (administrative and legal aspect), now the authorities are increasing support for non-profit organizations that work on adaptation and integration of migrants into the host society; the best practices of the public sector, which has always understood the importance of implementing projects aimed at close interaction between migrants and the local community, are supported and disseminated.
