This study is motivated by the performance of the Department of Environment and Hygiene Services of Bandung City which has not been optimal. This is partly due to the poor services in the underground water mining sector, thus it is a current synthesis. This study aims to explore and discuss organizational performance through policies that have been implemented. The research method used was a descriptive qualitative approach, using data collection techniques of observation, interviews, and literature study. The results of the study indicate that the performance of public organizations has not been optimal due to low responsibility, responsiveness, and accountability, as well as internal constraints that occur structurally, the competence of human resources and non-human resources that are not appropriate so that it affects performance in the underground water mining sector that does not comply rule. This study concludes that the organizational structure and human resources in public organizations have not been effective and efficient so that the completion of public services is hampered.

Gunung Kawi Temple is one of the most monumental archaeological remains in Bali originating from the 10th to 11th century. This study aims to determine the values of local wisdom of ancient Balinese society related to the construction and presence of Gunung Kawi Temple. Data were collected through literature study and observation. Analysis was conducted through qualitative approach using data integration and explanation based on theory. Explanation is presented in narrative text. The results of this study indicate that the construction using the concept of cliff temple is an adaptation in addressing the limitations of geography and material resources. This adaptation is a form of ancient Balinese society local wisdom. This local wisdom is also reflected on the environmental preservation value which is related to the function of Gunung Kawi Temple as a religious sacred building. Keywords: gunung kawi, cliff temple, local wisdom, adaptation, enviromental preservation. Kompleks Candi Gunung Kawi merupakan salah satu tinggalan arkeologi paling monumental di Bali yang berasal dari abad ke-10 sampai 11 Masehi. Kajian ini bertujuan untuk mengetahui nilainilai kearifan lokal masyarakat Bali Kuno yang terkait dengan pembangunan dan keberadaan Kompleks Candi Gunung Kawi. Pengumpulan data dilakukan melalui studi kepustakaan dan observasi. Analisis dilakukan melalui pendekatan kualitatif dengan pengintegrasian data dan memaparkan simpulan-simpulan berdasarkan teori. Pembahasan kemudian disajikan dalam bentuk teks naratif. Hasil kajian ini menunjukkan bahwa pembangunan dengan konsep candi tebing merupakan bentuk adaptasi dalam menyikapi keterbatasan geografi dan sumber bahan baku. Adaptasi tersebut merupakan salah satu wujud kearifan lokal masyarakat Bali Kuno. Kearifan lokal tercermin juga dari nilai pelestarian lingkungan yang terkait dengan fungsi Kompleks Candi Gunung Kawi sebagai bangunan suci keagamaan.

<p><em><span lang="IN">The purpose of this study is to know the management of productive zakat for the economic empowerment of society in LAZISNU Kudus. This study uses a qualitative approach and is described descriptively. Data collection techniques used interviews, observation, and documentation. While data analysis using data reduction, data display and verification. From the results of the study concluded that the management of productive zakat funds conducted by LAZISNU Kudus using the stages in management science. The steps in the empowerment of productive zakat by LAZISNU Kudus include data collection, supervision and supervision. There are two obstacles facing LAZISNU, internal and external factors. Among the internal factors are limited funds provided, lack of coordination, lack of adequate human resources and administrative management that is still traditional. While external factors include is still a lot of muzakki who pay zakat outside amil institutions and mustahik less know management business.</span></em></p>

Nowadays the Indonesian Navy is considered to have succeeded in strengthening its role in carrying out the development of a world-class marine defense force and has also received recognition from various countries in the world. However, there are still many problems regarding improving the performance of human resources in the Navy organization. This study aims to determine the strategy of the Navy Leaders in improving the quality of competent human resources in their fields. Furthermore, the research objectives can be detailed again and are more operational in nature, namely a). Formulating a strategy for the leader of the Navy to solve the problem of inequality in the number of personnel with existing positions, especially in the lieutenant colonel and colonel strata until 2024 and b). Determining the strategy of the leader of the Navy in solving problems has not created a synergy between the functions of education, use, and maintenance so that it hinders the development of personnel. The method used in this study is a qualitative approach based on direct observation analysis, expert interviews, and literature study. The qualitative approach assumes that human resources are active resources, therefore the qualitative approach aims to understand the object and make explorations. The strategy results obtained are the implementation of competency-based personnel development policies, empowerment of the Navy Personnel Assessment center, carrying out "Superior Job Performer" activities, conducting Competency Based Interview (CBI) training and developing "Integrated Personnel Information System", and implementing the second policy careers for personnel who are not elected to certain positions. Furthermore, synergize between the functions of education, use, and maintenance of personnel for continuous personnel development.

Resources are essential for organizations to cope with challenges and to achieve their desirable outcomes. Although much scholarly attention has been paid to the type or level of resources allocated or used to enhance organizational effectiveness, relatively little effort has been made to analyze whether and how resource changes influence organizational performance. Considering today’s unstable fiscal climate, this study focuses on how government agencies respond to their budget fluctuations—both gains and cuts—and their distinctive impact on agency performance. Using data from the Performance and Accountability Reports from FY 2004 through FY 2014, we analyze the effect of budgetary resource changes on organizational performance in 52 U.S. federal agencies. Findings show that agency effectiveness is significantly influenced by budget changes. In particular, we find an asymmetric relationship between budgetary resource changes and organizational performance. It appears that budget cuts are not associated with changes in agency performance, whereas budgetary resource gains are associated with dampened agency effectiveness. Ultimately, this study provides insights into public organizations’ resilience and calls for considering change management perspectives when exploring resource–performance linkages.

This article aims to analyze the opportunities and challenges in the era of the industrial revolution 4.0. This research is a descriptive study with a qualitative approach and uses the literature study method. This study indicates that the opportunities in the era of the industrial revolution 4.0 are in the industrial ecosystem, which is increasingly open, and the challenges are focused on the readiness of human resources. This study formulates that to prepare competitive human resources in the era of the 4.0 industrial revolution, learning in tertiary institutions must be oriented towards a) inter-multi discipline; b) problem solving oriented; c) interpersonal skills, and d) innovation based on technology.

Background of the study: Libraries use social media to promote libraries for users, one of which is Instagram. Gadjah Mada University Library (UGM) and several faculty libraries have used Instagram as a promotional media, but not all are up to date. Purpose: The purposes of this study are to identify the way the faculty library promotes through Instagram and analyze the motivation factors and obstacles faced in promoting the library through Instagram. Method: This study was conducted at the faculty library at UGM used a thick description with a qualitative approach. Data collection techniques used are in-depth interviews, observation and literature study. This study discusses the use of Instagram as a library promotion media from librarians and staff who manage the library's Instagram. Findings: The results of the study show that: First, seven of the eighteen library libraries at UGM were promoted through Instagram. The way the faculty library promoting on Instagram is through posting content such as documenting events, library services, promoting events, and e-resources. Second, the motivation factor of the faculty library at UGM to use Instagram as a promotion media is to adapt to the generation of users and social media used by users. The obstacle faced by most faculty libraries in using Instagram as a library promotion media is the limitations of Human Resources (HR). Conclusion: The use of Instagram as a promotion media of faculty libraries at UGM is still not up to date. The majority of faculty libraries haven't used Instagram to promote the library. Seven faculty libraries have used Instagram but are not the same in up to date.

This paper aims to explore the Instagram utilization and its obstacles as a media promotion of Pustakalana’s library in Bandung, West Java. The research uses qualitative approach. The informants of this research are Pustakalana’s Instagram administrator and Pustakalana’s coordinator, while data collection techniques consist of observation, interview, literature study, and documentation. Triangulation method is used to test data validity and credibility. Technical data analysis involves of data reduction, data presentation, and conclusion. The results of this study indicate that Pustakalana’s library has been utilized the Instagram to promote its library, such as various activities and services growing children’s creativity and imagination, events and workshops for parents, photographs of popular and recommended book collection, quotes to motivate children to read, and the atmospheres of the library and bookstore which are convenient and exciting, and another library services information. Instagram of Pustakalana’s library is not only used for promoting its activities, but also for sharing information and communication by its followers in media. Instagram features are almost entirely utilized by the library on promotions and interactions in other social media. The promoted content in Instagram account contains all information that relate to the library. Nevertheless, they are obstacles emerge in Pustakalana’s Library such as the incompatibility between the number of followers with the number of likers who are obtained on each uploaded post, and the lack of human resources. This study aims to analyze and describe the Coordination of Actors in the Implementation of Child Friendly Cities in Sidoarjo Regency. This type of research is descriptive research with a qualitative approach, the research location is at the Office of Women's Empowerment, Child Protection and Family Planning. the research informant is the Head of the Fulfillment of Children's Rights. Types of primary and secondary data using data collection techniques through observation, interviews and documentation as well as literature study. The technical analysis of data uses an interactive model by Miles and Hubermen, namely by data reduction, data presentation, and drawing conclusions or verification. The results of the study indicate that the coordination of actors in implementing child-friendly programs is carried out through planning meetings, implementing activities in accordance with the roles and functions of each actor..

This study aims to find out the role of educational institutions and educators in shaping individual mistakes. This research uses a qualitative approach based on literature study. The results of this study indicate that educators in the sense of being nurtured and imitated have a very large role in shaping the morality of students to become a pious generation. Educators and students as a unit that has an attachment to each other. Islamic educational institutions need to manage education including educators and students. Educators and students are human resources who have an important role in shaping piety.

The city of Bandung has great potential for halal tourism. In addition to the carrying capacity of natural and human resources, Bandung has been designated by the Indonesian. However, policy makers still have not carried out special branding for halal tourism for the city of Bandung. This study has a purpose to observe the importance of branding for halal tourism in Bandung. This study uses a qualitative approach. The data were collected through questionnaires and literature study. The result showed that the majority of Muslims from various countries consider halal tourism branding important and influence their choice of the city they will visit.
