Factors of innovative growth of the construction industry in Russia

The article is devoted to technological innovations, problems of their implementation at the industry level and at the level of construction organizations. The factors hindering the introduction of innovations in the investment construction complex are identified. Measures of state support for this process are proposed. Recommendations are given for improving the mechanisms for introducing innovations in the investment construction complex. Technological progress determines the pace and strategic directions of construction development. Since the construction industry sets the pace of economic development and is an important sector of the economy of many countries of the world, there is no doubt about the relevance of the problem under study. The introduction of technologies has contributed to the dynamic development of construction services in the last few years in developed countries. The purpose of the study is to analyze the prerequisites for the strategic development of construction based on scientific and technical development, as well as to identify growth restrictions in the regions of the country. The following research methods have been used by the author - system, situational, network approaches, modeling of socio-economic processes. In the course of the study theoretical approaches to the development of construction in the conditions of scientific-technical progress were considered; a model of strategic development of the industry was presented, including legal documents, in particular the draft Strategy for construction until 2030. The transition to an innovative development path is a complex process that requires a unified policy at the regional and local levels. The article reveals the problems of the construction complex innovative development and substantiates the factors that stimulate its transition to a new technological structure. Despite certain difficulties, the construction sector has many prospects for further development, but there are restrictions related to financing, risks, and methodological support for evaluating innovations

One of the methods which could improve the safety performance of construction organizations is the safety climate approach which is helpful to know the existing maturity level of the safety climate and to develop plans to achieve the required level of maturity. Most of the existing safety climate tools were developed considering different industries in developed countries while construction was based only on few tools. Construction projects in the Gulf Cooperation Council (GCC) member countries are at a peak. This article, therefore, attempts to develop a safety climate assessment tool for the Gulf Cooperation Council (GCC) construction industry. A mixed research method consisting of a systematic review (N = 32), structured questionnaire (N = 102) and email interview (N = 19) was adopted in this research. A new assessment tool that has seven factors including (i) Aligning and Integrating Safety As Value (ii) Training At All Level (iii) Improving Site Safety Leadership (iv) Management Commitment (v) Empowering And Involving Workers (vi) Ensuring Accountability At All Level and (vii) Improving Communication has been finally developed. Each factor is supported by a number of simple questions that the participants have to answer on a Likert scale of 1 to 5 is finally developed. Although, the newly developed tool is validated through email interviews held with the construction industry professionals, however, longitudinal studies are recommended to gauge to the effectiveness of the tool.

An important and very significant for the construction industry issue is under discussion in this paper - possible losses of the strategic development resources that will arise as a result of the unsystematic solution of the problem of shareholders. It is shown that in the near future, due to the key importance of the construction industry in the development of the country and the difficulties that have arisen in its activities, it will be necessary to search for the appropriate solutions. At present, the attention of theorists and practitioners is directed solely at the consideration of the consequences of legislative changes for citizens and developers organizations. With the use of the I. Ansoff’s methodology, the need for the strategic management in the construction industry has been confirmed, and instability of the external environment for the construction organizations of the Irkutsk region at the end of 2017 and the expected turbulence from the middle of 2018 after the introduction of the adopted legislative changes and new rules of the game on the housing construction market has been expertly assessed. The strategic resources of the industry are singled out, and it is considered how the introduced changes affect their reduction in the near future. It is concluded that the measures proposed by the legislators are not aimed at solving the strategic problems of the industry, but at the expense of excommunication of developers from money and other strategic resources exacerbate the situation. The proposals on the systemic adjustment of the adopted laws are considered in the paper.

The construction has a decisive influence on the economic growth of other sectors of the economy, creating a logistical basis for their sustainable growth and dynamics of introduction of achievements of scientific-technical progress provides for the formation of the material basis of industrial enterprises, transport, communications, etc., allows to solve the major environmental and social problem that justifies urgency of study of this field. The study of innovative development of the construction industry is based on the analysis of the state of technical equipment in the region in dynamics based on official statistics. The article considers scientific and theoretical approaches to the assessment of innovative technologies and the innovative process in construction, and defines a list of restrictions that hinder the development of the industry in modern conditions. A system of measures to reduce the negative impact of industry structural problems on the financial and economic results of enterprises in the region is proposed.

The article highlights the theoretical approaches to the definition of the concepts of small and medium-sized businesses. The relevance of the research is determined by the need to solve the problem of the development of small and medium-sized businesses in the agricultural sector in the context of digital transformation, the development and justification of directions for improving its development. The scientific novelty of the study is the formation of a complex for assessing the development of small forms of agricultural production, which allows us to develop priority strategic directions of development, including aspects of modernization of agricultural production and innovative development. The indicators of the development of small and medium-sized businesses in the agricultural sector are studied. A new type of classification feature of small and medium-sized businesses in the agricultural sector is proposed.

OHSMS has become the main part of the establishment’s lifeline and a prerequisite for its stability in the 21st century. There is a growing need for OHSMS, in its ability to solve occupational accidents and also to develop a robust relationship among the stakeholders. The mission of OHSMS has not been followed in the Nigerian construction industry. The study, therefore, explores the barriers to the development of OHSMS in the Nigerian construction industry. The study adopted a literature review of OHSMS and thereafter, 300 structured questionnaires were administered to the construction professionals in the built environment of the Nigerian nation’s Capital-Abuja. 247 of the administered questionnaires were returned, considered for the analysis of the study. The data were analysed with SPSS and excel. The findings of the study indicate that the lack of commitment of the government, inefficient regulatory authorities, and lack of expertise in the OHS activities are the major barriers to the development of OHSMS. The study recommends collaborative efforts from the construction organizations, employees, and construction professionals to support the government on the OHSMS.

Factors that have the most significant impact on the innovative development of the regions of Ukraine were identifies in the article, taking into account the current trends of globalization and regionalization. The region is a complex socio-economic system. Its functioning determined by external environment factors. Moreover, these factors determine the opportunities and prospects of the regional further development. Nowadays the sustainable development of the region, the regional economic complex and economic entities possible only with sufficient resourcing and the implementation of various kinds of innovations. This requires adoption of the latest tools and effective management of all aspects of economic activity, creating opportunities for innovation. The assessment of the innovation development factors for region made based on the systemic and evolution approaches. The general analysis of the trends in the innovative development of the regions of Ukraine, carried out in the article, indicates significant regional differentiation and downward dynamics indicators (namely, the number of performers of scientific and scientific-technical works and the number of innovatively active enterprises) However, the number of implemented innovative technological processes increased. The construction of a matrix of connections between factors of regional innovation and resource clusters carried out using the method of Quality Function Deployment. Data, obtained as a result of the analysis of the factors of innovative development of the region, grounded that substantiate the strategic importance of information and technological clusters of resources for ensuring such development, as well as the competitiveness of the region in conditions of permanent dynamic changes in the external environment. Besides, innovative development as an effective direction for modernizing the economic complex of the region. It should be carried out based on mobilizing endogenous factors – the available internal resources, among which clusters of information and technological resources are the most significant.

The research aim was to develop a model for determining rational micro and macro‐level factors for the construction industry in Lithuania by undertaking a complex analysis of environment affecting it and to give recommendations on the increase of its competitive ability. In modelling and forecasting future perspectives and the main development trends of the Lithuanian construction industry, it is possible to be prepared for effective changes in environment. The analysis of construction industry in developed countries and Lithuania can allow identify areas where the situation in Lithuania is comparable, partly comparable with or quite different from the level attained by the above foreign countries. The data of this analysis can be used in identifying construction industry development trends in developed countries as well as providing some recommendations for Lithuania. Proposed model would be designed to give insights into the factors which affect the construction and which require effective management. In order to demonstrate the application of the above research to developing rational model of Lithuanian construction industry some recommendations for improving situation in Lithuanian construction are presented.

BIM technology used more widely in construction industry in developed countries in Europe and the United States, the integration of building information modeling (BIM) in the domestic large-scale propulsion was still difficult, and further the trend of widening the gap with foreign advanced level. In order to identify problems and solve the current status quo, and cut into the integrated information from project management point of view of China's architectural design, and analysis the status quo of BIM technology in our project management and developmental disabilities, and BIM-based technology and related parties mutual relations, to explain the development prospects of its application in China.

The aim of the study is to assess the innovative potential of housing construction through determining the purchasing power of citizens acquiring housing in the property. In terms of hypothesis the study offers the term of acquiring housing in property as a criterion for this assessment. This indicator displays the change in the purchasing power of citizens under the influence of various externalities. The analysis of this indicator allows us to determine the influence of these factors on the change in the purchasing power of population, to identify the reserves that contribute to its increase, and to identify the policies aimed at innovative development of construction industry. The article assesses the innovative development of housing through an in-depth analysis of factors affecting the change in the term of housing acquisition in the Russian Federation at large, as well as in the context of individual subjects of the Central and North-Western Federal Districts of Russia in the period from 2017 to 2018.
