National projects as a qualitatively new level of state responsibility

The article reveals the approaches of the Russian Treasury to solving the problem of operational management of risks arising during the budget cycle, the most important parameters that affect the efficiency of the financial and budgetary system, by introducing information technologies in the activities of Control and Supervisory bodies. We are talking about increasing the degree of automation of control processes and increasing the level of openness of the government in the implementation of national projects, including those related to the creation of capital construction projects. The topic of functioning of the state integrated information system for public finance management ‘Electronic budget’, through which citizens can track the results of the state’s activities on federal and regional projects, is discussed in detail. As an effective tool for tracking control points of national (federal, regional) projects, it is proposed to introduce a unique identifier for the project result. It is important to create risk profiles for each individual project, for which the Russian Treasury, together with Rosfinmonitoring, has developed a mechanism for information interaction that allows identifying unscrupulous performers of state contracts. We are talking about the need for a risk-based approach to control, in which control and supervisory authorities can remotely analyze the object of control and coordinate their control and supervisory activities with other authorized bodies. An important condition for the sustainable development of the state is the solution of the problem of monitoring the achievement of national goals with minimal costs, without excessive pressure on the controlled environment.

The issues of determining the estimated cost of capital construction projects with the involvement of Federal budget funds at the stage of development of project documentation, during verification of the accuracy of determining the estimated cost and the initial (maximum) contract price are considered. On the basis of the assessment of amendments to urban planning legislation for the purpose of implementing a state contract by the contractor ( based on the results of competitive procedures or without competitive procedures by decision of state authorities), the procedure for forming the estimate as part of a state (municipal) contract, the price of which is firm, is presented. For the purpose of mutual settlements between the customer and the contractor for the work performed, the formation of primary accounting documentation, as well as for checking the work performed by regulatory authorities, an example of drawing up an estimate of the state (municipal) contract on the basis of grouping costs according to structural elements and complexes of work is given. The result of the research conducted was the development of regulations and the formation of criteria for their practical application by state bodies, institutions, organizations and other participants in the investment-construction process, as well as recipients of budget funds, who perform the functions of the state (municipal) customer, developer and technical customer.

The article is devoted to the study of the features of quality control of the organization of construction processes based on the use of information technologies. The construction period is key to ensuring the design characteristics of capital construction projects. It is this stage of the life cycle that characterizes the adequacy of the organizational and managerial decisions made (the organizational and technological sequence of construction) and determines the actual quality indicators (functional efficiency and operational reliability) of the completed construction objects. Statistics of studies of cases that led to the manifestation of deviations from the established (design) quality indicators show that a decrease in the quality of construction products (including an increase in the duration of construction production) is almost never the result of any one, but occurs as a result of the interaction of several different negative factors (groups of negative factors). A special emphasis is placed on the technology of automated computer modeling (BIM technology), which accompanies all stages and stages of construction. It is noted that automated management can be either short-term, designed for the current year, or in the form of a long cycle.

The work examines new IT - solutions for monitoring the state of construction projects. Two areas are investigated: the first - monitoring of high-rise buildings and other large-scale objects, the second - monitoring of construction sites located in remote, hard-to-reach areas. The possibilities of integrated use of the following information technologies are considered: Machine Vision, Wireless Sensor Network WSN, Edge Computing. Other new IT solutions are also in the field of view of the study: Cloud Computing, the Internet of Things, etc. To improve the quality of monitoring, it is proposed to use advances in other subject areas - in the field of unmanned aerial vehicles (drones) and in the space area (geostationary satellite communications). The idea of using drones and artificial earth satellites to monitor objects (particularly buildings) is not new in itself, but the use of these devices as part of the proposed set of IT technologies allows to bring solutions in the construction industry to a qualitatively higher level.

The relevance of the topic is based on the fact that in the last time in juridical literature attention is paid to issues of development of doctrinal origins of e-government. E-government opened opportunities of more effective cooperation of the state and civil society, gave new ways of integrating citizenry in the processes of production and realization of the state policy. The description of the term of e-government is given, according to it: e-government is a new technology of the state management that is based on principles of information acceptance and the state accountability to the citizenry. It is noticed the necessity to use information technologies in the court procedure. We also notice the peculiarities of e-government formation in different countries taking into account that it is impossible to create a unified model for work of this structure. So transformations in different spheres of life of the Russian society forced radically new approaches to the law, legislation and state policy. In its turn civil society gets new stage of development because of opportunity of free discussion of the issue and democratic involvement of all concerned party in the deciding process. Information about state structures activity gives the citizenry control and opportunity to inform themselves about the government work. We understand as important the openness and readiness of government to the bigger level of efforts in providing state services in the electronic form.

The transport and logistics complex of Kazakhstan, international transport corridors and bridges provide a linkage in the formation of the Eurasian transcontinental bridge and ensuring the sustainable development of Kazakhstan. A modern transport and logistics system provides a highly efficient transport network within the country, an increase in cargo traffic in the territory of Kazakhstan, coordination of all modes of transport, development of the local transport infrastructure in the regions and integration of Kazakhstan transport infrastructure into the global transport system. Currently, the logistics sector has accumulated a set of problems. This problem concerns the technical and technological modernization of the transport system, which implies the reequipment of transport fleet and, accordingly, the technical and technological improvement of transport infrastructure. Kazakhstan adopts the experience of foreign countries, which use innovative transport technologies. Innovative technologies allow reducing transport costs and expanding regional cooperation. Kazakhstan has implemented an effective satellite tracking and monitoring system of transport and the latest information technologies. Kazakhstan cooperates with China in the field of transport and logistics, and develops transport and transit infrastructure, which makes it possible to service cargo flows with Europe. According to the Government Program of Development and Integration of Transport System Infrastructure until 2020, Kazakhstan attaches great importance to the development and renewal of rail, road, air, and water transport. Therefore, we propose to implement a set of measures aimed at developing the infrastructure of the transport and logistics complex in Kazakhstan. It is necessary to reequip the transport fleet, improve the technical and technological characteristics of transport infrastructure, develop multimodal transport technologies and improve roadside service. Based on public-private partnership, it is necessary to form a fund that would support the development of the national transport and logistics complex, the growth of transit traffic and the growth of tourism in the country. We propose to develop transit transport, logistics enterprises, logistics centers, warehouses, to implement national standards for logistics services. The United Transport and Logistics Company of Kazakhstan is required to establish a unified platform for transport and logistics services both in Kazakhstan and abroad. Such a company will provide data on transport routes, which will allow a client to choose the fastest route, improve the service of logistic services and shorten the delivery time, cost, safety and stability of cargo.

В статье отмечено, что при формировании модели кадастровой оценки эксперты сталкиваются с необходимостью обработки и анализа больших массивов исходной информации, достаточность и достоверность которых отображает степень соответствия полученной информации реальным показателям рынка и оцениваемых объектов недвижимости, а также возможность их использования для построения адекватной оценочной модели. На основе анализа действующей законодательной и нормативно-правовой базы рассмотрена методология сбора исходной рыночной информации при кадастровой оценке. Выполненные в статье анализ и оценка отчётов и проектов отчётов об итогах государственной кадастровой оценки земельных участков и объектов капитального строительства в составе земель населенных пунктов в регионах страны позволили выявить существующие проблемы, сформулировать пути их решения, а также привести прогноз ожидаемых результатов. The article notes that when forming a cadastral valuation model, experts are faced with the need to process and analyze large amounts of initial information, the sufficiency and reliability of which reflects the degree of compliance of the information obtained with the real indicators of the market and the estimated real estate objects, as well as the possibility of using them to build an adequate valuation model. Based on the analysis of the current legislative and regulatory framework, the methodology for collecting initial market information for cadastral valuation is considered. The analysis and evaluation of reports and draft reports on the results of the state cadastral assessment of land plots and capital construction projects as part of the lands of settlements in the regions of the country made it possible to identify existing problems, formulate ways to solve them, and also provide a forecast of the expected results.

The progressive digitalization of all spheres of life and their confident transition to fundamentally new forms of functioning and interaction between economic entities, public administration and international relations is based on digital tools that allow using digital technologies in the digitalization of the national economy. However, the experience of their application and effective use is insufficient in comparison with developed countries, so to ensure sustainable development of society, it is necessary to thoroughly and comprehensively study the features of digital tools and their use in government and to objectively assess the prospects of digitalization in all spheres of life in modern Ukraine.Recent research and publications analysis. The issue of digitalization and the increasing use of digital technologies is present in the research of many specialists. In particular, it is necessary to note significant achievements in this field of such scientists as V. Apalkova, O. Bernaziuk, S. Vereteniuk, N. Hrytsiak, N. Deieva, A. Dobrynin, N. Drahomyretska, O. Yemelyanenko, T. Kaminska, A. Kaminskyi, G. Karcheva, O. Kachnyi , S. Koliadenko, N. Kraus, V. Kuibida, S. Kutsenko, D. Layon, I. Lopushynskyi, V. Liashenko, A. Maslov, V. Nikolaev, V. Pysarenko, A. Semenchenko, K. Semiachkov, S. However, there is a necessity for complex research, which concern the use of digital tools for ensuring sustainable development.Previously unsettled parts of the general problem. The article aimed at substantiating the directions of intensification of the use of digital tools for ensuring sustainable development in Ukraine basing on the studies of features of the usage of digital tools, the analysis of its use in various fields at the present stage of the development of our state. The conceptual approach to understanding the essence of sustainable development makes it possible to consider this concept as “development that meets the needs of the current generation without compromising the ability of future generations to meet their own needs.” The answer to public demands is given by the Sustainable Development Goals, offering a new vision of economic growth of states and new values.In the context of the needs of today’s development and the implications for future generations, we need to look at the digital economy and the increasing use of digital tools. Digitalization can not only solve today’s problems but also generate new ones, the consequences of which may be felt by the next generation in the case of inefficient use of digital technologies. In the world, digitalization processes have significantly accelerated after quarantine and affected not only developed countries but also Ukraine and other developing countries. They relate to all spheres of public life, in particular, to the interaction of citizens with public authorities.In Ukraine, the introduction of digital tools in the work of state and municipal authorities has not become as widespread as abroad, but it is worth noting some steps in this direction. The following digital tools for interaction between the government and communities are already in force or will be implemented in the nearest future: for the government – feedback from the community population; involvement of people into the managerial process. For adult residents of communities – Centres for providing administrative services, which work as centres of “Action”; consulting zones for entrepreneurs; online population survey; local chatbots. For students and schoolchildren – the opportunity to get an IT profession online; career guidance online courses; electronic magazines.Along with public authorities, digitalization processes have confidently entered the business sphere, and this has become especially noticeable in the conditions of quarantine, according to which many employees were forced to switch to remote work. Digital tools allow businesses to adapt to new realities and build relationships between employees, customers and partners on a fundamentally new basis. They help to automate routine processes and business, and also to redirect free resources in the direction of finding new ideas for business development.Digitalization has also affected the scientific sphere – today it is difficult for the average scientist to imagine his work without the use of, for example, Google tools, in particular, such as Google Cloud Platform, Google Academy, etc. Thanks to them, it is possible to conduct comprehensive research and publish their results. And the use of such specialized digital tools for scientists as Google Public Data, Dataset Search and Google Data Studio makes it possible to work effectively with data sets.Along with the scientific sphere, digitalization is closely connected with the educational field. Responding to the quarantine requirements for distance learning, the State Education Quality Service of Ukraine has introduced the following distance forms: the study of practical experience of work of participants in the certification of pedagogical staff; conducting institutional audits of general secondary education institutions.Areas of intensification of the use of digital tools to ensure sustainable development are regulatory, organizational-managerial, labour, competency-based, project, infrastructure and international. The development of digitalization and the introduction of digital tools in social processes have become inevitable, so it is necessary to ensure the implementation of digitalization procedures with maximum effect.Conclusions and prospects for further studies. Digital tools can be defined as a tool, a mean to improve communication between individuals and legal entities and the state through digital technologies and online communications. In the direction for ensuring the sustainable development of society, digital tools are essential tools that minimize resource costs, which allows you to redirect their use in a more constructive direction and, if possible, to preserve the resource potential for future generations.

This paper in particular deals with the analysis and reviews of the ecotourism policies and the framework of the state of Uttarakhand and the Indian government. In general, it evaluates and discusses the future and significance of the natural resources for the development of the community-based ecotourism in Uttarakhand for the sustainable development of the villages including conservation of biological diversity. This paper argues that the homestay programme, if encouraged, might help the state to achieve its goal of ecotourism and the green economy. Tourism was given an industry status by the government of Uttarakhand in 2018, providing attractive incentives and subsidies. Nevertheless, there is still a need for the appropriate policy framework for the better management of the natural resources, development and the training of the various stakeholders and the entrepreneurs involved in the community-based ecotourism industry.

Building an index system of circular economy evaluation scientifically, evaluating the state of development of circular economy correctly, is not only main contents of the circular economy research, but also an important way to achieve the sustainable development of circular economy. Based on promulgated by the government, combined with the actual development of Ningbos circular economy, a comprehensive evaluation index system of Ningbos circular economy development has been built. And therefore the state of circular economy development from 2001 to 2011 has been evaluated dynamically.

The article states that the future of Kazakhstan is always directly linked to peace between peoples and an important element of the political system of our state is to ensure strict observance of the rights and freedoms of citizens regardless of nationality, uniting the interests of all nationalities. Political stability is not a consideration of the sustainable development of the state's political system based on strict principles, but rather the consideration of socio-economic, political changes and the development of society as a stabilizing factor in the socio-political environment. The main thing in political stability is to ensure the legitimacy, transparency, effectiveness of the government, stability of the observed norms and values of political culture, and order in political relations. For the state of Kazakhstan, the main issues are the stability of society, the consolidation of the state, the consolidation of society, and ensuring political stability
