Abstract The purpose of this research is to know the implementation of the formation of customary village governance based on Siak District Regulation No 2 of 2015 on Stipulation of customary village in Siak District, following the obstacles and efforts made to overcome obstacles in the implemetation of the formation of customary village. Based on Law No 6 of 2014 on Villages, Siak District Government has established Siak District Regulation No 2 of 2015 on Stipulation of customary village in Siak District which is a typical local government system based on the right of origin and traditional rights of society in Siak District. Although in its formation has been in accordance with the prevailing regulation, but in its formation is still found weaknesses that affect the effectiveness on the implementation of this regulation, so it needs improvement efforts for better governance of customery village. Abstrak Tujuan penulisan ini ialah mengetahui pelaksanaan pembentukan Pemerintahan Kampung Adat berdasarkan Peraturan Daerah Kabupaten Siak Nomor 2 Tahun 2015 tentang Penetapan Kampung Adat Di Kabupaten Siak, berikut hambatan serta upaya yang dilakukan untuk mengatasi hambatan dalam pelaksanaan pembentukan Pemerintahan Kampung Adat. Berdasarkan Undang-Undang Nomor 6 Tahun 2014 tentang Desa, Pemerintah Kabupaten Siak telah membentuk Peraturan Daerah Kabupaten Siak Nomor 2 Tahun 2015 tentang Penetapan Kampung Adat di Kabupaten Siak yang merupakan sistem pemerintahan lokal yang khas berdasarkan hak asal usul dan hak tradisional masyarakat di Kabupaten Siak. Meskipun dalam pembentukannya telah sesuai dengan peraturan perundang-undangan yang berlaku, namun ditemukan kelemahan yang mempengaruhi efektivitas pelaksanaan Peraturan Daerah ini, sehingga diperlukan upaya perbaikan guna penataan Pemerintahan Kampung Adat yang lebih baik.

Cepu Block located between Centre Jawa and East Java. It is known as a rich block because it has a source of oil and gas. Block Cepu, where geographically located between three districts, Blora (Centre Java), Bojonegoro and Tuban (East Java) has given a contribution to national budget (APBN) and respected local government budget (APBD). About 33 per cent of the land of Cepu Block is owned by Blora, 67 per cent owned by Bojonegoro and the rest is owned by Tuban. Ironically, however, although 33 per cent of the Block belongs to Blora, the district does not receive any financial income from the oil exploration. There is no resources share fund from Cepu Block. Moreover, the district has to deal with the negative impacts of exploration activities at the Block Cepu such as damaging of infrastructure, environmental pollution, and social disturbance. Blora District has protested to Centre Government, but so far there is no outcome. Centre Government asked that this problem should be studied first. The central government argue that if it is approved, then there will be domino impact: other districts will do the same like Blora. Blora district is struggling to get equality in resources share fund (dana bagi hasil). Efforts have done, seminars and workshops, lobby to DPD (Upper House) to find a solution. Now the district government is proposing judicial review to constitution court. This research examines the history of Block Cepu. It reveals the history of the block from the colonial era up to the reformation era. Further, the research aims to know how the tension between local government (Blora Government) and central government regarding Blok Cepu oil exploration. The research suggests that there is injustice in the distribution of revenue from the exploration and it is understandable if Blora district government struggle to get proportional revenue sharing.

In the debate on the Native Authority (Amendment) Law of 1955, the late Premier of the North, Sir Ahmadu Bello, Sardauna of Sokoto, replying to the demand that ‘it is high time in the development of local government systems in this Region that obsolete and undemocratic ways of appointing Emirs’ Councils should close’, commented that ‘the right traditions that we have gone away from are the cutting off of the hands of thieves, and that has caused a lot of thieving in this country. Why should we not be cutting (off) the hands of thieves in order to reduce thieving? That is logical and it is lawful in our tradition and custom here.’ This could be read as a defence against social change, a recrudescence of ‘barbarism’ after the inroads of pax Britannica, and a plea for the retention of the status quo and the entrenched privilege of the political elite.

The scientific paper presents the issue of a sports scholarship established and financed by a local government, which is a commune according to Art. 31 of the Act of June 25, 2010 on sport. Only the sports scholarship, which can only be received by the player, was taken into account, i.e. the sports scholarship for the coach was not transferred at work. The issue of the sports scholarship is a complex issue, which cannot be presented in short article, therefore the article focuses mainly on three important problems related to the interpretation of art. 31 of the Sports Act, i.e .: 1) on the subject of the subjective criterion, 2) on the issues of subject criteria and 3) the right to suspend the sports scholarship. The aim of the article is to review and assess the important views of the judicature on selected aspects of the sports scholarship for a competitor, any discrepancies, and to indicate the fields that should be resolved by the activities of the Supreme Administrative Court or legislative intervention

This study aimed to examine the effect of the use of information technology, human resources and competencies on the quality of local government financial statements by the  accrual based government accounting standards  as interverning variable on the Government of Barru. Accrual accounting standards as defined in Regulation 71 of 2010 (PP No.71 Tahun 2010) concerning the Government Accounting Standards, and more technically set in Regulation 64 of 2013 (Permendagri No.64 Tahun 2013) concerning the Government Accounting Standards Implementation of Accrual Based On Local Government. The method used is descriptive survey. Samples were employees in the accounting / financial administration of the region on regional work units (SKPD) and Regional Financial Management Officer (PPKD) within the scope of local government Barru district. Methods of data collection is done by distributing questionnaires. Data were analyzed using path analysis. The results showed that the utilization of information technology have significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards, while the competence of human resources has no significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards.Keywords: Information Technology, Human Resources and   Competencies, Accrual Based Government Accounting Standards, Quality of Local Government Financial Statements.

Abstract: This paper explains how the community of Lempur Village living in the forest area have a high dependence with nature. The position of the community is considered to interfere with the conservation program, that they must accept losing access to the forest area that has become the state property (TNKS). The loss of access to forest resources, pushed them to be more protective with the land that already allocated to them by the local government. Their openness to migrants began to fade and they did not tolerate new migrants who cleared land, reinforced by the ancestors history to reinforce the concept of localization to see who has the right to access land in Lempur Village. Moreover, other form of their resistance is by reconstruct the myths,  addressed to immigrants, corporations, and tourists. Intisari: Tulisan ini menjelaskan bagaimana masyarakat Desa Lempur yang tinggal berbatasan dengan hutan sangat menggantungkan hidupnya terhadap alam. Posisi masyarakat desa dianggap mengganggu program konservasi sehingga mereka harus menerima kehilangan akses di area hutan yang sudah menjadi milik negara (TNKS). Dengan hilangnya akses mereka terhadap sumber daya hutan yang kini dijadikan area konservasi, menuntut mereka untuk lebih protektif terhadap sisa lahan yang memang sudah diperuntukan bagi mereka oleh pemerintah daerah. Keterbukaan mereka terhadap pendatang mulai pudar dan tidak lagi dapat mentoleransi pendatang membuka lahan. Diperkuat dengan sejarah nenek moyang mereka untuk mengukuhkan konsep kelokalan guna melihat siapa yang memiliki hak untuk mengakses tanah di Desa Lempur ini. Selain itu bentuk lain dari perlawanan mereka ialah dengan merekonstruksi kembali mitos-mitos yang sangat kuat digaungkan kepada pendatang, baik imigran, perusahaan, maupun wisatawan.

The aim of the research is the systematic search of promotion and quality of service with interest to visit tourist objects. This article is a systematic search that collects data from relevant indexed journals in Indonesia. These findings are discussed in a theoretical study so as to produce a conclusion. This article draws the conclusion that in the current era, the use of the right marketing strategy is very important because many new attractions are emerging as competitors. Applying the right marketing strategy will bring tourists and make tourists who have visited have an interest to visit again. The interest in revisiting is the encouragement of someone to carry out a visit to the destination that was visited. The regional tourism industry pays attention to the duties and functions of the promotion department and service quality in planning and implementing strategies that optimize a tourist interest. The quality of service within these institutions and local governments in the field of tourism is very closely related and has a strong influence on the tourism industry. There are promotion factors and service quality, connected with the interest of the local government in tourists visiting directly or indirectly, thus affecting the development of industries in the region. The attitude of the local government directly influences the visit of domestic and foreign tourists, then indirectly the situation and stable conditions in political, economic and security developments. The contribution of this research is to study theories about promotion and service quality with an interest in visiting tourist objects.

Although the end of 2019 will be remembered by many as a time of failure, the last few years have also been a time of hope. This article draws lessons from the internationalist municipalist movement, and frames these experiences through the concepts of autogestion and the Right to the City. Municipalist political strategies can provide a radical re-articulation of this hope: to argue for a municipalist politics is to argue for place-based strategies that transform our relationship to our territories, with a focus on making new forms of power emerge. It is not an alternative to national and international perspectives, but rather the development of new ways of acting on these perspectives. Establishing the difference between progressive local government policy and a municipalist agenda, the article concludes by offering five propositions for the development of a municipalist coordination in one British city - Manchester.

In the current economic climate, creating the right environment for local enterprise, inward investment, and business and skills development, is an important factor in ensuring the prosperity and wellbeing of local communities. The impact of the global financial crisis has not been uniform across the Commonwealth and countries are using different strategies to overcome their financial difficulties. Local government increasingly plays an important part in this. More and more local governments in countries across the Commonwealth have responsibilities and powers for local economic development: in some countries local authorities can already show how their policies and actions are helping energise their local economies, while in other countries local councils are just beginning to get to grips with these responsibilities.
