نمط الاقتصاد الفلسطيني وانعكاسه على معدلات بطالة خريجي الجامعات في فلسطين

ملخص: هدفت الدراسة إلى التعرف إلى نمط الاقتصاد الفلسطيني وانعكاسه على معدلات بطالة خريجي الجامعات في فلسطين، ولتحقيق أهداف الدراسة استخدم الباحث المنهج الوصفي بأسلوبه التحليلي، مستعيناً باستبانة طبقت على خريجي الجامعات الفلسطينية (الإسلامية، الازهر، الأقصى) وقد بلغت عينة الدراسة (420) خريجاً وخريجة، وذلك باستخدام طريقة عشوائية، وقد أسفرت الدراسة عن مجموعة من النتائج، أهمها أن درجة تقدير خريجي الجامعات الفلسطينية لنمط الاقتصاد الفلسطيني الداعم لحل مشكلة بطالة الخريجين جاءت بدرجة متوسطة وبوزن نسبي (67.80%)، في حين أظهرت أن درجة تقدير معدل بطالة خريجي الجامعات الفلسطينية من وجهة نظرهم جاءت بدرجة كبيرة وبوزن نسبي (69.80%)، وفي ضوء هذه النتائج اقترح الباحث مجموعة من التوصيات أهمها: استحداث تخصصات جديدة مرتبطة بسوق العمل الفلسطيني لكي يتم الموازنة بين المهنين والأكاديميين لتوفير الفرصة للجميع الخريجين للانخراط بسوق العمل الفلسطيني والعمل بما يتوافق مع احتياجات سوق العمل الفلسطيني الكلمات المفتاحية: الاقتصاد الفلسطيني – البطالة – خريجي الجامعات الفلسطينية. Abstract The study aimed to identify the pattern of the Palestinian economy and its reflection on the unemployment rates of university graduates in Palestine. In order to achieve the objectives of the study, the researcher used the descriptive method in his analytical style, using a questionnaire applied to the graduates of the Palestinian universities (Islamic, Azhar, Al Aqsa). The study sample reached (420) graduates , using a random method. The Palestinian graduates estimation of the pattern of the Palestinian economy in support of solving the problem of unemployment of graduates reached a medium and a relative weight (67.80%), while the degree of appreciation of the unemployment rate of Palestinian university graduates from their point of view came to a great extent and a relative weight (69.80%). These results were suggested. The researcher has a number of recommendations, the most important of which are: the development of new disciplines related to the Palestinian labor market in order to balance between professionals and academics to provide the opportunity for all graduates to engage in the Palestinian labor market and work in accordance with the needs of the Palestinian labor market.

ملخص: هدفت الدراسة إلى الكشف عن دور الجامعات الفلسطينية في تحقيق التعليم الريادي من وجهة نظر العمداء وأعضاء هيئة التدريس، واستخدمت الدراسة المنهج الوصفي التحليلي، وتكونت عينة الدراسة من (180) فرداً من عمداء الكليات وأعضاء هيئة التدريس، تم اختيارهم بطريقة عشوائية من الجامعات الفلسطينية(الأزهر، الإسلامية، الأقصى)، طبقت عليهم استبانة في الفصل الدراسي الثاني 2017/2018م، مكونة من (24) فقرة، موزعة على أربعة مجالات، هي: أهمية دور الجامعات الفلسطينية في تحقيق التعليم الريادي، الخطط الاستراتيجية للجامعات الفلسطينية في تحقيق التعليم الريادي، ومتطلبات دور الجامعات الفلسطينية في تحقيق التعليم الريادي، ومعوقات دور الجامعات الفلسطينية في تحقيق التعليم الريادي. وقد كشفت النتائج أن أهمية دور الجامعات الفلسطينية في تحقيق التعليم الريادي من وجهة نظر العمداء وأعضاء هيئة التدريس جاءت بوزن نسبي (74.0%) درجة كبيرة، كما بلغ الوزن النسبي لدرجة تضمين الخطة الاستراتيجية لدور الجامعات الفلسطينية في تحقيق التعليم الريادي (70.6%) درجة كبيرة، والوزن النسبي لدرجة توافر متطلبات دور الجامعات الفلسطينية في تحقيق التعليم الريادي (74.7%) درجة كبيرة ، وبلغ الوزن النسبي للمعوقات التي تحد من دور الجامعات الفلسطينية في تحقيق التعليم الريادي (79.1%) درجة كبيرة. وكشفت النتائج عن عدم وجود فروق ذات دلالة إحصائية في تقديرات أفراد عينة الدراسة نحو تقييم دور الجامعات الفلسطينية في تحقيق التعليم الريادي من وجهة نظر العمداء وأعضاء هيئة التدريس تعزى لمتغيرات (العمل، الجنس، سنوات الخدمة)، كما أظهرت النتائج عدم وجود فروق ذات دلالة إحصائية في تقديرات أفراد عينة الدراسة تعزى لمتغير مكان آخر مؤهل علمي، وقد قدمت الدراسة عدد من التوصيات والمقترحات. الكلمات المفتاحية: تقييم- دور- الجامعات الفلسطينية- التعليم الريادي. Abstract achieving leadership education from the point of view of deans and faculty members. The study used the analytical descriptive method. The study sample consisted of 180 respondents from the deans of the faculties and faculty members, Al-Azhar, Al-Azhar, Al-Aqsa, Palestine), applied a questionnaire in the second semester 2017/2018, consisting of (24) paragraphs, divided into four areas: the importance of the role of Palestinian universities in achievingpioneering education; Pioneer, and MT Pat the role of the Palestinian universities in achieving leadership education, and the role of obstacles to Palestinian universities in achieving the leading education.The results revealed that the importance of the role of Palestinian universities in achieving leadership education from the point of view of the deans and the faculty members came at a relative weight of 74.0%. The relative weight of the strategic plan for the role of Palestinian universities in achieving leadership education was 70.6% Availability of the requirements of the role of Palestinian universities in achieving the leading education (74.7%). The relative weight of the obstacles that limit the role of Palestinian universities in achieving the leading education was 79.14%.The results revealed that there were no statistically significant differences in the estimation of the role of the Palestinian universities in achieving the pioneering education from the point of view of the deans and faculty members due to the variables (work, gender, years of experience). The results showed no significant differences In the estimates of the sample members of the study attributed to the variable of the place of another scientific qualification, and the study made a number of recommendations and proposals. تهدف الدراسة الحالية إلى التعرف على دور الإرشاد الوظيفي في دمج خريجي الجامعات الفلسطينية في سوق العمل، من خلال دراسة حالة مركز الإرشاد الوظيفي التابع للكلية الجامعية للعلوم التطبيقية بغزة، وتمثل مجتمع الدراسة في المستفيدين من خدمات المركز والمشاركين في(البرامج التدريبية، وورش العمل الإرشادية، وأيام التوظيف، ومعارض مشاريع الخريجين الإبداعية(، والبالغ عددهم (4423) مستفيد، وتم استخدام طريقة العينة العشوائية حيث بلغ عدد الاستبانات الموزعة (400) استبانة على مجتمع الدراسة، وكان عدد الاستبانات المستردة (356) استبانة بنسبة (89%)، واستخدم الباحثان المنهج الوصفي التحليلي والاستبانة كأداة للدراسة، وكذلك برنامج (SPSS) الإحصائي لتحليل البيانات واختبار صحة الفرضيات وللإجابة عن تساؤلات الدراسة. أظهرت نتائج الدراسة وجود علاقة بين الإرشاد الوظيفي والمتمثل بالخدمات المقدمة للخريجين من حيث (البرامج التدريبية، وورش العمل الإرشادية، وأيام التوظيف، ومعارض مشاريع الخريجين الإبداعية) وبين دمج خريجي الجامعات الفلسطينية في سوق العمل، بالإضافة لوجود أثر للإرشاد الوظيفي في دمج خريجي الجامعات الفلسطينية في سوق العمل، وقد بينت نتائج الدراسة أن خدمات الإرشاد الوظيفي المؤثرة على المتغير التابع “دمج خريجي الجامعات الفلسطينية في سوق العمل” هي (البرامج التدريبية، وأيام التوظيف، ومعارض مشاريع الخريجين الإبداعية)، أما ورش العمل الإرشادية فقد تبين أنّ تأثيرها ضعيف. وفي ضوء تلك النتائج خلصت الدراسة إلى عدة توصيات أهمها ضرورة تطوير مركز الإرشاد الوظيفي للخدمات المقدمة للخريجين بما يراعي الاحتياجات الفعلية لهم، ويساهم في رفع كفاءتهم وتعزيز فرص منافستهم في سوق العمل، وخاصة البرامج التدريبية بمجال المهارات الحاسوبية ومهارات اللغة الإنجليزية، وورش العمل الإرشادية المختصة بمجال رسم المسار المهني للخريجين. This study aimed at identifying the role of career counseling in the integration of Palestinian university graduates in the labor market. The Job Advisory Center at University College of Applied Sciences in Gaza has been taken as a case study. The study population included the beneficiaries of the services offered by the Center, and participants in its training programs, counseling workshops, recruitment days, and graduation projects exhibits. Those were 4423 participants. The study used the random sample method. The number of questionnaires distributed was 400 questionnaire forms. The number of questionnaires retrieved was356, with a return rate of 89%. The study adopted the descriptive analytical approach, and the questionnaire as a tool. The study used SPSS program for statistical data analysis and hypotheses testing, and to answer the questions of the study. The results of the study showed that there is a relationship between career counseling through the services offered to graduates in terms of training programs, counseling workshops, recruitment days, and creative graduation projects exhibits, and the integration of graduates of Palestinian universities into the labor market. There is also an impact of career counseling and the integration of graduates of Palestinian universities into the labor market. Results of the study also showed that the career counseling services that influence the dependent variable of “integration of graduates of Palestinian universities in the labor market” are training programs, recruitment days and exhibitions of creative graduates’ projects. The study found that there is an insignificant role of the counseling workshops in this regard. In light of these results, the study reached a set of recommendations. Most importantly, the study recommends the development of the services offered by the Job Advisory center to take into consideration the actual needs of graduates, and contribute to raising their competency and improving their chances of competition in the labor market. Development of training programs in computer skills and English language skills and counseling workshops in the field of career track construction are more essential in this regard.

Unemployment rates vary across individual US states at any point in time and respond to business-cycle fluctuations differently. Evaluating what constitutes a "normal" level for the unemployment rate at the state level is not easy, but it is an important issue for policymakers. We introduce a framework that enables us to calculate the normal unemployment rate for each of the four states in the Fourth District and compare that rate to the national normal rate. We conclude that these states and the District as a whole have very little labor market slack left from the Great Recession.

Although the total youth unemployment rate in the Gulf Cooperation Council countries is less than in other high-income countries, the female youth unemployment rate is more than quadruple the male youth unemployment rate compared to equal rates in high-income countries. The gender bias in youth unemployment is attributable to the generous social contract GCC nationals enjoy as well as the largely conservative GCC culture that perceives a more important role of women in the household than in the job market. The generous social contract is also a key factor in the duality of the GCC labor markets with one segment for national labor and the other for foreign labor. Foreign labor constitutes most of the labor force, and the link between pay and productivity is strong in the foreign labor segment indicating labor market efficiency. This chapter investigates whether the presence of strong pay-productivity links in both labor market segments reduces the national youth unemployment rates in the GCC countries. Empirical evidence shows that linking pay to productivity robustly reduces the total and female youth unemployment rates. The influence is strongest on the female youth unemployment rate, however. Productivity-pay helps reduce youth unemployment and the associated gender bias.

PurposeThis study aims to examine the unemployment hysteresis effects from the perspective of the heterogeneity of genders within Asian countries.Design/methodology/approachThe authors use the annual unemployment rate dataset of 12 Asian countries ranging from 1991–2020. Traditional unit root tests are initially employed to investigate the unemployment hysteresis effect. Considering the structural break and cross-section dependence problems, the sequential panel selection method (SPSM) and the Kapetanios–Snell–Shin (KSS) panel unit root test with Fourier functions have proven to be more applicable.FindingsThe empirical results indicate that the unemployment rate is stationary in most Asian regions for both females and males, which confirms the mean reversion process of the natural unemployment hypothesis. This suggests that these countries' unemployment rates are flexible to quickly revert to its long-run equilibrium determined by the labor markets. However, only the female unemployment rate in Pakistan and Nepal and adult female unemployment rates in these two economies present non-stationary series. In line with the unemployment hysteresis effect, it means shocks will leave a permanent impact on their labor market.Practical implicationsOn the one hand, in most of the Asian countries, it can be inferred that the trade-off between inflation and unemployment is temporary because the natural unemployment hypothesis holds. Therefore, policymakers may consider using monetary policy as a tool to control inflation and stimulate growth during a recession. Such policy measures should not have a long-run impact on unemployment or cause a permanent shift in the natural unemployment rate. On the other hand, the government should implement active labor protective programs such as education or training schemes, job search assistance programs and maternity protection, especially for female adults, to reduce the negative shocks in the economic downturn, which is beneficial for them away from being long-term unemployed. It is also necessary to improve the labor unions to reduce the discrimination between female and male labors.Originality/valueThis paper innovatively concentrates on the heterogeneity performances between genders about the unemployment hysteresis effect within Asian countries. Furthermore, taking into account the age-specific characteristics, the youth and adult unemployment rates have been investigated. Additionally, the approximation of bootstrap distribution and the advanced panel KSS unit root test with a Fourier function are employed. Thereby, targeted policies for the government can be applied to reduce the discrimination and negative shocks on female adults in the labor market.

In Canada, recent data show a marked improvement in the youth unemployment rate for the first time since the last recession, although their participation in the labor force remains below the expected thresholds. In the context of a historically low unemployment rate, this chapter aims to dig deeper into the data to understand how youth has fared in the labor market since the last recession compared to the older people, and mainly in the area of gender disparities. In this context, the authors analyze the unemployment and the participation rates by age and by sex. Furthermore, they provide an insight on the youth regional unemployment rates.

Abstract We are witnessing that the labor market indicators of the Republic of Srpska have been deteriorating for years. Unemployment rates are up to three times higher than the already high European average, with no prospect of changing the situation in the near future. Deterioration in the labor market with respect to people younger than 30 years of age bears particular significance. There is a notable gap between the reduction of unemployment rate and the increase of employed people from this population group. The question is: Where (and whether) are the young (educated) people disappearing from the labor market of the Republic of Srpska? The authors provide an analysis of the main indicators of the Republic of Srpska’slabor market, with the aim of recognizing the main tendencies and problems existing at the market, as well as the need to define adequate measures for their resolution.


ملخص: هدفت الدراسة التعرف إلى درجة ممارسة القيادة الريادية لدى العاملين الإداريين في جامعة الأزهر بغزة وعلاقتها بمستوى البراعة التنظيمية لديهم، وذلك من وجهة نظرهم، وباستخدام المنهج الوصفي الارتباطي، والرجوع للأدبيات السابقة، تم بناء استبانة تكونت من (41) فقرة موزعة على (6) مجال، هي: (الإبداع، والرؤية الاستراتيجية، وتحمل المخاطرة، والمبادأة، والاستغلال، والاستكشاف)، وبعد التأكد من صدقها وثباتها، تم تطبيقها على جميع الإداريين في جامعة الأزهر وعددهم (208) موظفاً وموظفة وقد تم استرداد (189) استبانة بنسبة استرداد (91%)، وقد توصلت الدراسة إلى أن درجة ممارسة القيادة الريادية لدى العاملين الإداريين كانت “مرتفعة” وبوزن نسبي (76.3%)، ومستوى البراعة التنظيمية لديهم كان “مرتفعاً” أيضاً، وبوزن نسبي (78%)، كذلك وُجدت علاقة ارتباطية موجبة ذات دلالة إحصائية بين درجة ممارسة القيادة الريادية لدى العاملين الإداريين في جامعة الأزهر ومستوى البراعة التنظيمية لديهم، ووجود أثر لممارسة القيادة الريادية لدى العاملين الإداريين في تحسين مستوى البراعة التنظيمية لديهم. الكلمات المفتاحية: القيادة الريادية، البراعة التنظيمية، الجامعات الفلسطينية. Abstract The study aimed to identify the degree of entrepreneurial leadership practice among administrators at Al-Azhar University in Gaza and its relationship to their level of organizational ambidexterity, from their point of view. The approach of the study was the descriptive / correlational approach. By referring to previous literature, a questionnaire was prepared consisting of (41) items distributed on (6) aspects: (creativity, strategic vision, risk tolerance, initiative, exploitation, and exploration) The researcher applied it after being sure of its validity and stability to all members of the study population: (208) male and female administrators at Al-Azhar University . (189) questionnaires were obtained from (208) distributed questionnaires, with a (91%) recovery rate. Results of the study showed that the degree of leadership practice among administrative workers had a “relative weight” of (76.3%), and their level of organizational ambidexterity had a “relative weight” of (78.0). A positive correlation was also found. Statistical significance between the degree of entrepreneurial leadership practice among administrative workers at Al-Azhar University and their level of organizational ambidexterity was also found. Moreover, results of the study also showed that practicing leadership among administrative workers improved to some extent their level of organizational ambidexterity. The Relevance of Higher Education Outcomes to the Needs of the Palestinian Labor Market Bader Hamdana Tahani Jaffalb a Faculty of Business and Management, University of Palestine, Palestine b Sustainable Development Institute, Al-Quds University, Palestine Abstract: The study aimed to find out the relevance of higher education outcomes to the needs of the Palestinian labor market. The study used the descriptive analytical approach through describing and analyzing data on higher education and the Palestinian labor market during the period (2010-2018). The study found a number of results: a high unemployment rate among university graduates in Palestine, weak absorptive capacity of the Palestinian labor market, and the failure of Palestinian universities to adopt productive investment through undertaking productive projects. Based on the results of the study, the study recommended coordinating between the responsible authorities and studying the labor market and identifying its needs in order to accept students in the required majors in appropriate numbers. In addition, the study recommended coordinating with the private sector in order to provide job opportunities for university graduates according to the needs of the labor market. The aim of the research is to identify the obstacles that prevent the application of STEM in the teaching of mathematics in the intermediate stage from the point of view of teachers and supervisors. The researcher used the descriptive method and the questionnaire as a tool for his research. The sample of the study consisted of (103) teachers and supervisors of mathematics in the intermediate stage in Asir region, which was chosen by the simple random method during the second semester of the year 1437/1438 AH. To collect the data, use a validated and validated questionnaire. The results revealed some obstacles to the application of STEM in the teaching of mathematics in the intermediate stage, including: the tool obtained a general average (0.98) high grade, and at the level of axes, the second axis (obstacles related to the student) the highest average (3.16) (3.01). The third axis (the obstacles related to the teacher) with an average of (2.86) and finally, the third axis (the obstacles related to the classroom environment) with an average of (2.85). In light of these results, some recommendations and proposals were presented.
