В статье рассматриваются состояние и перспективные направления развития малого и среднего бизнеса в Республике Казахстан. Определены предпосылки развития в Казахстане малого и среднего предпринимательства. Проведен анализ динамики основных показателей малого и среднего бизнеса. Выявлена нерациональность отраслевой структуры малого и среднего предпринимательства. В результате системной работы руководства страны по улучшению бизнес-климата и развитию предпринимательства произошло улучшение позиций Казахстана в рейтинге DoingBusiness. Проведен анализ Программы «Дорожная карта бизнеса 2020», реализуемой в Казахстане в целях оказания содействия развитию предпринимательства. Данная Программа предусматривает оказание государственной поддержки хозяйствующим субъектам малого и среднего бизнеса по следующим направлениям: поддержка новых бизнес-инициатив; отраслевая поддержка предпринимателей; снижение валютных рисков; нефинансовые меры. К недостаткам самой Программы «Дорожная карта бизнеса 2020» и практики ее реализации можно отнести ограниченность контингента обучаемых предпринимателей и низкий уровень поддержки потребителями отечественных производителей. В результате анализа текущего состояния малого и среднего предпринимательства были определены следующие перспективные направления его развития: повышение компетентности; увеличение доли казахстанского содержания в закупках; кооперация в сфере малого предпринимательства; диалог государства и бизнес-сообщества. The article discusses the state and promising directions of development of small and medium-sized businesses in the Republic of Kazakhstan. The prerequisites for the development of small and medium-sized businesses in Kazakhstan are defined. The analysis of the dynamics of the main indicators of small and medium-sized businesses is carried out. The irrationality of the branch structure of small and medium-sized businesses is revealed. As a result of the systematic work of the country's leadership to improve the business climate and develop entrepreneurship, Kazakhstan's position in the Doing Business rating has improved. The analysis of the program "Business Roadmap 2020", implemented in Kazakhstan in order to promote the development of entrepreneurship. This Program provides state support to small and medium-sized businesses in the following areas: support for new business initiatives; industry support for entrepreneurs; reduction of currency risks; non-financial measures. The drawback of the "business Roadmap 2020" Program itself and its implementation practices can be attributed to the limited number of trained entrepreneurs and the low level of consumer support for domestic manufacturers. As a result of the analysis of the current state of small and medium-sized businesses, the following promising areas of its development were identified: increasing competence; increasing the share of Kazakhstani content in procurement; cooperation in the field of small business; dialogue between the state and the business community.

Introduction. In domestic historiography for many decades personal subsidiary plots were viewed as some rudiment of a non-socialist form of farming in the country’s agricultural sector. In accordance with the political principles of party ideologists, most researchers in every possible way emphasized the futility of the personal subsidiary plots and the inevitability of their soon withering away. And at the beginning of the XXI century they re-main a kind of “islands” of small business in the countryside and the main form of earnings for the total mass of rural workers. The main objective of this study is a comprehensive analysis of the current state of personal subsidiary plots of the rural population of Tatarstan in the context of determining the main socio-economic indicators in relation to the study area; identification of the most important development parameters of this form of small business. Materials and Methods. The scientific study is based on source materials from various government departments (including the Tatarstan Statistical Office), newspaper and journal periodicals, as well as data from historical, economic and sociological literature. When writing the article, the author was guided by the principles of historicism, complexity and objectivity. The research is based on the methods of historical science: problem-chronological, comparative-historical, systemic, etc. Results. During the study, the current state and indicators of the development of personal subsidiary plots of the rural population of the Republic of Tatarstan were systematically reviewed, in particular, their participation in the structure of regional gross income. It has been established that the main branches of economic activity of peasant farmsteads are vegetable growing and productive animal husbandry. It is proved that the strengthening of the positions of large investors in the village led to the curtailment of certain branches of production of personal subsidiary plots and their transition to a consumer rate of management. Discussion and Conclusion. The intensive development of various forms of small business in the post-perestroika period, including personal subsidiary plots of the population, intensified the market diversification of the economy of the agricultural sector in general and of high-quality peasant farmsteads in particular. During the forced dismantling of the collective farm and state farm management systems and the formation of new forms of entrepreneurship, peas-ant farmsteads became not only the economic basis for the existence of the rural population, but also a form of self-preservation of many settlements.

The development of small business, agriculture is one of the key areas of economic development of the republic and has great potential and signifi cant reserves. However, this area of economic activity has a number of specifi c features, consisting not only in the seasonality of agricultural production as the basis for the formation of cluster formations and in the presence of a large number of unforeseen risks associated with natural and climatic unpredictable changes, and, according to the authors, agricultural businessmen are not suffi ciently motivated for production activities.

The paper considers the formation of entrepreneurial climate in the conditions of social and economic development of the region. At present, one of the priority directions of social and economic policy of the region is the development of small businesses. In turn, the entrepreneurial or business climate acts as a paramount component of small business development. The study of the current state of entrepreneurial climate in the region makes it possible to define current problems of its development and ways to solve them. The social mechanism of entrepreneurial enterprise climate formation in the region is directly focused on the formation of certain motives, ideas, behavior patterns of all business subjects (business community and authorities). This is revealed through the following principles: state support, priority objectives, equal conditions, diversification, partnership, social responsibility, social protection, public representation, exchange of experience, competitive advantage. For successful formation of entrepreneurial climate in the sphere of small business as a factor of social and economic development in the region it is critical to use such methods as monitoring, ranking, public-private partnership, business partnership, social support, multilevel training, multi-purpose competition, social selection, social cooperation in order to ensure interaction of small enterprises based on the principles of mutual aid, transparency and autonomy.

While entrepreneurs help to drive venture growth through business development in their respective cities, approximately 50% of new business ventures fail within the first 5 years of operation. Boss concluded that over 60% of entrepreneurs and small business owners fail within the first 6 years of doing business. This article examines some of the main factors that support early growth stage entrepreneurial sustainability for small business startups. In this article, entrepreneurship success factors, failure rates and sustainability are examined through qualitative research, expanding on factors identified in previous studies and applying them to different geographical areas. The results of this study can help reduce the number of small business failures by providing actionable knowledge to entrepreneurs in the start-up and early growth stages of business development.

The article considers a comprehensive analysis of the oil and gas complex of the regions of Eastern Siberia and the Republic of Sakha (Yakutia). The features of the structure of the raw material base were revealed – a low degree of exploration and the rate of reproduction of stocks, imbalance in categories of stocks. The state of oil production in the region with differentiation by field is presented, the current state and prospects of expansion of the ESPO pipeline are analyzed.

This article has the aim to explore the policy of supporting of small and medium-sized businesses. Over the years, the independent states have managed the problems of the economy. The contribution of small businesses to the economy, the replenishment of revenue items in budgets of the different levels, and the creation of new jobs have become one of the decisive factors of the development in the states. Small and medium-sized businesses significantly contribute to the formation of the competitive environment and the establishment of market balance. Currently, small and medium-sized businesses represent fairly powerful social stratum of the society, real and serious economic force. At the present stage, the relationship between business and government has acquired the special role, improving the technology of their interaction; the problem of self-organization of the business community is relevant today as it was only few years ago. Small and medium-sized enterprises (SMEs) are the fundamental link that determines the state level of development in order to ensure sustainable economic growth. This sector of the economy has huge potential for solving many problems of the economic growth of the state, such as undeveloped competition, inefficient use of material and non-material resources, dependence of the domestic demand on imports, unemployment, poverty, etc. Issues of SMEs development in the Republic of Kazakhstan are among the most important and highest state level.

The article considers the specific features of public services delivery in the Republic of Kazakhstan and other countries where public services are provided with the involvement of different models of electronic government. Today, state provision of public services to citizens is becoming one of the most important spheres of the functioning of government authorities. The notion of public services has become an object of focused scientific research relatively recently in the Republic of Kazakhstan, while in developed countries, the relationship between the state and society, where the state is viewed as a service provider, developed in the 1980–1990s. The aim of this paper is to analyze the current state of the sphere of public services provided to the population of the Republic of Kazakhstan and to study international experience in this area. The authors view public services delivery as a process of information interaction between the state and society, which, at the current stage of IT development, is increasingly taking an electronic form. The authors explore historical and theoretical prerequisites for the creation of the modern system of public services, the current state of the corresponding organizational and legal framework in the Republic of Kazakhstan, and international experience of development and implementation of successful patterns of public services delivery. Besides, the authors study the specific features of legal regulation pertaining to handing public services over to a competitive environment. The article assesses the possibilities of further use of advanced technologies to address the tasks for which this important element of government control has been developed. The results obtained by the authors consist in the validation of the conclusions about the assessment of the public services sphere and its organizational and legal grounds, as well as the potential for its further development. The paper includes several suggestions for improvement of the organizational and legal framework of public services delivery. The novelty of this article consists in the fact that the authors suggest ways of further development of the interaction between the state and society based on thorough analysis of world practices of public services delivery

The relevance of the research topic lies in the importance of development of small agribusiness entities for increasing production of agricultural products, increasing the level of employment and income of the rural population, solving social problems of the village. The system of public support measures for agricultural sector, developed by the Ministry of Agriculture of the Republic of Kazakhstan as part of the implementation of the State Program on AIC Development for 2017- 2021, which includes subsidizing production costs, property insurance, preferential taxation, investment subsidies for construction of facilities or their modernization, subsidizing the repayment of the interest rate for concessional lending. The article analyzes the main technical and economic indicators: gross agricultural output by type of activity; structure of agricultural crops, their yield, incl. in small-scale commodity farms of the republic, including general harvest of grain and oilseeds. The authors have developed proposals for the use of a new financial instrument - an agricultural receipt, which allows investors (creditors) to finance agricultural production and sale of goods in small business structures; recommendations for exemption from income tax for a period of three years for taxpayers applying special tax regimes, improving lending to agricultural enterprises by commercial banks, mechanisms that allow in the future to reduce the amount of funds allocated from the state budget to support the industry. It is concluded that the further development of small business structures in AIC and their public support will improve socio-economic processes of the formation and functioning of all forms of family farms on the basis of meeting the needs of the population for food; to increase the employment rates of rural residents, taking into account the development of alternative directions based on cooperation and integration.

This article discusses issues related to the monitoring of the quasi-public procurement system in the Republic of Kazakhstan. The topic under study is one of the relevant to date, as the state has to face with the increased pressure on the state budget in the context of the financial crisis and unstable economic situation in the world. In general, attention needs to be paid to budget spending in the quasi-public sector through monitoring and careful analysis to ensure the effectiveness of procurement procedures in the sector and to avoid unnecessary expenditure. The article is about the study of the current state, problems and prospects of creating and realization of the mechanism for monitoring procurement in the quasi-public sector, identifying administrative and corruption risks. The share of procurement in quasi-public sector entities has a special role in the procurement market. Therefore, it is so important to create favourable conditions devoid of corruption in the field of public procurement and to have a transparent and effective system of the state financial control. The article provides a detailed analysis of the scope of procurement in this area, describes measures to reduce corruption risks and ensure transparency of procurement. The author proposed a number of recommendations that would lead to a reduction in corruption components in this area as a result of the analysis on the existing problem in the procurement sector of the quasi-public sector.
